需求側(cè)管理?xiàng)l件下的電力供需資源組合優(yōu)化研究

【摘要】:作為關(guān)系國(guó)計(jì)民生和保障國(guó)家能源安全的重要基礎(chǔ)性產(chǎn)業(yè),電力工業(yè)的發(fā)展水平直接制約著我國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)的發(fā)展。傳統(tǒng)的電力規(guī)劃模式既難以滿足未來(lái)的電力需求以保障經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展,另一方面也會(huì)造成資源的大量消耗和環(huán)境污染問(wèn)題。本文根據(jù)綜合資源規(guī)劃理論的方法和思想,將電力需求側(cè)資源,即電力需求側(cè)管理項(xiàng)目等效的能效電廠納入電力系統(tǒng)規(guī)劃,并對(duì)電力供需資源組合優(yōu)化的相關(guān)問(wèn)題進(jìn)行了系統(tǒng)地研究。 首先,論文系統(tǒng)地總結(jié)了電力需求側(cè)管理和能效電廠的概念體系,界定了電力需求側(cè)管理的定義、目標(biāo)、資源、內(nèi)容等概念和范圍,明確了能效電廠的定義、組成及分類、容量、出力曲線等相關(guān)概念和內(nèi)容,并分析了能效電廠同常規(guī)電廠之間的區(qū)別、電力需求側(cè)管理同能效電廠之間的關(guān)系。 其次,本文總結(jié)了部分國(guó)外地區(qū)和我國(guó)河北、江蘇、廣東等省份實(shí)施DSM項(xiàng)目的實(shí)踐經(jīng)驗(yàn),,探討了我國(guó)DSM項(xiàng)目實(shí)施的組織模式,并分析了DSM項(xiàng)目的運(yùn)作管理體系中政府、電力用戶、電網(wǎng)企業(yè)、能源服務(wù)公司及其他主要參與方的作用和職責(zé)。 再次,本文探討了包括節(jié)能效果、經(jīng)濟(jì)效果和環(huán)保效果三個(gè)維度內(nèi)容的DSM項(xiàng)目實(shí)施效果評(píng)估指標(biāo),分析了DSM項(xiàng)目的成本費(fèi)用,并分別提出了電力用戶、電力供應(yīng)側(cè)和政府不同立場(chǎng)下DSM項(xiàng)目的成本效益分析方法和思路。 最后,論文介紹了電力供需資源組合優(yōu)化的概念、目標(biāo)、思路及應(yīng)用于電力系統(tǒng)規(guī)劃的流程,對(duì)電力供需資源組合優(yōu)化所涉及到的主要資源形式進(jìn)行了分析,在前人研究成果的基礎(chǔ)上構(gòu)建了以全社會(huì)最小費(fèi)用為目標(biāo)函數(shù)的優(yōu)化模型,并運(yùn)用該模型對(duì)我國(guó)電力系統(tǒng)進(jìn)行了2011年至2020年的宏觀規(guī)劃,分析了其規(guī)劃效果。
[Abstract]:As an important basic industry related to the national economy and the people's livelihood and ensuring the national energy security, the development level of the electric power industry directly restricts the development of our national economy and society. The traditional power planning mode is not only difficult to meet the future power demand to ensure the sustainable development of the economy and society, on the other hand, it will also cause a large amount of consumption of resources and environmental pollution. According to the method and idea of the integrated resource planning theory, the energy efficiency power plant equivalent to the power demand side management project is brought into the power system planning in this paper. The related problems of power supply and demand resource combination optimization are studied systematically. First of all, the paper systematically summarizes the concept system of DSM and energy efficiency power plant, defines the definition, objective, resource, content and other concepts and scope of DSM, defines the definition, composition and classification of energy efficiency power plant. The related concepts and contents such as capacity and output curve are analyzed. The difference between energy efficiency power plant and conventional power plant and the relationship between power demand side management and energy efficiency power plant are analyzed. Secondly, this paper summarizes the practical experience of implementing DSM project in some foreign regions and provinces such as Hebei, Jiangsu, Guangdong and so on, probes into the organization mode of DSM project implementation in our country, and analyzes the government in the operation management system of DSM project. Roles and responsibilities of power users, grid companies, energy service companies and other major participants. Thirdly, this paper discusses the evaluation index of DSM project implementation effect including energy saving effect, economic effect and environmental protection effect, analyzes the cost of DSM project, and puts forward the electric power user, respectively. The cost-benefit analysis method and thought of DSM project on power supply side and government's different position. Finally, the paper introduces the concept, objectives, ideas and application flow of power supply and demand resource combination optimization, and analyzes the main resource forms involved in power supply and demand resource combination optimization. Based on the previous research results, an optimization model with the minimum cost of the whole society as the objective function is constructed, and the macro-planning of China's power system from 2011 to 2020 is carried out by using the model, and its planning effect is analyzed.
