中山電網(wǎng)投資優(yōu)化模型及應(yīng)用研究

【摘要】:電網(wǎng)項(xiàng)目涉及面廣、投資巨大,開(kāi)展電網(wǎng)投資優(yōu)化模型研究,為該類項(xiàng)目的投資決策提供科學(xué)依據(jù),有利于提高項(xiàng)目投資決策的科學(xué)性,有利于提高管理部門(mén)決策和管理水平,有利于促進(jìn)項(xiàng)目可研和評(píng)估的客觀公正性,有利于增加投資的全局觀念,樹(shù)立長(zhǎng)遠(yuǎn)利益目標(biāo),從而有利于全面實(shí)現(xiàn)投資項(xiàng)目對(duì)地區(qū)經(jīng)濟(jì)發(fā)展和社會(huì)發(fā)展目標(biāo)的貢獻(xiàn)。通過(guò)構(gòu)建電網(wǎng)投資優(yōu)化模型評(píng)價(jià)指標(biāo)體系,為中山電網(wǎng)投資建設(shè)提供決策支持,減少投資中的盲目性和短期行為,提高投資收益。本文內(nèi)容主要是: (1)通過(guò)分析影響電網(wǎng)項(xiàng)目投資的影響因素,建立一套較完整的、定性與定量分析相結(jié)合的電網(wǎng)投資優(yōu)化模型評(píng)價(jià)指標(biāo)體系,涵蓋電網(wǎng)協(xié)調(diào)性、安全性、經(jīng)濟(jì)性等3個(gè)方面,針對(duì)電網(wǎng)特點(diǎn)或研究問(wèn)題的不同,各指標(biāo)可進(jìn)行靈活篩選或組合。 (2)結(jié)合中山電網(wǎng)的實(shí)際情況,研究體系中各指標(biāo)的計(jì)算方法和采用的計(jì)算工具。 (3)綜合考慮中山“十二五”項(xiàng)目建設(shè)的緊迫性、經(jīng)濟(jì)效益、電網(wǎng)協(xié)調(diào)性,提出了電網(wǎng)建設(shè)項(xiàng)目?jī)?yōu)化排序的兩階段法。在第1階段,根據(jù)項(xiàng)目建設(shè)的緊迫性(綜合考慮區(qū)域電力電量平衡、所供負(fù)荷重要程度)進(jìn)行排序,形成多種建設(shè)方案;在第2階段,,以電網(wǎng)協(xié)調(diào)性和資金的時(shí)間價(jià)值為評(píng)價(jià)準(zhǔn)則,應(yīng)用基于熵權(quán)的逼近理想解法(TOPSIS)選擇出最優(yōu)電網(wǎng)建設(shè)項(xiàng)目的排序方案。
[Abstract]:The power grid project involves a wide range of areas and has a huge investment. The research on the optimization model of power grid investment can provide scientific basis for the investment decision of this kind of project, improve the scientific nature of the project investment decision, and improve the decision-making and management level of the management department. It is helpful to promote the objective fairness of project research and evaluation, to increase the overall concept of investment, to set up long-term benefit goal, and to realize the contribution of investment project to regional economic development and social development in an all-round way. By constructing the evaluation index system of power network investment optimization model, this paper provides decision support for Zhongshan power grid investment construction, reduces blindness and short-term behavior in investment, and improves investment income. The main contents of this paper are as follows: 1) by analyzing the influencing factors of power grid project investment, a set of evaluation index system of power network investment optimization model is established, which includes three aspects: coordination, security, economy, and so on, which is integrated with qualitative and quantitative analysis. According to the characteristics of power grid or different research problems, each index can be selected or combined flexibly. 2) according to the actual situation of Zhongshan Power Grid, the calculation methods and calculation tools of each index in the system are studied. Considering the urgency, economic benefit and power grid coordination of Zhongshan "12th Five-Year Plan" project, this paper puts forward a two-stage method for the optimization and sequencing of power grid construction projects. In phase 1, according to the urgency of the construction of the project (taking into account the regional balance of electricity and the importance of the load supplied), to form a variety of construction options; in phase 2, Taking the coordination of power network and the time value of capital as the evaluation criterion, the optimal power grid construction project ranking scheme is selected by using the entropy weight based approximate ideal solution (TopSIS-based).
