【摘要】:自從中國加入WTO后,我國成品油、原油市場逐步對外開放,國外先進(jìn)大石油公司擠進(jìn)中國市場,由此帶來了低成本挑戰(zhàn),迫使各石油企業(yè)迅速改變自己,想盡各種辦法來降低成本,增加效益。此時,采購被普遍關(guān)注起來,控制采購成本成為節(jié)能降耗的重要手段之一。 本文以千萬噸煉油改造工程為背景,總結(jié)了傳統(tǒng)分散采購的隨意性大,采購效率低,機(jī)構(gòu)設(shè)置重復(fù)等缺點(diǎn),突出集中采購方便物資調(diào)劑,進(jìn)行區(qū)域運(yùn)作,獲得價格優(yōu)惠等優(yōu)點(diǎn)。由采購管理模式的發(fā)展進(jìn)程,說明集中采購是企業(yè)發(fā)展的必選之路。介紹了ABC存貨管理法,二八法則,價值鏈等理論知識。通過大量案例說明目前的基建項(xiàng)目采購中還存在一些問題,并剖析其形成原因,從事前、事中、事后三階段提出相應(yīng)改進(jìn)措施。如運(yùn)用ABC存貨管理法加強(qiáng)存貨管理,降低倉儲費(fèi)用;利用價值鏈等原理,加強(qiáng)招標(biāo)管理,逐步向制造商傾斜,減少中間環(huán)節(jié)采購費(fèi)用等。文中最后提出希望,吉林石化公司能在短期內(nèi)實(shí)現(xiàn)第三方采購,增強(qiáng)企業(yè)國際竟?fàn)幜Α?該項(xiàng)目改造過程中,實(shí)現(xiàn)集中采購,克服部分缺點(diǎn),取得了一定的成效,達(dá)到了降低成本,提高企業(yè)效益的目的。通過本文分析,以期對煉化企業(yè)基建項(xiàng)目的成本預(yù)算和費(fèi)用控制提供一定的幫助,對大型煉化企業(yè)項(xiàng)目改造,也有一定的參考價值。
[Abstract]:Since China's entry into the WTO, China's refined oil products and crude oil market have gradually opened to the outside world, and foreign advanced large oil companies have squeezed into the Chinese market, which has brought low cost challenges and forced various oil enterprises to change themselves quickly. Try your best to reduce costs and increase efficiency. At this time, procurement is generally concerned, and controlling purchasing cost has become one of the important means of saving energy and reducing consumption. In this paper, the shortcomings of traditional decentralized procurement such as large randomness, low procurement efficiency and repeated institutional setup are summarized, and the advantages of centralized purchasing convenient material adjustment, regional operation and price concessions are summarized. According to the development process of purchasing management mode, centralized procurement is the necessary choice for enterprise development. This paper introduces the ABC inventory management method, the law of two or eight, the value chain and other theoretical knowledge. A large number of cases show that there are still some problems in the procurement of capital construction projects at present, and analyze the reasons for their formation. The corresponding improvement measures are put forward before, during and after three stages. For example, using ABC inventory management method to strengthen inventory management and reduce storage cost, using the principle of value chain, strengthening bidding management, gradually tilting to the manufacturer, reducing the cost of purchasing in intermediate links, etc. In the end, it is hoped that Jilin Petrochemical Company can realize the third party purchasing in a short period of time and enhance the international competitive power of the enterprise. In the process of transformation, centralized purchasing is realized, some shortcomings are overcome, and some achievements are made, which can reduce the cost and improve the benefit of the enterprise. Through the analysis of this paper, we hope to provide some help to the cost budget and cost control of the capital construction project of the refinery and chemical enterprise, and also have certain reference value to the project transformation of the large-scale refinery and chemical enterprise.
