中國光伏產(chǎn)品遭遇歐美“雙反”對(duì)JZYG能源集團(tuán)的影響分析及對(duì)策研究

【摘要】:當(dāng)前,新能源成為最具開發(fā)價(jià)值和應(yīng)用前景的新興領(lǐng)域,成為各國爭(zhēng)相發(fā)展的方向。作為清潔和環(huán)保的新能源,太陽能發(fā)電可以直接減少二氧化碳排放,在低碳經(jīng)濟(jì)生活中扮演著非常重要的角色,光伏產(chǎn)業(yè)成為新能源發(fā)展的重要著力點(diǎn)之一。尤其在世界性的金融危機(jī)之后,全球各大經(jīng)濟(jì)體都將支持光伏產(chǎn)業(yè)發(fā)展作為新的經(jīng)濟(jì)增長(zhǎng)點(diǎn)來培育。在政策支持、投資推動(dòng)以及需求拉動(dòng)的綜合作用下,光伏產(chǎn)業(yè)在全球范圍內(nèi)迅速發(fā)展。中國光伏產(chǎn)業(yè)是國家重點(diǎn)鼓勵(lì)、支持的新興產(chǎn)業(yè),已形成特色,初具規(guī)模。憑借過硬的質(zhì)量及低廉的價(jià)格,中國光伏產(chǎn)品在國際市場(chǎng)上占據(jù)較大份額,尚德、賽維、JZYG等一批企業(yè)成為世界光伏市場(chǎng)的主要供應(yīng)商。然而,光伏產(chǎn)業(yè)迅速發(fā)展的背后,是產(chǎn)能嚴(yán)重過剩、市場(chǎng)競(jìng)爭(zhēng)加劇。部分國家也發(fā)起了針對(duì)中國光伏產(chǎn)品的反傾銷與反補(bǔ)貼(后文敘述中以“雙反”來指代“反傾銷與反補(bǔ)貼”)調(diào)查,不承認(rèn)中國的完全市場(chǎng)經(jīng)濟(jì)地位,濫用貿(mào)易救濟(jì)措施行貿(mào)易保護(hù)主義。在此種環(huán)境下,中國光伏產(chǎn)品出口受限,產(chǎn)業(yè)發(fā)展經(jīng)歷著一場(chǎng)“過山車”。這給中國光伏企業(yè)提出了新的課題:如何破除惡性競(jìng)爭(zhēng)與產(chǎn)能過剩的持續(xù)影響;如何在新形勢(shì)下有效應(yīng)對(duì)來自目的地國“雙反”風(fēng)潮的影響;如何在危機(jī)后走出經(jīng)營低谷。研究如何應(yīng)對(duì)“雙反”產(chǎn)生的系列問題,對(duì)我國推動(dòng)國際貿(mào)易健康發(fā)展、有效應(yīng)對(duì)貿(mào)易保護(hù)具有深遠(yuǎn)影響,對(duì)推進(jìn)企業(yè)經(jīng)營活動(dòng)順利進(jìn)行有著現(xiàn)實(shí)意義。本文以JZYG能源集團(tuán)如何破除“雙反”困境為研究目標(biāo),圍繞著歐美實(shí)施“雙反”背景、造成的影響為線索展開研究,集中分析了集團(tuán)面臨的諸多問題,提出了“加強(qiáng)‘雙反’防范意識(shí),強(qiáng)化產(chǎn)品競(jìng)爭(zhēng)能力,提高經(jīng)營管理水平,深挖內(nèi)需市場(chǎng),拓寬海外市場(chǎng)多元化之路”等對(duì)策建議,構(gòu)建JZYG能源集團(tuán)健康茁壯成長(zhǎng)的新路徑。
[Abstract]:At present, new energy has become the most valuable and application of the emerging field, become the direction of development. As a clean and environment-friendly new energy, solar power generation can directly reduce carbon dioxide emissions, and play a very important role in low-carbon economic life. Photovoltaic industry has become one of the important focus of the development of new energy. Especially after the global financial crisis, the world's major economies will support the development of photovoltaic industry as a new economic growth point to cultivate. With the combination of policy support, investment-driven and demand-driven, photovoltaic industry is developing rapidly worldwide. China's photovoltaic industry is a key national encouragement, support of the emerging industry, has formed characteristics, initial scale. With excellent quality and low price, Chinese photovoltaic products occupy a large share in the international market. Suntech, Severi JZYG and other enterprises have become the main suppliers of the world photovoltaic market. However, behind the rapid development of photovoltaic industry is serious overcapacity, market competition intensified. Some countries have also initiated anti-dumping and countervailing investigations against photovoltaic products in China (referred to as "antidumping and countervailing" in the latter part of the article), without recognizing China's full market economy status. Abuse of trade remedies to trade protectionism. In this environment, China's photovoltaic products export restrictions, industrial development experienced a "roller coaster." This has put forward new problems for Chinese photovoltaic enterprises: how to break the persistent influence of vicious competition and overcapacity, how to effectively deal with the influence of the "double opposition" tide from the destination country under the new situation, and how to get out of the operating trough after the crisis. The study on how to deal with the series of problems arising from "double reaction" has far-reaching influence on promoting the healthy development of international trade, dealing with trade protection effectively, and has practical significance to promote the smooth operation of enterprises. This paper focuses on the research on how to overcome the "double opposition" dilemma of JZYG energy group, focuses on the background of the implementation of "double opposition" in Europe and the United States, and focuses on the analysis of many problems faced by the group. The paper puts forward some countermeasures and suggestions, such as strengthening the consciousness of 'double opposition', strengthening the ability of product competition, improving the level of management, digging up the domestic demand market, and widening the way of diversification of overseas market, so as to construct a new path for JZYG energy group to grow healthily and healthily.
