低碳條件下寧波市工業(yè)結(jié)構(gòu)調(diào)整研究

【摘要】:本文以港口城市寧波為例對港口城市的產(chǎn)業(yè)特征進(jìn)行了分析,基于臨港工業(yè)與低碳化發(fā)展的國際背景,探討了港口城市工業(yè)結(jié)構(gòu)的調(diào)整優(yōu)化。首先,基于發(fā)展低碳經(jīng)濟(jì)的角度,從技術(shù)創(chuàng)新、資源稟賦、需求結(jié)構(gòu)、政策制度等方面對工業(yè)結(jié)構(gòu)調(diào)整的影響因素進(jìn)行分析,為全文分析提供了理論基礎(chǔ)。其次,分別從投入角度分析工業(yè)能源消費(fèi)特征、從產(chǎn)出角度分析工業(yè)碳排放特征,對寧波市工業(yè)低碳現(xiàn)狀特征進(jìn)行概括,并依據(jù)碳排放強(qiáng)度對工業(yè)部門進(jìn)行聚類分析,為進(jìn)一步實(shí)證分析提供現(xiàn)實(shí)依據(jù)。再次,構(gòu)建嵌入碳指標(biāo)的指標(biāo)體系——以全部從業(yè)人員數(shù)、固定資產(chǎn)投資、流動資產(chǎn)投資、工業(yè)能源消費(fèi)量、碳排放量作為輸入指標(biāo),以工業(yè)總產(chǎn)值、利潤總額作為輸出指標(biāo),運(yùn)用數(shù)據(jù)包絡(luò)分析法,,對2002-2010年寧波市33個(gè)工業(yè)部門進(jìn)行效率測算與分解分析。結(jié)果表明:當(dāng)前寧波工業(yè)部門經(jīng)濟(jì)效率總體偏低,工業(yè)經(jīng)濟(jì)集約化水平不高。從工業(yè)內(nèi)部結(jié)構(gòu)來看,除了2009年,考察期內(nèi)寧波重工業(yè)部門效率均高于輕工業(yè)部門,這與寧波輕重工業(yè)部門的增速和結(jié)構(gòu)變化趨勢大致相符,技術(shù)進(jìn)步和規(guī)模經(jīng)濟(jì)成為重工業(yè)效率比輕工業(yè)更高的主要原因;但從變化趨勢來看,兩類部門的效率均比21世紀(jì)初有所下降,效率分解結(jié)果表明,各部門技術(shù)效率沒有得到充分發(fā)揮,主要原因是大多數(shù)行業(yè)的純技術(shù)效率偏低;對2010年情形具體分析后發(fā)現(xiàn),工業(yè)經(jīng)濟(jì)的效率中心集中在石油、化工、電力、有色金屬等臨港工業(yè),以及煙草、通信等高利潤部門;此外,文中給出了2010年寧波市工業(yè)部門各投入要素的冗余額,可以作為工業(yè)結(jié)構(gòu)調(diào)整的參考。最后,按照發(fā)展低碳經(jīng)濟(jì)的要求,本文提出政府應(yīng)該從推動產(chǎn)業(yè)聯(lián)動發(fā)展、優(yōu)化資源配置結(jié)構(gòu)、加大節(jié)能減排力度等方面,促進(jìn)寧波市工業(yè)結(jié)構(gòu)調(diào)整。
[Abstract]:This paper takes Ningbo as an example to analyze the industrial characteristics of port city, and discusses the adjustment and optimization of industrial structure of port city based on the international background of port industry and low carbonization development. Firstly, based on the development of low-carbon economy, this paper analyzes the influence factors of industrial structure adjustment from technological innovation, resource endowment, demand structure, policy system and so on, which provides a theoretical basis for the full text analysis. Secondly, it analyzes the characteristics of industrial energy consumption from the perspective of input, the characteristics of industrial carbon emissions from the point of view of output, summarizes the characteristics of industrial low carbon status in Ningbo, and cluster analysis of industrial sector according to the intensity of carbon emissions. To provide practical basis for further empirical analysis. Thirdly, to construct the index system of embedded carbon index-taking the total number of employees, investment in fixed assets, investment in current assets, industrial energy consumption, carbon emissions as input indicators, gross industrial output value, total profits as output indicators. The efficiency of 33 industrial departments in Ningbo from 2002 to 2010 was measured and decomposed by using data envelopment analysis. The results show that the economic efficiency of Ningbo industrial sector is on the low side and the level of industrial economy intensification is not high. In terms of the internal structure of the industry, except in 2009, the efficiency of the Ningbo heavy industry sector was higher than that of the light industry sector during the inspection period, which was roughly in line with the trend of growth and structural changes in the Ningbo light and heavy industry sector. Technological progress and economies of scale are the main reasons why heavy industry is more efficient than light industry; but in terms of changing trends, efficiency in both sectors is lower than at the beginning of the 21st century. Technical efficiency in various sectors has not been given full play, mainly due to the low pure technical efficiency in most industries. A specific analysis of the situation in 2010 shows that the efficiency centers of the industrial economy are concentrated in petroleum, chemical industry and electricity. Non-ferrous metals and other port industries, as well as high-profit departments such as tobacco and communications, are also given in this paper. In addition, the redundant amount of input elements in Ningbo's industrial sector in 2010 is given, which can be used as a reference for the adjustment of industrial structure. Finally, according to the requirements of developing low-carbon economy, this paper puts forward that the government should promote the adjustment of industrial structure in Ningbo from the aspects of promoting the linkage development of industry, optimizing the structure of resource allocation and increasing the intensity of energy saving and emission reduction.
