【摘要】：隨著蒙中關(guān)系的進(jìn)一步發(fā)展，如何推進(jìn)中國企業(yè)在蒙古國礦業(yè)合作開發(fā)上的投資發(fā)展，是關(guān)系到兩國在礦業(yè)共同發(fā)展的重要課題。本文通過理論研究與投資發(fā)展現(xiàn)狀相結(jié)合；定量分析和定性分析相結(jié)合；規(guī)范分析和實(shí)證分析相結(jié)合，，運(yùn)用PESTEL分析法，從政治與法律、社會(huì)與文化、經(jīng)濟(jì)、技術(shù)等六個(gè)因素，對蒙古國投資環(huán)境的外部和內(nèi)部現(xiàn)狀作出了分析。對于蒙中雙方礦業(yè)合作面臨的問題和困難進(jìn)行了研究，并提出了相應(yīng)的對策和建議。 本文的主要內(nèi)容分為三個(gè)部分。第一部分主要介紹了蒙中兩國合作關(guān)系；第二部分中介紹了蒙古國礦業(yè)現(xiàn)狀、投資環(huán)境分析以及外商和中國對蒙古國礦業(yè)直接投資現(xiàn)狀。第三部分介紹了促進(jìn)蒙中礦業(yè)開發(fā)合作的相關(guān)建議。這部分提出了兩國政府所應(yīng)采取的策略——蒙古國應(yīng)該從PESTEL六個(gè)方面著手，針對其六個(gè)方面的問題提出相應(yīng)地解決措施：政治上繼續(xù)深化對外政策，并為外商營造一個(gè)穩(wěn)定的投資環(huán)境；經(jīng)濟(jì)上，改善基礎(chǔ)設(shè)施建設(shè)，促進(jìn)外商投資；社會(huì)上，為國內(nèi)勞動(dòng)力提供一個(gè)全面提升學(xué)習(xí)的平臺，是他們更適應(yīng)貿(mào)易發(fā)展下的大潮流；技術(shù)上，吸引外商資金與技術(shù)投資的同時(shí)也要派遣人才出國學(xué)習(xí)，國家也要加大對技術(shù)的經(jīng)濟(jì)投資，大力發(fā)展技術(shù)；環(huán)境上，政府需利用收費(fèi)政策來保護(hù)綠地不被破壞，企業(yè)也該設(shè)立環(huán)�；饋砘貓�(bào)社會(huì)。中國政府及企業(yè)則在環(huán)境上應(yīng)設(shè)立相關(guān)條令和培養(yǎng)自覺意識，要有地球資源是大家共有財(cái)產(chǎn)，不可隨意破壞浪費(fèi)的意識；勞動(dòng)力素質(zhì)上，中國要注重勞動(dòng)力素質(zhì)培養(yǎng)，保證輸出的勞動(dòng)力能在滿足工作需求的同時(shí)適應(yīng)國外的環(huán)境；在監(jiān)管上，中國必須制定統(tǒng)一的境外企業(yè)管理機(jī)制，企業(yè)也需自覺遵守市場規(guī)則；總的來說，對于中國政府，最大的建議就是國家采取鼓勵(lì)政策，鼓勵(lì)國有大企業(yè)到蒙投資，并完善對在蒙中商的保護(hù)機(jī)制，維護(hù)其權(quán)利。
[Abstract]:With the further development of Mongolia-China relations, how to promote the investment and development of Chinese enterprises in the development of mining cooperation between Mongolia and China is an important issue related to the joint development of the two countries in the mining industry. Through the combination of theoretical research and investment development status, quantitative analysis and qualitative analysis, normative analysis and empirical analysis, using PESTEL analysis, from the political and legal, social and cultural, economic, technology and other six factors, This paper analyzes the external and internal situation of Mongolia's investment environment. The problems and difficulties in mining cooperation between Mongolia and China are studied, and the corresponding countermeasures and suggestions are put forward. The main content of this paper is divided into three parts. The first part mainly introduces the cooperation between Mongolia and China, the second part introduces the present situation of Mongolia's mining industry, the analysis of investment environment and the present situation of foreign and Chinese direct investment in Mongolia's mining industry. The third part introduces the suggestion of promoting the cooperation of Mongolian and Chinese mining industry. This part puts forward the strategy that should be adopted by the two governments-Mongolia should start from six aspects of PESTEL and put forward corresponding measures to solve its six problems: continue to deepen its foreign policy politically. And to create a stable investment environment for foreign investors, to improve infrastructure construction, to promote foreign investment, to provide a comprehensive learning platform for the domestic labor force, is to adapt to the trend of trade development; Technically, while attracting foreign capital and technology investment, we should also send talents to study abroad. The state should also increase economic investment in technology and vigorously develop technology. In terms of the environment, the government should use the charging policy to protect the greenbelt from being destroyed. Enterprises should also set up environmental funds to repay society. On the other hand, the Chinese government and enterprises should set up relevant regulations and cultivate a sense of consciousness in the environment. They should have the consciousness that the earth's resources are the common property of all, and they should not arbitrarily destroy the sense of waste. In terms of the quality of the labor force, China should pay attention to the cultivation of the quality of the workforce. To ensure that the exported labor force can meet the needs of work and adapt to the foreign environment; in terms of supervision, China must establish a unified management mechanism for overseas enterprises, and enterprises must consciously abide by market rules. In general, for the Chinese government, The biggest suggestion is to encourage large state-owned enterprises to invest in Mongolia, improve the protection mechanism for Chinese businessmen in Mongolia and safeguard their rights.
