晨曦供電公司績效管理體系構(gòu)建研究

【摘要】:宏觀背景下,如何解決好以下三個突出矛盾是供電企業(yè)面臨的挑戰(zhàn):一是供電量的持續(xù)高速增長與電網(wǎng)安全穩(wěn)定運行之間的矛盾;二是增加電網(wǎng)建設(shè)投入與利潤持續(xù)增長之間的矛盾;三是公司戰(zhàn)略目標的相對穩(wěn)定與員工個體目標的多樣化之間的矛盾。以全員績效核心的績效管理體系的應(yīng)用,為系統(tǒng)性解決三個矛盾提供了有效的解決方案。本文通過在閱讀中外文獻的基礎(chǔ)上,通過分析晨曦供電公司績效管理的現(xiàn)狀,指出了目前績效管理體系存在的不足。并據(jù)此提出,建立全員績效管理體系,以保證公司戰(zhàn)略各維度的全面覆蓋。本文中構(gòu)建的全員績效體系的逐層細化實現(xiàn)了戰(zhàn)略目標的層層分解和壓力的逐級傳遞;全員績效體系的實際應(yīng)用將促進各管理層級的業(yè)績提升;溝通理念通過績效管理委員會、績效經(jīng)理人、績效結(jié)果主輔評價及績效回顧分析例會制度將得以有效實現(xiàn)。全員績效體系會使供電企業(yè)把握機遇、應(yīng)對挑戰(zhàn)的能力大為提高,管理水平與整體績效大幅提升;持續(xù)改進理念不斷強化,績效管理體系日漸完善,并已逐步成為促進公司科學(xué)發(fā)展的又一有力工具。
[Abstract]:Under the macro background, how to solve the following three outstanding contradictions is the challenge facing the power supply enterprises: first, the contradiction between the sustained and high-speed growth of the power supply and the safe and stable operation of the power grid; The second is the contradiction between increasing the investment in power grid construction and the continuous growth of profit, and the third is the contradiction between the relative stability of the company's strategic objectives and the diversification of individual employees' goals. The application of the performance management system, which is the core of staff performance, provides an effective solution for solving the three contradictions systematically. On the basis of reading Chinese and foreign literatures and analyzing the current situation of performance management in Dawn Power supply Company, this paper points out the shortcomings of the current performance management system. Based on this, it is proposed to establish a full-staff performance management system to ensure the overall coverage of all dimensions of company strategy. In this paper, the overall performance system layer by layer refinement to achieve the strategic objectives layer by layer decomposition and pressure transfer; the actual application of the full staff performance system will promote the performance of all management levels, communication ideas through the performance management committee, Performance managers, performance results evaluation and performance review and analysis of the regular meeting system will be effective. The full staff performance system will make the power supply enterprise grasp the opportunity, the ability to deal with the challenge will be greatly improved, the management level and the overall performance will be greatly improved; the concept of continuous improvement will be continuously strengthened, and the performance management system will be improved day by day. And has gradually become a powerful tool to promote the scientific development of the company.
