【摘要】：江蘇省三大區(qū)域均處于工業(yè)化加速發(fā)展的階段,發(fā)展任務(wù)越來越重使得各區(qū)域的環(huán)境容量越來越小,經(jīng)濟(jì)社會(huì)快速發(fā)展與生態(tài)承載能力不足之間的矛盾、群眾不斷增長的環(huán)境需求與環(huán)境公共產(chǎn)品供給不足之間的矛盾以及日益繁重的環(huán)境保護(hù)任務(wù)與環(huán)境基礎(chǔ)設(shè)施不完善、環(huán)境監(jiān)管能力不足之間的矛盾始終在江蘇省三大區(qū)域不同程度的存在。本研究旨在通過對(duì)江蘇省蘇南、蘇中和蘇北三大區(qū)域工業(yè)污染的變遷與影響因素的分析,提出適合各區(qū)域工業(yè)與環(huán)境協(xié)調(diào)發(fā)展的政策建議,以推動(dòng)區(qū)域工業(yè)發(fā)展政策的調(diào)整,完善環(huán)境的保護(hù)機(jī)制。另外,通過對(duì)江蘇省區(qū)域發(fā)展經(jīng)驗(yàn)教訓(xùn)的總結(jié),還可為我國中西部地區(qū)承接?xùn)|部地區(qū)產(chǎn)業(yè)轉(zhuǎn)移提供借鑒。 本文以工業(yè)化理論和環(huán)境經(jīng)濟(jì)學(xué)相關(guān)理論為基礎(chǔ),結(jié)合環(huán)境庫茨涅茨假說分析了江蘇省區(qū)域環(huán)境質(zhì)量的影響因素,緊接著以區(qū)域間產(chǎn)業(yè)轉(zhuǎn)移中出現(xiàn)的污染轉(zhuǎn)移問題為出發(fā)點(diǎn),進(jìn)一步分析了區(qū)域工業(yè)污染的影響因素,并以此揭示蘇南產(chǎn)業(yè)北移所帶來的“污染北遷”這一嚴(yán)峻形勢。 論文首先回顧了工業(yè)化發(fā)展與環(huán)境污染的相關(guān)理論與研究文獻(xiàn),簡要介紹了環(huán)境庫茨涅茨曲線以及產(chǎn)業(yè)轉(zhuǎn)移中的污染轉(zhuǎn)移問題。 接著,論文對(duì)江蘇省三大區(qū)域的工業(yè)發(fā)展以及點(diǎn)源污染狀況進(jìn)行了描述,指出了三大區(qū)域各自所處的發(fā)展階段以及三大區(qū)域工業(yè)污染物排放總量的變化情況。在此基礎(chǔ)上,本文對(duì)三大區(qū)域不同工業(yè)污染物的環(huán)境庫茲涅茨曲線進(jìn)行了模擬實(shí)證分析,結(jié)果發(fā)現(xiàn)：“十一五”以來,蘇南與蘇中的工業(yè)廢水以及工業(yè)COD的擬合曲線基本符合傳統(tǒng)的倒“U”型走勢,目前均已越過拐點(diǎn),隨著經(jīng)濟(jì)的繼續(xù)發(fā)展,工業(yè)廢水與工業(yè)COD的排放呈現(xiàn)下降趨勢；三大區(qū)域工業(yè)廢氣的擬合曲線并不完全符合傳統(tǒng)的EKC曲線,拐點(diǎn)仍未出現(xiàn),目前隨著經(jīng)濟(jì)的發(fā)展,三大區(qū)域工業(yè)廢氣的排放仍在不斷增加。雖說經(jīng)濟(jì)發(fā)展在一定程度上是建立在環(huán)境污染的基礎(chǔ)之上,但是蘇南與蘇中地區(qū)的環(huán)境狀況已開始逐步好轉(zhuǎn),高增長與高污染并存的局面已不復(fù)存在。結(jié)合上文對(duì)三大區(qū)域所處工業(yè)化階段的研究發(fā)現(xiàn),工業(yè)經(jīng)濟(jì)的發(fā)展與環(huán)境質(zhì)量的關(guān)系是辯證的,它們?cè)谙嗷ッ艿耐瑫r(shí)又存在著廣泛的一致性。發(fā)展經(jīng)濟(jì)在很大程度上會(huì)破壞環(huán)境質(zhì)量,而環(huán)境的保護(hù)與優(yōu)化又依賴于經(jīng)濟(jì)發(fā)展的程度。 其次,論文從工業(yè)發(fā)展以及環(huán)境政策的實(shí)施兩方面著重分析了江蘇省各區(qū)域環(huán)境質(zhì)量的影響因素。本文在分析工業(yè)發(fā)展對(duì)環(huán)境的影響因素時(shí)建立了影響因素分解模型,分別從工業(yè)發(fā)展規(guī)模、工業(yè)內(nèi)外部的結(jié)構(gòu)以及污染防控投資三方面對(duì)江蘇省區(qū)域環(huán)境污染的影響進(jìn)行了對(duì)比分析,分析發(fā)現(xiàn)規(guī)模效應(yīng)、結(jié)構(gòu)效應(yīng)以及減污效應(yīng)都對(duì)環(huán)境質(zhì)量有著顯著的影響。另外,本文專門對(duì)江蘇省各區(qū)域的環(huán)境保護(hù)政策進(jìn)行了對(duì)比分析,研究發(fā)現(xiàn)由于蘇南與蘇中地區(qū)的水污染防治政策更具針對(duì)性且更為全面,所以蘇南與蘇中地區(qū)在水污染的防治上成效顯著；而由于全省在大氣污染防治政策上的嚴(yán)重缺失,使得全省三大區(qū)域在工業(yè)廢氣的防治上都明顯缺乏有效的政策指引,從而導(dǎo)致廢氣污染趨勢持續(xù)惡化。 最后,論文以江蘇省區(qū)域間產(chǎn)業(yè)轉(zhuǎn)移中的污染轉(zhuǎn)移問題為出發(fā)點(diǎn),結(jié)合連云港X產(chǎn)業(yè)園的案例,深層次分析了使得蘇北環(huán)境持續(xù)惡化的原因。環(huán)境門檻與價(jià)格的差異性是驅(qū)使污染產(chǎn)業(yè)向蘇北轉(zhuǎn)移的核心因素,而環(huán)保在政策體系中的被弱化、工業(yè)園區(qū)發(fā)展規(guī)劃的不科學(xué)、環(huán)境門檻的此消彼長以及環(huán)境影響評(píng)價(jià)制度的不完善是造成蘇北地區(qū)污染加劇的重要原因。
[Abstract]:The three regions of Jiangsu Province are in the stage of industrialization accelerating development , the development task is getting more and less , the contradiction between the rapid development of economic society and the insufficiency of ecological carrying capacity , the contradiction between the environment demand of the mass growing and the inadequate supply of environmental public goods , and the shortage of environmental supervision ability are always in different degrees in the three regions of Jiangsu Province . The aim of this study is to promote the adjustment of regional industrial development policy and improve the environment protection mechanism .

Based on the theory of industrial theory and environmental economics , this paper analyzes the influencing factors of regional environmental quality in Jiangsu Province based on the theory of environment , and then analyzes the influence factors of regional industrial pollution .

Firstly , the paper reviews the relevant theories and research literatures of industrialization development and environmental pollution , and briefly introduces the environmental cutsnets curve and the problem of pollution transfer in industrial transfer .

Then , the paper describes the industrial development and point source pollution in three regions of Jiangsu Province , and points out the development stage of three major regions and the change of the total emission of industrial pollutants in three regions .
The fitting curve of industrial waste gas in the three regions is not completely consistent with the traditional EKC curve , and the inflection point is still not present . At present , with the development of economy , the emission of industrial waste gas in the three regions is still increasing . Although economic development is based on the environment pollution , the relationship between the development of industrial economy and environmental quality has been gradually improved .

Secondly , the paper analyzes the influence factors of regional environmental quality in Jiangsu Province from two aspects : industrial development and implementation of environmental policy .
Due to the serious lack of the prevention and control policy of air pollution in the whole province , there is a clear lack of effective policy guidance in the prevention and control of industrial waste gas in all three regions of the province , leading to the continued deterioration of the pollution trend of the waste gas .

Finally , based on the problem of pollution transfer in interregional industrial transfer in Jiangsu Province , this paper analyzes the reasons for the continuous deterioration of the environment in North Jiangsu . The difference between environmental threshold and price is the core factor that drives the pollution industry to the north of Jiangsu .
