【摘要】：隨著中國區(qū)域經(jīng)濟的不斷競爭發(fā)展，，工業(yè)園以自身的集聚效應(yīng)、市場競爭、技術(shù)創(chuàng)新等特有的優(yōu)勢成為縣域經(jīng)濟發(fā)展的助推器。作為縣域經(jīng)濟發(fā)展的工具，工業(yè)園受到各級政府的高度重視，由于地域的差距，各地的工業(yè)園在發(fā)展背景、發(fā)展戰(zhàn)略、發(fā)展目標(biāo)上都存在著很大的差異，如何充分調(diào)度資源、整合優(yōu)勢、培育園區(qū)特色、發(fā)揮園區(qū)優(yōu)勢，對縣域經(jīng)濟的發(fā)展有很大作用。 基于以上背景，本文選取九江赤湖工業(yè)園區(qū)作為研究對象，借鑒國內(nèi)外成功園區(qū)及沿江成熟工業(yè)園，通過分析成功園區(qū)的經(jīng)驗，從集群理論出發(fā)，結(jié)合赤湖工業(yè)園區(qū)特殊的地理位置，對其發(fā)展定位、發(fā)展目標(biāo)、發(fā)展戰(zhàn)略進行分析，并且運用SWOT分析模型對赤湖工業(yè)園區(qū)進行分析，尋求赤湖工業(yè)園區(qū)發(fā)展對策，得出以下結(jié)論：由于工業(yè)園區(qū)與周邊自然山體和水域都很近，因此生態(tài)友好型的建園思路是園區(qū)的唯一選擇，赤湖工業(yè)園在未來的轉(zhuǎn)型戰(zhàn)略發(fā)展中將主要圍繞新材料、輕化制造、裝備制造、綠色食品、機械電子和高新科技六大產(chǎn)業(yè)進行規(guī)劃和布局，并與九江市城西港區(qū)、碼頭工業(yè)城對接，建設(shè)成為綠色低碳、交通便捷、綜合集成、設(shè)施齊全的新型工業(yè)園、省級經(jīng)濟開發(fā)區(qū)，成為江西省沿長江產(chǎn)業(yè)帶和昌九工業(yè)經(jīng)濟帶的重要組成部分。園區(qū)未來的管理中，吸引一批具有前瞻性、充分利用當(dāng)?shù)刭Y源、科技含量較高、附加值較大、環(huán)境污染小的龍頭產(chǎn)業(yè)，并把它們作為園區(qū)支柱產(chǎn)業(yè)，以提升沿江產(chǎn)業(yè)集群區(qū)的檔次和品味，實現(xiàn)“科學(xué)發(fā)展”的目標(biāo)，有意識的培育自身的創(chuàng)新和研發(fā)能力，為園區(qū)的持續(xù)發(fā)展帶來根本保障，始終將環(huán)境效益擺在首要位置，避免重復(fù)發(fā)達地區(qū)走過的先污染后治理的老路，在項目確定之前必須作環(huán)評并對各種可能引起的災(zāi)害作充分的研究。
[Abstract]:With the continuous development of regional economy in China, industrial parks have become the booster of county economic development with their own agglomeration effect, market competition, technological innovation and other unique advantages.As a tool of county economic development, industrial parks are highly valued by governments at all levels. Due to the regional disparity, there are great differences in the development background, development strategies and development goals of industrial parks.Integrating the advantages, cultivating the characteristics of the park and giving play to the advantages of the park play a great role in the development of the county economy.Based on the above background, this paper selects Jiujiang Chihu Industrial Park as the research object, draws lessons from the domestic and foreign successful parks and mature industrial parks along the Yangtze River, through the analysis of the successful park experience, from the cluster theory,Combined with the special geographical location of Chihu Industrial Park, the development orientation, development goal and development strategy of Chihu Industrial Park are analyzed, and the SWOT analysis model is used to analyze the Chihu Industrial Park to seek the development countermeasures of Chihu Industrial Park.The following conclusions are drawn: because the industrial park is very close to the surrounding natural mountains and waters, the idea of eco-friendly garden construction is the only choice for the park, and the Chihu Industrial Park will mainly focus on new materials in the future transition strategy development.Light and chemical manufacturing, equipment manufacturing, green food, mechanical, electronic and high-tech industries are planned and distributed, and are linked to Jiujiang City's Chengxi Port District and Wharf Industrial City. The construction becomes green and low-carbon, with convenient transportation and comprehensive integration.The well-equipped new industrial park and provincial economic development zone have become an important part of the industrial belt along the Yangtze River and the Changjiu Industrial Economic Zone in Jiangxi Province.In the future management of the park, it will attract a group of leading industries which are forward-looking, make full use of local resources, have a high science and technology content, have a higher added value, and have less environmental pollution, and regard them as the pillar industries of the park.In order to upgrade the grade and taste of the industrial cluster area along the Yangtze River, realize the goal of "scientific development", cultivate its own innovation and R & D capability consciously, bring the fundamental guarantee for the sustainable development of the park, and always put the environmental benefit in the first place,In order to avoid repeating the old road of pollution and control in developed areas, it is necessary to make an environmental assessment before the project is determined and make a full study of all kinds of possible disasters.
