【摘要】：進(jìn)入新世紀(jì),在多種因素的共同作用下,能源成為全球關(guān)注的重大問題,亦是中國現(xiàn)代化的最大制約因素之一。中國能源發(fā)展面臨諸多挑戰(zhàn),其中,原煤的人均占有儲量僅相當(dāng)于世界平均水平的45%。從煤炭的供需趨勢看,未來在邁向全面小康社會的進(jìn)程中,其供需矛盾可能趨向惡化。煤炭資源的利用將是中國未來能源戰(zhàn)略的重點(diǎn)。未來30年,煤炭產(chǎn)業(yè)將成為我國能源供給主體,如何充分利用先進(jìn)的科學(xué)技術(shù)成果、抓住有利的機(jī)遇培育煤炭產(chǎn)業(yè)集群并進(jìn)一步促進(jìn)其發(fā)展壯大,事關(guān)我國經(jīng)濟(jì)發(fā)展大局。 在經(jīng)濟(jì)與科技全球化發(fā)展的大背景下,地區(qū)與國家競爭日趨激烈,產(chǎn)業(yè)集群作為產(chǎn)業(yè)、區(qū)域乃至國家競爭優(yōu)勢的基礎(chǔ)和決定性力量,日漸成為透視產(chǎn)業(yè)和區(qū)域發(fā)展的新范式,對產(chǎn)業(yè)集群的研究也由此成為具有戰(zhàn)略高度的重要議題。山西省是我國最大的煤炭生產(chǎn)基地,煤炭產(chǎn)業(yè)是其他產(chǎn)業(yè)發(fā)展的基礎(chǔ)和支撐,在經(jīng)濟(jì)發(fā)展中具有重要的戰(zhàn)略地位。如何使有限的煤炭資源得到高效利用、循環(huán)利用,實(shí)現(xiàn)煤炭產(chǎn)業(yè)可持續(xù)發(fā)展,是政府、企業(yè)及全社會的責(zé)任和長期而艱巨的任務(wù)。煤炭產(chǎn)業(yè)集群化將是山西省提升煤炭產(chǎn)業(yè)競爭力,實(shí)現(xiàn)可持續(xù)發(fā)展的有效途徑。因此,探討山西省煤炭產(chǎn)業(yè)集群的發(fā)展具有重要的戰(zhàn)略意義。 運(yùn)用歸納和演繹、定量和定性分析、理論論證和實(shí)踐調(diào)查、對比等研究方法,基于循環(huán)經(jīng)濟(jì)理論、產(chǎn)業(yè)生態(tài)學(xué)理論、可持續(xù)發(fā)展理論,從煤炭產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀來看,山西省煤炭產(chǎn)業(yè)在區(qū)位、人才、資源、品牌等方面具有一定的優(yōu)勢,且當(dāng)今社會發(fā)展也為山西省煤炭產(chǎn)業(yè)集群帶來了機(jī)遇,因此,山西省煤炭產(chǎn)業(yè)集群的培育和發(fā)展具有可行性；同時,山西省煤炭產(chǎn)業(yè)集群現(xiàn)階段還存在諸如政府部門宏觀管理機(jī)制不完善、煤炭產(chǎn)業(yè)集群內(nèi)部產(chǎn)業(yè)結(jié)構(gòu)不合理、煤炭企業(yè)運(yùn)行機(jī)制存在缺陷、高層次煤炭產(chǎn)業(yè)集群數(shù)量偏少、煤炭產(chǎn)業(yè)集群發(fā)展資金缺乏以及煤炭產(chǎn)業(yè)集群服務(wù)支持體系不健全等問題,山西省煤炭產(chǎn)業(yè)還面臨著巨大的挑戰(zhàn)。結(jié)合山西省煤炭產(chǎn)業(yè)集群的實(shí)際情況,構(gòu)建發(fā)展山西省煤炭產(chǎn)業(yè)集群的模式,即：生態(tài)型煤炭產(chǎn)業(yè)集群網(wǎng)絡(luò)共生模式。發(fā)展山西省煤炭產(chǎn)業(yè)集群的政策建議包括：發(fā)揮政府職能改革煤炭資源管理體制、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)拉長煤炭產(chǎn)業(yè)鏈、提升企業(yè)素質(zhì)打造高層次煤炭產(chǎn)業(yè)集群、完善服務(wù)中介推進(jìn)煤炭產(chǎn)業(yè)集群發(fā)展及打造示范工程建設(shè)生態(tài)型煤炭產(chǎn)業(yè)園區(qū)等。
[Abstract]:In the new century, under the joint action of various factors, energy has become a major issue of global concern and one of the biggest constraints to China's modernization.China's energy development faces many challenges. Among them, the per capita reserves of raw coal are only 45 percent of the world average.From the point of view of the supply and demand trend of coal, the contradiction between supply and demand may worsen in the process of moving towards a well-off society in the future.The use of coal resources will be the focus of China's future energy strategy.In the next 30 years, the coal industry will become the main body of energy supply in our country. How to make full use of the advanced scientific and technological achievements, seize the favorable opportunity to cultivate the coal industry cluster and further promote its development and development is related to the overall situation of China's economic development.Under the background of the globalization of economy and science and technology, the competition between regions and countries is becoming more and more intense. As the foundation and decisive force of industry, regional and even national competitive advantage, industrial cluster has gradually become a new paradigm for the perspective of industry and regional development.Therefore, the research on industrial clusters has become an important topic of strategic importance.Shanxi Province is the largest coal production base in China, and the coal industry is the basis and support of the development of other industries, which plays an important strategic role in the economic development.It is a long-term and arduous task for the government, enterprises and the whole society to make the limited coal resources be utilized efficiently, recycle and realize the sustainable development of the coal industry.The cluster of coal industry will be an effective way to promote the competitiveness of coal industry and realize sustainable development in Shanxi Province.Therefore, it is of great strategic significance to discuss the development of Shanxi coal industry cluster.Using the methods of induction and deduction, quantitative and qualitative analysis, theoretical argumentation and practical investigation, comparison and so on, based on the theory of circular economy, the theory of industrial ecology, the theory of sustainable development, and the present situation of the development of coal industry cluster,Shanxi's coal industry has certain advantages in location, talent, resources, brand and so on, and the social development of Shanxi Province has brought opportunities for Shanxi's coal industry cluster, so,The cultivation and development of Shanxi coal industry cluster is feasible, at the same time, there are still some problems in Shanxi coal industry cluster, such as the imperfect macro management mechanism of government departments, the irrational industrial structure within the coal industry cluster.The operation mechanism of coal enterprises is defective, the number of high-level coal industry clusters is on the low side, the development funds of coal industry clusters are lacking and the service support system of coal industrial clusters is not perfect, so the coal industry in Shanxi Province is still facing enormous challenges.According to the actual situation of Shanxi coal industry cluster, this paper constructs the mode of developing Shanxi coal industry cluster, that is, ecological coal industry cluster network symbiosis mode.The policy suggestions for the development of Shanxi coal industry cluster include: giving full play to government functions, reforming the coal resource management system, optimizing the industrial structure and lengthening the coal industry chain, improving the quality of enterprises, and creating a high-level coal industry cluster.Perfect service intermediary to promote the development of coal industry cluster and build demonstration project to build ecological coal industry park.
