北京市食品安全與風(fēng)險(xiǎn)評(píng)估體系研究

【摘要】:中國有句老話:“民以食為天”。這句話形象生動(dòng)的揭示了食品在人們生產(chǎn)生活中的地位。改革開放后我國經(jīng)濟(jì)的飛速發(fā)展,人民生活水平的大幅提高,,但是“蘇丹紅”“瘋牛病”“瘦肉精”“毒牛奶”等等一系列問題已經(jīng)將一個(gè)事實(shí)嚴(yán)肅的擺在了我們面前,食品沒有以前安全了。如何讓食品更加安全呢,本文將從食品風(fēng)險(xiǎn)評(píng)估體系的健全和完善的角度加以研究并給出建議。 本文由五個(gè)部分組成,第一部分是食品安全的背景、意義、研究方法、思路的概述。第二部是食品安全及預(yù)警應(yīng)急系統(tǒng)的相關(guān)概念介紹、國內(nèi)食品安全所面臨的問題。第三部分是通過對(duì)比法和層次分析法兩種方式深入研究,最終得出北京市食品安全風(fēng)險(xiǎn)預(yù)警體系的不足和北京市高危風(fēng)險(xiǎn)食品分類的特點(diǎn)。第四部分針對(duì)此次研究結(jié)果提出加強(qiáng)北京市食品安全風(fēng)險(xiǎn)預(yù)警體系的建議。第五章對(duì)以上各章進(jìn)行了總結(jié)并提出了展望。 本文通過對(duì)國內(nèi)外食品安全形勢(shì)分析,針對(duì)我國及北京市食品安全特點(diǎn),應(yīng)用對(duì)比法和層次分析法得出可以通過加強(qiáng)對(duì)食品進(jìn)行分級(jí)分類監(jiān)管、加強(qiáng)專業(yè)培訓(xùn)和應(yīng)急演練、建立應(yīng)急培訓(xùn)基地、建設(shè)應(yīng)急交流信息平臺(tái),增加信息的透明度等等方式加強(qiáng)北京市食品安全風(fēng)險(xiǎn)評(píng)估體系。
[Abstract]:There is an old Chinese saying: "the people take food as the sky." this sentence vividly reveals the position of food in people's production and life. After the reform and opening up, China's economy has developed rapidly, and the people's living standards have been greatly improved. But a series of questions, such as "Sudan Red," "mad cow disease," "lean meat essence," "poisonous milk," and so on, have seriously put before us the fact that food is not as safe as it used to be. How can food be made safer? This paper will study the food risk assessment system from the point of view of sound and perfect and give some suggestions. This paper is composed of five parts. The first part is the background, significance, research methods and ideas of food safety. The second part is the introduction of the related concepts of food safety and early warning emergency response system. The third part is the in-depth study of the domestic food safety through two ways: contrast method and Analytic hierarchy process (AHP). Finally, the deficiency of Beijing food safety risk warning system and the characteristics of high risk food classification in Beijing are obtained. The fourth part puts forward some suggestions to strengthen the food safety risk warning system in Beijing. Chapter five summarizes the above chapters and puts forward the prospect. By analyzing the situation of food safety at home and abroad, according to the characteristics of food safety in China and Beijing, the comparison method and analytic hierarchy process (AHP) are used to draw the conclusion that it is possible to strengthen the classification and supervision of food, strengthen professional training and emergency drills. The establishment of emergency training base, the establishment of emergency communication information platform, the increase of information transparency and other ways to strengthen the Beijing food safety risk assessment system.
