【摘要】：企業(yè)安全文化是企業(yè)在長(zhǎng)期的生產(chǎn)經(jīng)營(yíng)過(guò)程中形成的,被企業(yè)員工所認(rèn)可、遵循的具有企業(yè)特色的安全思想觀念、制度等,是企業(yè)安全物質(zhì)財(cái)富與精神財(cái)富的總和。隨著國(guó)內(nèi)外對(duì)于安全生產(chǎn)監(jiān)管力度的不斷增強(qiáng),“以人為本”理念的不斷深入,人們對(duì)于安全生產(chǎn),確保員工生命安全健康的日益關(guān)注。因此,作為企業(yè)應(yīng)該加強(qiáng)對(duì)企業(yè)安全文化的建設(shè),以增強(qiáng)員工的安全意識(shí),提高員工安全知識(shí)和技能,提升安全素質(zhì)和規(guī)范安全行為,確保員工的生命安全健康及生產(chǎn)的安全有序開(kāi)展。 本文主要針對(duì)青化砭采油廠在企業(yè)安全文化建設(shè)中的存在的問(wèn)題,比如,部分員工安全素質(zhì)較低,安全觀念模糊不清；注重安全文化的外在形式,缺乏內(nèi)涵建設(shè)；安全文化建設(shè)方法措施單一,創(chuàng)新不足；安全文化建設(shè)與生產(chǎn)經(jīng)營(yíng)結(jié)合不夠緊密等問(wèn)題。主要采用文獻(xiàn)梳理、調(diào)查研究等方法,運(yùn)用企業(yè)安全文化建設(shè)的相關(guān)理論、方法,結(jié)合青化砭采油廠企業(yè)安全文化建設(shè)的現(xiàn)狀,采取多種措施以推進(jìn)企業(yè)安全文化的建設(shè)。 本文簡(jiǎn)單介紹了企業(yè)安全文化建設(shè)的相關(guān)概念、內(nèi)涵、特點(diǎn)及功能,以人為本的企業(yè)安全文化和學(xué)習(xí)型安全文化,對(duì)青化砭采油廠的基本情況作了簡(jiǎn)單的介紹,詳細(xì)說(shuō)明和分析了該廠在企業(yè)安全文化建設(shè)中取得的成績(jī)和存在的不足,進(jìn)而闡明了企業(yè)安全文化建設(shè)的目標(biāo)、原則和內(nèi)容,通過(guò)構(gòu)建企業(yè)安全文化培訓(xùn)教育體系,建立企業(yè)安全文化激勵(lì)機(jī)制,以班組安全文化建設(shè)為核心,將企業(yè)安全文化建設(shè)與學(xué)習(xí)型組織建設(shè)結(jié)合起來(lái),并且采用合適的方法對(duì)其建設(shè)效果進(jìn)行評(píng)價(jià)。通過(guò)明確企業(yè)安全文化實(shí)施的原則,員工及管理層觀念的轉(zhuǎn)變,設(shè)立企業(yè)安全文化建設(shè)的組織機(jī)構(gòu),加強(qiáng)企業(yè)安全文化建設(shè)的制度保障體系建設(shè)和班組安全文化的建設(shè),充分發(fā)揮安全科技在企業(yè)安全文化建設(shè)中的作用,加大企業(yè)安全文化建設(shè)投入力度等保障措施的實(shí)施,并且從經(jīng)濟(jì)效益和社會(huì)效益兩個(gè)方面對(duì)青化砭采油廠的企業(yè)安全文化建設(shè)效果進(jìn)行評(píng)價(jià),以便更好的推進(jìn)企業(yè)安全文化建設(shè)。最后對(duì)全文進(jìn)行總結(jié)并提出需要進(jìn)一步研究的問(wèn)題。
[Abstract]:Enterprise safety culture is formed in the long process of production and management, recognized by the enterprise staff, followed by the enterprise characteristics of safety ideas, systems, etc. It is the sum of material wealth and spiritual wealth of enterprise safety. With the strengthening of supervision on production safety at home and abroad and the deepening of the concept of "people-oriented", people are concerned about safety in production. Therefore, as an enterprise, we should strengthen the construction of safety culture in order to enhance the safety awareness, knowledge and skills of employees, improve safety quality and standardize safety behavior. To ensure the safety and health of employees and the safe and orderly development of production. This paper mainly aims at the existing problems of Qinghuapian Oil production Plant in the construction of enterprise safety culture, for example, the safety quality of some employees is relatively low, the safety concept is vague, the external form of safety culture is emphasized, and the connotation construction is lacking. The methods and measures of safety culture construction are single, the innovation is insufficient, the safety culture construction and the production and management are not closely combined, and so on. The main methods are literature combing, investigation and research, and using the relevant theories and methods of enterprise safety culture construction. Combined with the present situation of enterprise safety culture construction in Qinghuapian oil production plant, various measures are taken to promote the construction of enterprise safety culture. This paper briefly introduces the related concepts, connotation, characteristics and functions of the construction of enterprise safety culture, the safety culture of enterprise and the safety culture of learning type which is people-oriented, and briefly introduces the basic situation of Qinghuapian oil production plant. The achievements and shortcomings of the enterprise safety culture construction are explained and analyzed in detail, and then the goal, principle and content of the enterprise safety culture construction are expounded, and the training and education system of the enterprise safety culture is constructed. To establish the incentive mechanism of enterprise safety culture, to combine the construction of enterprise safety culture with the construction of learning-type organization, with the construction of team safety culture as the core, Through defining the principles of implementing the safety culture, changing the concept of employees and management, establishing the organization of the construction of the safety culture of the enterprise, and adopting the appropriate method to evaluate the effect of the construction of the enterprise safety culture. To strengthen the construction of the institutional guarantee system for the construction of the enterprise safety culture and the construction of the safety culture of the teams and groups, to give full play to the role of safety science and technology in the construction of the enterprise safety culture, and to increase the investment in the construction of the enterprise safety culture, etc. And from the aspects of economic and social benefits, the paper evaluates the effect of enterprise safety culture construction in Qinghuapian oil production plant. In order to better promote the construction of corporate safety culture.
