中石化湖南分公司成品油物流配送改進(jìn)方案研究

【摘要】:隨著我國成品油市場(chǎng)對(duì)外資的全面放開,國外石油公司紛紛進(jìn)入中國市場(chǎng),打破了我國成品油市場(chǎng)長期由中石油和中石化壟斷經(jīng)營的格局。在成品油銷售市場(chǎng)這種同質(zhì)競(jìng)爭(zhēng)的環(huán)境里,價(jià)格競(jìng)爭(zhēng)是主要的競(jìng)爭(zhēng)手段。而要維持較低的價(jià)格,唯有降低運(yùn)營成本,營造降價(jià)空間。在成品油的運(yùn)營成本中,物流成本約占到總成本的70%,因此降低物流成本就成為降低運(yùn)營成本的關(guān)鍵。然而遺憾的是,我國成品油市場(chǎng)長期處于寡頭壟斷的格局,,受行政力量影響大,“重生產(chǎn)、輕流通”的思想嚴(yán)重,低效的成品油物流配送體系直接導(dǎo)致我國成品油流通成本一直居高不下。面對(duì)國外石油巨頭對(duì)我國成品油市場(chǎng)蜂擁而至和快速布局,我們迫切需要對(duì)現(xiàn)有的物流配送體系進(jìn)行改進(jìn)。 本文以中石化湖南分公司為實(shí)證研究對(duì)象,對(duì)成品油物流配送體系的改進(jìn)展開研究。在對(duì)湖南分公司基本情況、物流管理結(jié)構(gòu)以及物流運(yùn)作模式進(jìn)行詳細(xì)介紹的基礎(chǔ)上,發(fā)現(xiàn)湖南分公司物流配送存在以下問題:一次物流中運(yùn)輸結(jié)構(gòu)不合理、油庫布局不合理且利用率低下、不合理運(yùn)輸問題嚴(yán)重、二次配送方式被動(dòng)、信息化程度低以及儲(chǔ)運(yùn)設(shè)施落后與自動(dòng)化水平低等等。這些問題已成為制約湖南分公司成品油現(xiàn)代化的重要瓶頸。 針對(duì)上述問題,本文以中石化湖南分公司作為實(shí)例,分析其成品油物流配送的現(xiàn)狀和存在的問題,并提出了以下改進(jìn)方案:大力發(fā)展成品油管道運(yùn)輸;按照經(jīng)濟(jì)區(qū)劃合理布局油庫;合理組織成品油運(yùn)輸;利用供應(yīng)商管理庫存(VMI)實(shí)現(xiàn)成品油主動(dòng)配送;提高信息化水平;加強(qiáng)儲(chǔ)運(yùn)設(shè)施的現(xiàn)代化和自動(dòng)化改造。同時(shí)對(duì)具體方案進(jìn)行了實(shí)證計(jì)算,證明了方案的可行性,該方案確實(shí)能夠提高公司物流配送效率,降低公司成品油物流配送成本,從而進(jìn)一步提升物流管理水平,提高成品油市場(chǎng)的經(jīng)濟(jì)效益。
[Abstract]:With the overall liberalization of foreign investment in the oil products market in China, foreign oil companies have entered the Chinese market one after another. It has broken the pattern in which China's oil products market has been monopolized by PetroChina and Sinopec for a long time. In the homogeneous competition environment of the oil products sales market, price competition is the main means of competition. But to maintain a relatively low price, In the operation cost of finished oil, logistics cost accounts for about 70% of the total cost, so reducing the logistics cost is the key to reduce the operating cost. China's oil products market has been in an oligopoly pattern for a long time. It is greatly influenced by administrative forces, and the idea of "emphasizing production and neglecting circulation" is serious. The inefficient logistics and distribution system of refined oil products has directly led to the high cost of oil products circulation in China. In the face of the influx of foreign oil giants to the oil products market of our country and the rapid distribution of oil products, We urgently need to improve the existing logistics distribution system. This paper takes Hunan Branch of Sinopec as an empirical research object to study the improvement of logistics distribution system of finished oil products. On the basis of introducing the basic situation of Hunan Branch, logistics management structure and logistics operation mode in detail, It is found that the logistics distribution of Hunan Branch has the following problems: the transportation structure is unreasonable in the primary logistics, the layout of the oil depot is unreasonable and the utilization ratio is low, the unreasonable transportation problem is serious, and the secondary distribution mode is passive. The low level of information, backward storage and transportation facilities, low level of automation and so on. These problems have become an important bottleneck restricting the modernization of refined oil products of Hunan Branch. In view of the above problems, this paper takes Hunan Branch of Sinopec as an example, analyzes the present situation and existing problems of its oil product logistics distribution, and puts forward the following improvement schemes: vigorously develop the transportation of refined oil pipeline; Rational distribution of oil depots according to economic regionalization; rational transportation of refined oil products; use of VMIs to realize active distribution of finished oil products; Strengthening the modernization and automation transformation of storage and transportation facilities. At the same time, an empirical calculation is carried out to prove the feasibility of the scheme. This scheme can improve the efficiency of logistics distribution and reduce the cost of logistics distribution of refined oil products of the company. In order to further improve the level of logistics management, improve the economic benefits of oil products market.
