【摘要】：水是生命之源、生產(chǎn)之要、生態(tài)之基。水是新疆可持續(xù)發(fā)展的命脈,水利興則新疆興,水利設(shè)施是經(jīng)濟社會發(fā)展的重要基礎(chǔ)設(shè)施,是新疆實現(xiàn)跨越式發(fā)展和長治久安的制約性工程、基礎(chǔ)性工程、先導(dǎo)性工程、核心性工程。幾年來,隨著國家對水利工程在政策、資金等方面的投入不斷加大,新疆和新疆生產(chǎn)建設(shè)兵團(以下簡稱兵團)的水利工程建設(shè)與管理也得到了長足發(fā)展,但也存在一些水利工程前期工作進度和質(zhì)量仍然不能滿足水利跨越式發(fā)展的要求,一些水利工程建設(shè)管理力量不足、建設(shè)管理不規(guī)范、監(jiān)管不到位等現(xiàn)象仍然普遍存在,水利行業(yè)自身能力建設(shè)需要進一步加強等一些突出的問題。因而不斷完善水利工程建設(shè)管理體制,切實提高水利工程建設(shè)管理水平,更好地提高水利工程的綜合效益,任務(wù)重要而迫切。 本文介紹了國外水利工程建設(shè)管理情況,闡述了我國水利工程建設(shè)管理體制歷史、發(fā)展和現(xiàn)狀,例舉了國內(nèi)和新疆范圍內(nèi)比較典型水利樞紐工程建設(shè)管理體制,對兵團最大的在建水利工程----肯斯瓦特水利樞紐工程建設(shè)管理體制進行了分析探索,指出：項目法人制是水利工程建設(shè)管理體制“四制”的核心,項目法人制度的核心是做好法人治理。
[Abstract]:Water is the source of life, the key to production, and the basis of ecology. Water is the lifeblood of Xinjiang's sustainable development, and water conservancy is an important infrastructure for economic and social development. It is a restrictive project, a basic project, a pilot project, a core project to achieve leapfrog development and long-term stability in Xinjiang. Over the past few years, as the state has continuously increased its investment in water conservancy projects in terms of policies, funds, etc. The construction and management of water conservancy projects in Xinjiang and Xinjiang production and Construction Corps (hereinafter referred to as the Corps) have also made considerable progress, but there are still some water conservancy projects that cannot meet the requirements of leap-forward development of water conservancy. Some water conservancy project construction management strength is insufficient, the construction management is not standardized, the supervision is not in place and so on the phenomenon still exists generally. Therefore, the management system of water conservancy project construction should be improved continuously, the management level of water conservancy project construction should be improved, and the comprehensive benefit of water conservancy project should be improved better. The task is important and urgent. This paper introduces the management situation of water conservancy project construction abroad, expounds the history, development and present situation of water conservancy project construction management system in our country, and gives examples of typical water conservancy project construction management system in China and Xinjiang. This paper analyzes and explores the construction management system of the largest water conservancy project under construction in Bingtuan, -Kenswatt, and points out that the project legal person system is the core of the "four systems" in the water conservancy project construction management system. The core of the project legal person system is to do a good job of corporate governance.
