【摘要】：電力是一國經(jīng)濟(jì)發(fā)展中關(guān)系國計(jì)民生的最重要的基礎(chǔ)能源產(chǎn)業(yè),世界各國都將電力行業(yè)作為優(yōu)先發(fā)展的重點(diǎn)行業(yè)。隨著我國國民經(jīng)濟(jì)的持續(xù)穩(wěn)定增長和人民生活水平的不斷提高,全社會(huì)對(duì)電力的需求一直保持著較高的態(tài)勢。從電力超前發(fā)展這一規(guī)律可以看出,一國或者一個(gè)地區(qū)的電力能源發(fā)達(dá)與否也能反映其經(jīng)濟(jì)發(fā)達(dá)與否。目前我國的電力市場還不夠完善,缺電正成為一些地區(qū)經(jīng)濟(jì)發(fā)展中的瓶頸,湖南省就曾在夏季用電高峰不得不施行拉閘限電以緩解電力供應(yīng)緊張的局面,造成了不小的經(jīng)濟(jì)損失,因此我省要大力加強(qiáng)電力項(xiàng)目的建設(shè)。但加強(qiáng)電力建設(shè)并不是電力企業(yè)盲目地進(jìn)行融資投入新的電力項(xiàng)目,而是要尋找最適當(dāng)?shù)娜谫Y方式使得電力項(xiàng)目經(jīng)濟(jì)又高效地建成。 目前湖南省的電力企業(yè)的融資方式仍是以銀行貸款為主,企業(yè)的資產(chǎn)負(fù)債率過高,財(cái)務(wù)狀況每況愈下,長此以往會(huì)造成電力企業(yè)融資困難的局面,這不是我省電力企業(yè)長久發(fā)展之計(jì),我省電力企業(yè)應(yīng)積極尋找新的融資方式,拓寬企業(yè)融資的渠道。項(xiàng)目融資在二十世紀(jì)八十年代就被引入了我國的電力建設(shè)中,我省第一個(gè)使用項(xiàng)目融資的電力項(xiàng)目是湖南長沙電廠。與傳統(tǒng)的融資方式相比,在融資主體上項(xiàng)目融資更有利于保護(hù)企業(yè)自有資產(chǎn),在融資渠道上項(xiàng)目融資更為多元化,在降低風(fēng)險(xiǎn)上項(xiàng)目融資更為有效,對(duì)于負(fù)債累累的電力企業(yè)來說它無疑是一種更為有效的融資方式。但由于目前市場經(jīng)濟(jì)體制建設(shè)還不夠健全,關(guān)于項(xiàng)目融資的法律法規(guī)還不夠完善,且人才儲(chǔ)備還不夠全面,因此項(xiàng)目融資在我省的電力建設(shè)中項(xiàng)目融資的實(shí)踐并不多。 本文采用理論與實(shí)踐相結(jié)合的方式,在敘述了項(xiàng)目融資的理論之后,分析了我省電力建設(shè)中現(xiàn)行的融資方式存在的問題,提出要大力加強(qiáng)項(xiàng)目融資在我省的應(yīng)用,并結(jié)合國內(nèi)外有關(guān)電力建設(shè)項(xiàng)目融資的有關(guān)案例提出了促進(jìn)我省電力建設(shè)項(xiàng)目融資的建議,最后以我省實(shí)際運(yùn)用項(xiàng)目融資的案例進(jìn)行了案例分析。本文寫作的宗旨就是提出促進(jìn)我省項(xiàng)目融資的建議,以求使項(xiàng)目融資這種新型的融資方式可以更好的為我省電力發(fā)展服務(wù)。
[Abstract]:Electricity is the most important basic energy industry in the economic development of a country, which relates to the national economy and the people's livelihood. All countries in the world have made the electric power industry a priority for development. With the sustained and steady growth of our national economy and the continuous improvement of people's living standards, The whole society has maintained a high demand for electricity. Whether or not a country or a region is well developed in electricity energy can also reflect its economic development. At present, the electricity market in our country is still not perfect, and lack of electricity is becoming a bottleneck in the economic development of some regions. In Hunan Province, during the summer peak, the power supply had to be cut off to ease the shortage of electricity supply, causing considerable economic losses. Therefore, we should strengthen the construction of electric power projects in our province, but the strengthening of electric power construction is not the blind financing of electric power enterprises to invest in new power projects, but to find the most appropriate financing way to make the electric power projects economic and efficient. At present, the mode of financing of electric power enterprises in Hunan Province is still dominated by bank loans. The ratio of assets and liabilities of enterprises is too high, and the financial situation is getting worse and worse. In the long run, this will create a difficult situation for electric power enterprises to finance. This is not the long-term development of the electric power enterprises in our province. The electric power enterprises of our province should actively look for new financing methods and broaden the financing channels of the enterprises. Project financing was introduced into the electric power construction of our country in 1980s. Hunan Changsha Power Plant is the first power project to use project financing in our province. Compared with the traditional financing methods, project financing is more conducive to the protection of enterprises' own assets and more diversified in financing channels. Project financing is more effective in reducing risk, and it is undoubtedly a more effective way of financing for heavily indebted electric power enterprises. The laws and regulations on project financing are not perfect, and the talent reserve is not comprehensive enough, so the project financing practice in the electric power construction of our province is not much. In this paper, by combining theory with practice, after describing the theory of project financing, this paper analyzes the problems existing in the current financing mode of electric power construction in our province, and puts forward that we should strengthen the application of project financing in our province. Combining with the domestic and foreign cases of electric power construction project financing, the paper puts forward some suggestions on how to promote the power construction project financing in our province. The purpose of this paper is to put forward some suggestions to promote project financing in our province. In order to make project financing this new financing method can better serve for the development of electric power in our province.
