【摘要】：為滿足天津地區(qū)電力和供熱不斷增長的需求,同時(shí)為緩解外部嚴(yán)峻形勢(shì)給企業(yè)經(jīng)營發(fā)展帶來的壓力,軍糧城發(fā)電廠決定進(jìn)行投資擴(kuò)建五期工程,以擴(kuò)大自己的發(fā)電規(guī)模。在五期擴(kuò)建工程項(xiàng)目管理中,為了實(shí)現(xiàn)更高效率地控制項(xiàng)目總費(fèi)用和總體進(jìn)度,實(shí)現(xiàn)高標(biāo)準(zhǔn)、高質(zhì)量地完成項(xiàng)目建設(shè)目標(biāo),運(yùn)用科學(xué)的管理方法很有必要。 本文以軍糧城發(fā)電廠五期擴(kuò)建工程為研究對(duì)象,應(yīng)用贏得值理論和方法對(duì)項(xiàng)目管理進(jìn)行深入的研究和探討。贏得值分析法目前被很多工程項(xiàng)目管理所運(yùn)用,它是一種既能衡量工程進(jìn)度又能衡量成本狀況的分析方法,是一種完整并有效的工程項(xiàng)目監(jiān)控指標(biāo)和方法。論文在對(duì)贏得值文獻(xiàn)研究的基礎(chǔ)上,對(duì)國內(nèi)外贏得值管理的發(fā)展動(dòng)態(tài)進(jìn)行了研究,分析了贏得值理論的管理內(nèi)涵和評(píng)價(jià)指標(biāo)及方法。結(jié)合五期擴(kuò)建工程項(xiàng)目實(shí)施過程的特點(diǎn)分析了其進(jìn)度和費(fèi)用管理過程中產(chǎn)生偏差的影響因素,提出五期擴(kuò)建工程進(jìn)行贏得值管理是具有其必要性的,可以克服進(jìn)度管理、費(fèi)用管理分別單獨(dú)管理的局限性的,并且贏得值管理是實(shí)現(xiàn)工程項(xiàng)目的進(jìn)度、費(fèi)用和質(zhì)量目標(biāo)的有效方案。最后以軍電擴(kuò)建工程項(xiàng)目為案例進(jìn)行了實(shí)證研究,運(yùn)用贏得值方法對(duì)其進(jìn)度和費(fèi)用進(jìn)行了具體的分析,找到管理中存在的問題,并提出解決措施,確保五期擴(kuò)建工程建設(shè)成創(chuàng)優(yōu)工程。
[Abstract]:In order to meet the increasing demand for electricity and heating in Tianjin, and to ease the pressure brought by the severe external situation on the enterprise's operation and development, the Junliangcheng Power Plant decided to carry out the fifth phase of the project of investment and expansion. In order to control the total cost and progress of the project more efficiently, to achieve high standard and high quality in the project management of the fifth phase expansion project, It is necessary to apply scientific management methods. In this paper, the fifth phase expansion project of Junliangcheng Power Plant is taken as the research object, and the theory and method of winning value are used to deeply study and discuss the project management. At present, the method of winning value analysis is used in many engineering project management. It is a kind of analysis method which can measure the progress of the project as well as the condition of the cost, and is a complete and effective monitoring index and method of the engineering project. The development trend of earning value management at home and abroad is studied. This paper analyzes the management connotation and evaluation index and method of the winning value theory, and analyzes the influence factors of the deviation in the process of schedule and cost management according to the characteristics of the implementation process of the fifth phase expansion project. It is pointed out that it is necessary for the fifth extension project to manage the earned value, which can overcome the limitation of schedule management and cost management separately, and the earned value management is to realize the progress of the project. Finally, taking the military power expansion project as a case study, the paper makes a concrete analysis of the progress and cost of the project by using the method of earning value, finds out the problems existing in the management, and puts forward some measures to solve the problem. Ensure that the fifth phase of the expansion project is built into an excellent project.
