【摘要】：通過橫向和縱向比較分析,展示美國馬薩諸塞州風(fēng)能發(fā)展的現(xiàn)狀和制約因素。在詳細(xì)介紹馬薩諸塞州風(fēng)能發(fā)展政策演進(jìn)歷程基礎(chǔ)之上,指出阻礙風(fēng)能選址法案通過的主要障礙,公眾的擔(dān)憂與反對、地方自治權(quán)利被破壞的爭論。進(jìn)而,作者提出加速簡化風(fēng)能許可立法、改變公眾對風(fēng)能發(fā)展態(tài)度和明確地方自治權(quán)利范疇認(rèn)知等促進(jìn)美國馬薩諸塞州風(fēng)能發(fā)展的對策建議。最近幾年我國頻發(fā)重大能源項(xiàng)目因公眾反對而被緊急叫停事件,究其原因,是缺乏足夠的前期溝通。馬薩諸塞州案例研究的價值對我國清潔能源發(fā)展的政策工具選擇提供經(jīng)驗(yàn)借鑒。
[Abstract]:Through horizontal and vertical comparative analysis, this paper presents the current situation and constraints of wind energy development in Massachusetts, USA. Based on the detailed introduction of the evolution of wind energy development policy in Massachusetts, the paper points out the main obstacles to the passage of wind energy siting act. Public concern and opposition, and the debate over the undermining of local autonomy. In turn, the author proposes to speed up the simplification of wind energy licensing legislation. Changing the public's attitude towards wind energy development and clarifying the understanding of the scope of local autonomy rights and other countermeasures and suggestions for promoting wind energy development in Massachusetts, USA. In recent years, China's frequent major energy projects have been urgently suspended because of public opposition, and the reasons are investigated. The value of the Massachusetts case study provides lessons for the choice of policy tools for the development of clean energy in China.
