【摘要】：在中國石油需求快速增長.高速率的石油供給下降的大背景下,中國新的能源安全戰(zhàn)略旨在加強與新的貿(mào)易伙伴建立和鞏固雙邊合作,全球化配置石油資產(chǎn)來加強能源安全。中國政府試圖通過鼓勵中國企業(yè)加強海外投資.在“走出去”戰(zhàn)略的引導和推動下，國內(nèi)企業(yè)紛紛制定跨國經(jīng)營戰(zhàn)略.到海外投資設其中具有石油儲量豐富和獨特的地緣政治優(yōu)勢的非洲市場潛力日益顯現(xiàn).正成為不少中國企業(yè)跨國投資的首選地區(qū)。中國與非洲國家的石油合作已有近十年歷史、中國從該產(chǎn)區(qū)進口原油數(shù)量從1695萬噸(2000年)飄升至7074萬噸(2010年)，非洲在中國原油供應產(chǎn)區(qū)中的戰(zhàn)略地位日趨重要.現(xiàn)在非洲已成為中國實施石油安全“多元化”戰(zhàn)略的重要點區(qū)域之一 然而我國石油公司的海外能源投資絕非一帆風順，存在著地緣政治風險、經(jīng)濟風險等一系列非傳統(tǒng)安全威脅。這不僅威脅到我國走出去企業(yè)的經(jīng)營利潤,更威脅到我國能源安全的支撐體系(海外能源供應體系和運輸體系)，因此，，本文從中國能源安全角度出發(fā)，以非傳統(tǒng)安全的視角,分析我國在非石油投資環(huán)境的NTS威脅.運用風險結構分解法和虧家調查法采識別具體的威脅因素.在此基礎土論文運用層次分析法，建立子我國在非石油投資環(huán)境的NTS威脅評估模型.共有三大類15個二級指標.并針對相關專家、工作人員的問卷調研.對我國在非石油投資的安全環(huán)境進行了評價和分析.最后根據(jù)非傳統(tǒng)安全的理念提出應對我國在非石油投資的NTS威脅.保障我國在非石油能源安全的參考意見。
[Abstract]:China's new energy security strategy is aimed at building and consolidating bilateral cooperation with new trading partners against the backdrop of rapid growth in China's oil demand. Global allocation of oil assets to enhance energy security. The Chinese government is trying to encourage Chinese companies to increase overseas investment. Domestic enterprises have drawn up transnational management strategy. The potential of African market with abundant oil reserves and unique geopolitical advantages is becoming more and more obvious. It is becoming the preferred place for many Chinese enterprises to invest abroad. China's oil cooperation with African countries has been going on for nearly 10 years. The amount of crude oil imported by China from the region has gone from 16.95 million tons (2000) to 70.74 million tons (2010). Africa's strategic position in China's crude oil supply areas has become increasingly important. Africa has now become a "diversification" of China's oil security. One of the most important areas of the strategy. However, the overseas energy investment of Chinese oil companies is by no means smooth, and there are a series of non-traditional security threats, such as geopolitical risks and economic risks. The supporting system of China's energy security (overseas energy supply system and transportation system), therefore, from the perspective of China's energy security, from the perspective of non-traditional security, This paper analyzes the NTS threat in China's non-oil investment environment. It uses the risk structure decomposition method and the loss investigation method to identify the specific threat factors. On this basis, the paper uses the Analytic hierarchy process (AHP). To establish a NTS threat assessment model for China's non-oil investment environment. There are three categories of 15 secondary indicators. The paper evaluates and analyzes the security environment of non-oil investment in China. Finally, according to the concept of non-traditional security, the author puts forward the NTS threat to China's non-oil investment and guarantees our country's non-oil investment.
