PMO用于醫(yī)藥市場營銷多項目運作體系的應(yīng)用研究

【摘要】:新醫(yī)療改革(醫(yī)改)這一全面的社會工程啟動下,國家基本藥物制度建立,醫(yī)藥企業(yè)的生存面臨著嚴重的挑戰(zhàn)。事實上,醫(yī)療改革目標之一,改變終端格局,新增衛(wèi)生資源主要投向農(nóng)村和社區(qū)。醫(yī)療改革目標之二,改變以藥養(yǎng)醫(yī)的格局,取消藥品順加作價,增收藥事服務(wù)費,,配備和使用基本藥物。醫(yī)療改革目標之三,全民醫(yī)保。新醫(yī)改是我國醫(yī)藥市場秩序逐步規(guī)范并與世界接軌的政策性指令,使我國藥品生產(chǎn)、流通領(lǐng)域?qū)l(fā)生巨大的變化。怎樣在國家政策限定的范圍內(nèi)有序的生產(chǎn)經(jīng)營與銷售,怎樣提高企業(yè)自身素質(zhì),如何加快營銷創(chuàng)新的步伐成為醫(yī)藥企業(yè)集中關(guān)注的焦點。 本文提出了,醫(yī)藥市場營銷綜合管控中心,市場營銷項目管理辦公室(MPMO)。并從不同的層面展開分別提出了市場營銷操作層項目管理辦公室,市場營銷執(zhí)行層項目管理辦公室,和市場營銷戰(zhàn)略層項目管理辦公室。并設(shè)計了在多項目市場營銷管理模式下的項目管理辦公室的組織形式,分析了該組織形式下的項目管理辦公室的主要職能。 本研究為醫(yī)藥企業(yè)在新醫(yī)改政策下提出了新的營銷思維,MPMO從組織形式上保證了企業(yè)內(nèi)的多個市場營銷項目與企業(yè)戰(zhàn)略目標的一致,能夠優(yōu)化資源配置,化解項目間,項目與職能部門間的沖突,保證了企業(yè)經(jīng)營目標的順利實現(xiàn)。
[Abstract]:With the launch of the new medical reform (medical reform), a comprehensive social project, the establishment of the national essential drug system and the survival of pharmaceutical enterprises are facing serious challenges. In fact, one of the goals of medical reform is to change the terminal pattern. The new health resources are mainly directed to rural areas and communities. Second, the goal of medical reform is to change the pattern of raising medicine with drugs, cancel the price increase of drugs, increase the service charge for drugs, and equip and use essential drugs. Third, the goal of medical reform. Health care for all. The new medical reform is a policy directive that our country's medical market order is gradually standardized and in line with the world, so that our country's drug production, Great changes will take place in the field of circulation. How to manage and sell production and sales orderly within the limits of national policies, how to improve the quality of enterprises and how to speed up the pace of marketing innovation have become the focus of attention of pharmaceutical enterprises. In this paper, the integrated control center of pharmaceutical marketing, the marketing project management office, and the project management office of the marketing operation layer, the marketing executive layer project management office, the marketing operation layer project management office and the marketing executive layer project management office are put forward, respectively. And the project management office in the marketing strategy layer. The organization of the project management office under the multi-project marketing management mode is designed, and the main functions of the project management office under the organization are analyzed. In this study, a new marketing thinking is put forward for pharmaceutical enterprises under the new medical reform policy. MPMO can ensure the consistency of many marketing projects and the strategic objectives of enterprises in the organizational form, and can optimize the allocation of resources and resolve the inter-project. The conflict between the project and the functional departments ensures the smooth realization of the business objectives.
