【摘要】：成品油是一種具有戰(zhàn)略屬性的特殊商品，成品油價(jià)格的起伏變化影響著一個(gè)國(guó)家的宏觀經(jīng)濟(jì)運(yùn)行乃至國(guó)家的總體安全。目前我國(guó)成品油的定價(jià)機(jī)制存在著諸多問(wèn)題，對(duì)定價(jià)機(jī)制的研究有助于全面發(fā)現(xiàn)現(xiàn)存問(wèn)題，明確定價(jià)機(jī)制的改革方向，從而為建立健康、健全的成品油市場(chǎng)提供意見與啟發(fā)。 通過(guò)對(duì)我國(guó)成品油定價(jià)機(jī)制的歷史和現(xiàn)狀所做的解讀，，我們可以發(fā)現(xiàn)以下影響成品油價(jià)格形成的重要因素：我國(guó)成品油供需現(xiàn)狀、我國(guó)石油對(duì)外依存度、我國(guó)成品油儲(chǔ)備規(guī)模、我國(guó)成品油市場(chǎng)結(jié)構(gòu)。對(duì)這些因素的分析為我們指明了我國(guó)成品油定價(jià)機(jī)制改革的意義及方向。 研究表明，我國(guó)成品油定價(jià)機(jī)制存在著嚴(yán)重的“時(shí)滯性”，這給我國(guó)煉油企業(yè)的正常運(yùn)轉(zhuǎn)造成了極大影響。國(guó)內(nèi)很多企業(yè)很少能利用時(shí)滯性捕捉到“買低賣高”的時(shí)機(jī)，卻屢屢在“買高賣低”的環(huán)節(jié)中遭受重大損失。同時(shí)，成品油儲(chǔ)備不足、成品油儲(chǔ)備體系的不健全、過(guò)度壟斷、行政干預(yù)等因素也都一直阻礙著合理定價(jià)機(jī)制的形成。研究進(jìn)一步指出，縮短和國(guó)際油價(jià)接軌的時(shí)間、完善期貨市場(chǎng)，將有可能成為成品油定價(jià)機(jī)制改革的破冰方案。
[Abstract]:Oil product is a special commodity with strategic attribute. The fluctuation of oil price affects the macroeconomic operation of a country and even the overall security of the country. At present, there are many problems in the pricing mechanism of refined oil products in China. The research on pricing mechanism is helpful to find out the existing problems and clarify the reform direction of pricing mechanism, thus providing advice and inspiration for the establishment of a healthy and sound market for refined oil products. By analyzing the history and present situation of the pricing mechanism of refined oil in China, we can find the following important factors that influence the formation of oil product price: the present situation of supply and demand of refined oil in China, the degree of dependence of China's petroleum on foreign countries, The analysis of these factors indicates the significance and direction of the reform of the pricing mechanism of oil products in China. The research shows that there is a serious "delay" in the pricing mechanism of refined oil products in China, which has a great impact on the normal operation of oil refining enterprises in China. Many domestic enterprises seldom use the time-delay to catch the opportunity of "buying low and selling high". At the same time, the reserve of refined oil is insufficient, the reserve system of refined oil is not perfect, and the monopoly is excessive. Administrative intervention and other factors have also hindered the formation of a reasonable pricing mechanism. The study further points out that shortening the time of meeting the international oil price and perfecting the futures market may become an ice-breaking scheme for the reform of the pricing mechanism of refined oil products.
