【摘要】：乳制品安全規(guī)制是針對乳制品行業(yè)這一特定行業(yè)的社會性規(guī)制。因此，乳制品安全規(guī)制既屬于社會性規(guī)制的范疇，又體現(xiàn)了乳制品行業(yè)這一特定行業(yè)的特點。中國的乳制品安全規(guī)制早已不是新興事物，但以往的社會性規(guī)制研究中鮮有乳制品安全規(guī)制的系統(tǒng)研究，特別是對歷年來我國乳制品安全規(guī)制的效果研究。 在此背景下，文章首先從乳制品安全規(guī)制的規(guī)制需求、規(guī)制目標、規(guī)制過程等方面分析了乳制品安全規(guī)制，得出了乳制品安全規(guī)制的運行機制，并在此基礎上總結了乳制品安全規(guī)制效果的影響因素。其次分析了乳制品安全規(guī)制所經歷的制度變遷，，經過四個階段的制度變遷，形成了包括規(guī)制立法、規(guī)制機構、規(guī)制對象和規(guī)制工具在內的規(guī)制體系。經過對規(guī)制的歷史沿革和規(guī)制現(xiàn)狀的分析，對我國乳制品安全規(guī)制中存在的主要問題以及如何影響規(guī)制效果加以分析。再次，根據(jù)乳制品安全規(guī)制的理論分析和中國乳制品安全規(guī)制的現(xiàn)狀建立了規(guī)制模型，得出了規(guī)制結果并對其進行了Granger因果檢驗分析、脈沖響應函數(shù)分析和方差分解，得出了文章的規(guī)制效果評價結論：規(guī)制機構的歷次改革并未對乳制品安全規(guī)制效果起到提升作用、規(guī)制立法對規(guī)制效果的貢獻率最高、乳制品行業(yè)產業(yè)集中度的提高對規(guī)制效果的確起到了積極作用、規(guī)制監(jiān)管力度的加大對乳制品安全規(guī)制效果中的貢獻率最小，且存在著顯著的短期效應。在文章最后，基于實證分析結果和我國乳制品安全規(guī)制的現(xiàn)狀和問題，提出了進一步完善規(guī)制立法、建立專門的規(guī)制機構、積極推進提高行業(yè)集中度、加大規(guī)制監(jiān)管力度的政策建議。 本文偏重于實證研究，因此文章是以計量分析法為主要研究方法，以計量經濟學中的VAR（向量自回歸模型）為基本理論工具的。文章對中國乳制品安全規(guī)制效果的研究一方面可以充實規(guī)制效果評價領域的研究內容，另一方面將社會性規(guī)制與特定的行業(yè)結合起來，為社會性規(guī)制研究提供一種新的視角。同時，實證檢驗中國乳制品安全規(guī)制的規(guī)制效果，對于乳制品安全規(guī)制的有效實施和今后規(guī)制政策的制定有著非常重要的參考價值。
[Abstract]:The safety regulation of dairy products is a kind of social regulation aimed at the specific industry of dairy products, therefore, the safety regulation of dairy products belongs to the category of social regulation. China's dairy safety regulation is no longer a new thing, but there are few systematic studies on dairy product safety regulation in the past social regulation research. Especially the effect of dairy product safety regulation in China over the years. Under this background, the article first analyzes the dairy product safety regulation from the aspects of regulation demand, regulation goal, regulation process and so on, and obtains the running mechanism of dairy product safety regulation. Secondly, it analyzes the institutional changes experienced by dairy safety regulation, after four stages of institutional changes, including regulatory legislation, regulatory agencies. Through the analysis of the history of regulation and regulation status quo, the main problems in the safety regulation of dairy products in China and how to affect the regulatory effect are analyzed. According to the theoretical analysis of dairy product safety regulation and the present situation of Chinese dairy product safety regulation, the regulation model is established, and the regulation results are obtained and analyzed by Granger causality test, impulse response function analysis and variance decomposition. The conclusion of this paper is as follows: the reform of regulation institutions has not promoted the effect of dairy safety regulation, and the contribution rate of regulation legislation to regulation effect is the highest. The increase of industry concentration in dairy industry does play a positive role in the regulation effect. The increase of regulation and supervision has the smallest contribution to the effect of dairy safety regulation, and there is a significant short-term effect. Based on the results of empirical analysis and the present situation and problems of dairy products safety regulation in China, this paper puts forward some policy suggestions to further improve the regulation legislation, establish special regulatory agencies, actively promote the improvement of industry concentration and strengthen regulation and supervision. This paper is focused on empirical research, so the article is based on econometric analysis as the main research method. With VAR( Vector autoregressive Model) in econometrics as the basic theoretical tool, on the one hand, the research on the effect of dairy safety regulation in China can enrich the research content in the field of regulatory effectiveness evaluation. On the other hand, the combination of social regulation and specific industries provides a new perspective for the study of social regulation. It has very important reference value for the effective implementation of dairy safety regulation and the formulation of future regulation policy.
