【摘要】：質(zhì)量是人類永恒的話題。進(jìn)入21世紀(jì)以后，企業(yè)的生存競(jìng)爭(zhēng)實(shí)質(zhì)是質(zhì)量的競(jìng)爭(zhēng)，而加強(qiáng)和規(guī)范質(zhì)量管理，目前國(guó)際上最通行和有效的管理和保證體系便是ISO9001質(zhì)量管理體系。四川石化公司作為中國(guó)石油的重點(diǎn)投資項(xiàng)目，西南地區(qū)第一套大型煉化一體化項(xiàng)目，其80萬(wàn)噸/年乙烯、1000萬(wàn)噸/年煉油的規(guī)模，在中國(guó)的其他煉化企業(yè)，一般為2到3萬(wàn)人的規(guī)模，而四川石化的定員只有1535人，這就決定了四川石化公司必須在實(shí)行組織結(jié)構(gòu)扁平化的管理模式下，在產(chǎn)品質(zhì)量方面，探索出一條規(guī)范有效的質(zhì)量強(qiáng)企之路。 本文研究探討了依據(jù)GB/T19001-2008/ISO9001:2008《質(zhì)量管理體系要求》，遵循中國(guó)石油天然氣集團(tuán)公司有關(guān)質(zhì)量管理要求，，結(jié)合本公司“核心業(yè)務(wù)集約化運(yùn)營(yíng)、非核心業(yè)務(wù)綜合一體化外包、后勤保障社會(huì)化服務(wù)”的生產(chǎn)經(jīng)營(yíng)特點(diǎn)，在重點(diǎn)強(qiáng)調(diào)對(duì)外包業(yè)務(wù)的管理基礎(chǔ)上，建立四川石化公司ISO9001質(zhì)量管理體系，并有效運(yùn)行，規(guī)范管理公司全過(guò)程質(zhì)量活動(dòng)，探索出一條國(guó)內(nèi)大型企業(yè)“非核心業(yè)務(wù)一體化外包”控制的新型質(zhì)量管理模式。
[Abstract]:Quality is the eternal topic of human beings. After 21th century, the survival competition of enterprises is essentially the competition of quality, and quality management should be strengthened and standardized. At present, the most popular and effective management and assurance system in the world is the ISO9001 quality management system. As a key investment project of PetroChina, Sichuan Petrochemical Company is the first large-scale refinery and chemical integration project in southwest China. Its scale of refining is 800,000 tons per year of ethylene and 10 million tons of oil per year. Other refineries in China generally have a size of 2 to 30,000 people, while Sichuan Petrochemical has a staff of only 1, 535. This determines that Sichuan Petrochemical Company must, under the management mode of flat organizational structure and product quality, explore a standardized and effective way to strengthen the quality of enterprises. In this paper, according to GB/T19001-2008/ISO9001:2008 "quality Management system requirements", according to the quality management requirements of China National Petroleum Corporation, combined with the "core business intensive operation, non-core business integrated outsourcing," On the basis of emphasizing on the management of outsourcing business, the ISO9001 quality management system of Sichuan Petrochemical Company is established, and it runs effectively, standardizing the quality activities of the whole process of the management company. This paper explores a new quality management mode of non-core business integration outsourcing control in large domestic enterprises.
