南網(wǎng)科研院科技項目業(yè)務(wù)流程及管理模型研究

【摘要】:南方電網(wǎng)科學(xué)研究院有限責(zé)任公司(以下簡稱“南網(wǎng)科研院”)是南方電網(wǎng)公司的電網(wǎng)技術(shù)研發(fā)、創(chuàng)新、支持、服務(wù)平臺,科技項目的實施和管理是其重要的工作內(nèi)容之一。構(gòu)建適合南網(wǎng)科研院特色的科技項目管理,是保障和推動南網(wǎng)科研院科技項目順利實施,實現(xiàn)科技項目對南方電網(wǎng)主營業(yè)務(wù)技術(shù)支撐、技術(shù)創(chuàng)新、科技人才培育和科技資源優(yōu)化的重要措施。 鑒于此,本論文是研究符合南網(wǎng)科研院戰(zhàn)略目標(biāo)和經(jīng)營模式的科技項目管理方法和業(yè)務(wù)模型,確保科技項目管理能夠滿足南網(wǎng)科研院打造“具備強(qiáng)大核心技術(shù)競爭力的國際一流的電網(wǎng)科研機(jī)構(gòu)和創(chuàng)新型高科技企業(yè)”的要求。 本論文以科技項目管理基礎(chǔ)理論和方法為依據(jù),,結(jié)合南網(wǎng)科研院的戰(zhàn)略目標(biāo)和業(yè)務(wù)特點,通過分析南網(wǎng)科研院科技項目與戰(zhàn)略目標(biāo)的關(guān)系,以南網(wǎng)科研院科技項目管理模式和業(yè)務(wù)流程為基礎(chǔ),提出了符合南網(wǎng)科研院科技項目管理特點的指標(biāo)設(shè)置和科技項目的評估方法。本報告將做為南網(wǎng)科研院推進(jìn)科技項目管理、提升科技項目管理水平工作的參考。 本論文針對南網(wǎng)科研院的戰(zhàn)略目標(biāo)提出了南網(wǎng)科研院的科技項目管理模式,主要特點是引入了科技項目創(chuàng)新指數(shù)、人才培育指數(shù)和科技項目動力指數(shù),其目的是使南網(wǎng)科研院的科技項目能夠緊密的圍繞戰(zhàn)略目標(biāo)開展,這些指數(shù)將在項目立項和項目評估過程中使用。 本論文的研究方法采用的是科技項目管理實例,結(jié)合演繹法,即根據(jù)科技項目管理所具有的項目屬性,以現(xiàn)有項目管理的標(biāo)準(zhǔn)概念和系統(tǒng)模型為基礎(chǔ),結(jié)合南網(wǎng)科研院特點,提出符合南網(wǎng)科研院特點的科技項目業(yè)務(wù)流程和管理體系設(shè)計建議和對策。
[Abstract]:China Southern Grid Scientific Research Institute Limited liability Company (hereinafter referred to as "South Grid Research Institute") is the power grid technology research and development, innovation, support, service platform, The implementation and management of scientific and technological projects is one of the important contents of its work. The construction of scientific and technological project management, which is suitable for the characteristics of Nanwang Institute of Scientific Research, is to ensure and promote the smooth implementation of the scientific and technological projects of the Institute of Science and Technology of Nanwang. It is an important measure to realize the technical support, technological innovation, cultivation of scientific and technological talents and optimization of scientific and technological resources for the main business of Southern Power Grid. In view of this, this paper is to study the management methods and business models of scientific and technological projects in accordance with the strategic objectives and business models of Nanwang Institute of Scientific Research. To ensure that scientific and technological project management can meet the requirements of Nanwang Institute of Science and Technology to create "international first-class power grid scientific research institutions and innovative high-tech enterprises with strong core technology competitiveness". Based on the basic theories and methods of scientific and technological project management, this paper analyzes the relationship between the scientific and technological project and the strategic goal of Nanwang Institute of Scientific Research by combining the strategic objectives and business characteristics of the Institute of Science and Technology. Based on the management model and business process of the S & T project of the South Network Scientific Research Institute, the paper puts forward the index setting and the evaluation method of the S & T project management in accordance with the characteristics of the S & T project management of the Nannan Scientific Research Institute. Reference for improving the management level of science and technology projects. This paper puts forward the scientific and technological project management mode of Nanwang Institute of Scientific Research aiming at the strategic goal of Nanwang Scientific Research Institute. The main characteristics of this model are the introduction of innovation index of scientific and technological project, the index of talent cultivation and the index of power of science and technology project. The aim is to make the scientific and technological projects of Nanwang Scientific Research Institute be carried out closely around the strategic objectives, and these indexes will be used in the process of project establishment and project evaluation. The research method of this paper is an example of scientific and technological project management, combined with deductive method, that is, according to the project attributes of scientific and technological project management, based on the existing standard concept and system model of project management, combined with the characteristics of Nanwang Institute of Scientific Research. The design suggestions and countermeasures of the business process and management system of science and technology projects in accordance with the characteristics of South Network Scientific Research Institute are put forward.
