A核電站日常維修項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:隨著國(guó)民經(jīng)濟(jì)的日益增長(zhǎng),能源需求越來(lái)越大,不可再生資源如天然氣,石油,煤炭等逐漸匱乏,逐漸制約經(jīng)濟(jì)發(fā)展的步伐。從環(huán)境保護(hù)的角度來(lái)說(shuō),以煤炭為主的能源結(jié)構(gòu)造成嚴(yán)重的環(huán)境污染問(wèn)題,而發(fā)展核電,既可以從運(yùn)輸成本,資源儲(chǔ)備方面取得優(yōu)勝,且核電的SO2,NO化物及溫室氣體排放量是零。核電的發(fā)展離不開(kāi)安全,核電站日常維修的風(fēng)險(xiǎn)管理對(duì)核安全保障具有重大意義。 本文根據(jù)項(xiàng)目風(fēng)險(xiǎn)管理的理論,對(duì)A核電站的日常維修項(xiàng)目風(fēng)險(xiǎn)管理進(jìn)行全面深入的研究,介紹了A核電站在日常維修項(xiàng)目風(fēng)險(xiǎn)管理方面的優(yōu)秀之處,同時(shí)指出不足,最終,為A核電站在日常維修項(xiàng)目風(fēng)險(xiǎn)管理提出改進(jìn)措施及完善的機(jī)制。第一,主要闡述了本文的研究背景和意義,并對(duì)該課題在國(guó)內(nèi)外研究現(xiàn)狀方面進(jìn)行介紹;第二,主要介紹A核電站在日常維修項(xiàng)目管理的概況及其風(fēng)險(xiǎn)管理方面的良好經(jīng)驗(yàn),利用WBS元素方法識(shí)別核電工作現(xiàn)場(chǎng)的風(fēng)險(xiǎn),并通過(guò)降低風(fēng)險(xiǎn),規(guī)避風(fēng)險(xiǎn)和監(jiān)視風(fēng)險(xiǎn)等應(yīng)對(duì)措施,,來(lái)對(duì)日常維修項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行有效的管理。同時(shí)經(jīng)過(guò)分析,指出在風(fēng)險(xiǎn)評(píng)估和風(fēng)險(xiǎn)監(jiān)控方面,A核電運(yùn)營(yíng)公司并沒(méi)有一個(gè)完善的體系;第三,使用現(xiàn)代項(xiàng)目風(fēng)險(xiǎn)管理的理論,提出A核電站在風(fēng)險(xiǎn)管理方面可做出的改進(jìn)措施。主要有安全檢查表方法(SCL),工作危害分析法(JHA)和作業(yè)條件危險(xiǎn)性分析法(LEC)來(lái)對(duì)日常維修項(xiàng)目進(jìn)行風(fēng)險(xiǎn)評(píng)估,從而更好的識(shí)別風(fēng)險(xiǎn)及制定預(yù)防措施。另外,在風(fēng)險(xiǎn)監(jiān)控方面,也論述了一系列有效可行的措施。
[Abstract]:As the national economy grows day by day, the demand for energy is increasing. Non-renewable resources, such as natural gas, oil and coal, are gradually scarce, and the pace of economic development is gradually restricted. From the point of view of environmental protection, The energy structure dominated by coal causes serious environmental pollution problems, and the development of nuclear power can not only obtain excellent results in terms of transportation costs and resource reserves, but also zero emissions of so _ 2no and greenhouse gases from nuclear power. The development of nuclear power cannot be separated from safety. The risk management of daily maintenance of nuclear power station is of great significance to nuclear safety and security. According to the theory of project risk management, this paper makes a comprehensive and in-depth study on the risk management of daily maintenance project in nuclear power plant A, introduces the excellence of risk management in daily maintenance project of A nuclear power plant, and points out the shortcomings, finally, Put forward the improvement measures and perfect mechanism for the risk management of A nuclear power station in the daily maintenance project. First, mainly elaborated the research background and the significance of this paper, and carried on the introduction to this topic in the domestic and foreign research present situation; second, This paper mainly introduces the general situation of daily maintenance project management and good experience in risk management of A nuclear power plant, and uses WBS element method to identify the risk of nuclear power plant work site, and by reducing risk, avoiding risk and monitoring risk, and so on. At the same time, through analysis, it is pointed out that there is no perfect system in risk assessment and risk monitoring. Third, using the theory of modern project risk management, The improvement measures in risk management of nuclear power plant A are put forward. The main measures are the safety check table method, the work hazard analysis method (JHAA) and the working condition risk analysis method (LEC) to evaluate the risk of daily maintenance projects. In addition, in the aspect of risk monitoring, a series of effective and feasible measures are also discussed.
