基于“三集五大”背景的F供電企業(yè)人力資源集約化管理研究

【摘要】:近年來,隨著國家經(jīng)濟(jì)的日益發(fā)展,國家電網(wǎng)公司準(zhǔn)確把握企業(yè)在國家能源戰(zhàn)略中的定位,大力推進(jìn)電網(wǎng)和公司發(fā)展方式轉(zhuǎn)變,推動電力和能源發(fā)展方式轉(zhuǎn)變。通過不懈努力,國家電網(wǎng)已成為世界上電壓等級最高、系統(tǒng)規(guī)模最大、資源配置能力最強(qiáng)的交直流混合電網(wǎng),這對我們提高大電網(wǎng)駕馭能力,加強(qiáng)專業(yè)化、精益化管理等提出了更高要求。而現(xiàn)行的按照行政管理區(qū)劃、就地平衡的道路發(fā)展方式,已難以適應(yīng)電網(wǎng)日新月異發(fā)展的需要,客觀上要求對企業(yè)的人力資源進(jìn)行集約化管理。 按照現(xiàn)代企業(yè)扁平化架構(gòu)、集約化管理的發(fā)展趨勢,實(shí)行人力資源集約化,是國家電網(wǎng)公司深入貫徹落實(shí)科學(xué)發(fā)展觀、服務(wù)和促進(jìn)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的具體實(shí)踐,是生產(chǎn)關(guān)系適應(yīng)生產(chǎn)力發(fā)展的必然要求,是實(shí)現(xiàn)戰(zhàn)略目標(biāo)、創(chuàng)建“兩個一流”的必由之路。 人力資源集約化是“三集五大”體系建設(shè)中最為重要的一環(huán),具體工作包括機(jī)構(gòu)設(shè)置、人員配置、勞動定員、薪酬管理等等。本文主要介紹F供電企業(yè)“三集五大”體系建設(shè)中人力資源集約化建設(shè)的過程、總結(jié)取得的成效,通過調(diào)研、座談、問卷等方式進(jìn)行統(tǒng)計(jì)分析存在的問題,提出作者的建議,讓供電企業(yè)的機(jī)構(gòu)設(shè)置更加合理,更加科學(xué)。
[Abstract]:In recent years, with the increasing development of the national economy, the State Grid Company accurately grasps the position of enterprises in the national energy strategy, and vigorously promotes the transformation of the power grid and the development mode of the company. Through unremitting efforts, the State Grid has become a hybrid AC / DC power grid with the highest voltage level, the largest system scale and the strongest resource allocation ability in the world. This raises higher requirements for us to improve the control ability of large power grid, strengthen specialization, lean management and so on. However, the existing road development mode is balanced in place according to the administrative division. It is difficult to meet the needs of the rapid development of power grid, which objectively requires intensive management of enterprise human resources. According to the modern enterprise flat structure, intensive management development trend, the implementation of human resources intensive, is the State Grid Company to carry out the implementation of the scientific concept of development. The concrete practice of serving and promoting the transformation of the mode of economic development is the inevitable requirement for the relations of production to adapt to the development of productive forces, and the only way to realize the strategic goal and to create "two first-class". The intensification of human resources is the most important part in the construction of "three sets and five" system. Pay management and so on. This paper mainly introduces the process of intensive construction of human resources in the construction of "three sets and five" system of F power supply enterprises, summarizes the results achieved, through research, discussion. The problems existing in statistical analysis are analyzed by means of questionnaire, and the author's suggestions are put forward so as to make the institutional setting of power supply enterprises more reasonable and scientific.
