海外EPC電站項(xiàng)目建設(shè)風(fēng)險(xiǎn)管理實(shí)踐

【摘要】:伴隨著“走出去”的相關(guān)國家戰(zhàn)略政策的實(shí)施,國內(nèi)的國際工程領(lǐng)域獲得了巨大的發(fā)展機(jī)遇。在工程建設(shè)項(xiàng)目的承接方面,也發(fā)生了由勞務(wù)輸出到工程總承包的變化。當(dāng)前,建筑工程國際市場(chǎng)競(jìng)爭(zhēng)殘酷,而且還伴隨著金融危機(jī)、全球經(jīng)濟(jì)形勢(shì)變化等一系列不確定因素的影響,因此,在海外項(xiàng)目的承包方面,國內(nèi)的工程總承包企業(yè)面臨越來越多的風(fēng)險(xiǎn),部分工程項(xiàng)目利潤下降嚴(yán)重,有的甚至虧本。國內(nèi)相關(guān)企業(yè)對(duì)于國際形勢(shì)的認(rèn)識(shí)不足,對(duì)于風(fēng)險(xiǎn)危害的過低估計(jì)以及在企業(yè)管理方面的墨守成規(guī)等方面,是導(dǎo)致這一局面的最主要原因。因此,本文從以下幾個(gè)方面對(duì)海外EPC電站項(xiàng)目管理模式下工程公司在項(xiàng)目建設(shè)過程中的風(fēng)險(xiǎn)管理進(jìn)行了研究:一是風(fēng)險(xiǎn)識(shí)別;二是風(fēng)險(xiǎn)分析與評(píng)估;三是風(fēng)險(xiǎn)應(yīng)對(duì)計(jì)劃;四是風(fēng)險(xiǎn)監(jiān)控的風(fēng)險(xiǎn)管理體系建設(shè)。本文首先歸納出工程公司在項(xiàng)目建設(shè)階段最有可能遇到的主要風(fēng)險(xiǎn),深入分析了這些風(fēng)險(xiǎn)發(fā)生的可能性和風(fēng)險(xiǎn)發(fā)生可能造成的后果。在定性分析討論這些風(fēng)險(xiǎn)因素后,提出風(fēng)險(xiǎn)的應(yīng)對(duì)措施。然后以越南某EPC電站項(xiàng)目具體案例運(yùn)用層次分析法進(jìn)行定量計(jì)算分析,對(duì)這些風(fēng)險(xiǎn)因素的權(quán)重值按大小排序后,綜合分析排序結(jié)果,針對(duì)每個(gè)風(fēng)險(xiǎn)因素制定了相應(yīng)的應(yīng)對(duì)計(jì)劃,提供可靠的分類管理風(fēng)險(xiǎn)因素的決策方案,并且編制了項(xiàng)目建設(shè)風(fēng)險(xiǎn)報(bào)告表。最后,本文結(jié)合越南某項(xiàng)目的管理案例來具體論述在海外EPC電站項(xiàng)目建設(shè)過程中的風(fēng)險(xiǎn)應(yīng)對(duì)經(jīng)驗(yàn)。本文形成了一套較為科學(xué)、完整的海外EPC電站項(xiàng)目管理模式下工程公司在項(xiàng)目建設(shè)過程中風(fēng)險(xiǎn)管理的方法,并希望對(duì)于海外EPC項(xiàng)目的執(zhí)行及管理,該方法可以起到一定的參考作用。
[Abstract]:With the implementation of the relevant national strategic policy of "going abroad", the domestic and international engineering field has obtained enormous development opportunities. At present, the international market competition of construction engineering is cruel, but also accompanied by the financial crisis, the global economic situation changes and a series of uncertain factors, so. In the overseas project contracting, the domestic project general contracting enterprises are facing more and more risks, some of the project profits decline seriously, some even lose money. The domestic related enterprises have insufficient understanding of the international situation. The most important reason for this situation is the overestimation of the risk and the inflexibility in the management of the enterprise. This paper studies the risk management in the process of project construction in overseas EPC power station project management mode from the following aspects: first, risk identification; Second, risk analysis and evaluation; Third, the risk response plan; The fourth is the risk management system construction of risk monitoring. Firstly, this paper summarizes the main risks most likely to be encountered by engineering companies in the project construction phase. The possibility of the occurrence of these risks and the possible consequences of the occurrence of these risks are analyzed in depth. After qualitative analysis and discussion of these risk factors. Put forward the measures to deal with the risk. Then a specific case of a EPC power station project in Vietnam to use the analytic hierarchy process to quantitatively calculate and analyze the weight of these risk factors according to the size of the order of value after comprehensive analysis of the ranking results. According to each risk factor, the corresponding response plan is made, and a reliable decision plan is provided to manage the risk factors. Finally, the project construction risk report form is compiled. Based on the management case of a project in Vietnam, this paper discusses the experiences of risk management in the construction of overseas EPC power station project. The complete overseas EPC power station project management mode under the engineering company in the project construction process risk management method, and hoped to overseas EPC project execution and the management. This method can play a certain reference role.
