【摘要】：經(jīng)過近30年,我國招標(biāo)投標(biāo)法律體系初步形式,招投標(biāo)市場不斷擴(kuò)大,招投標(biāo)管理體制也在實(shí)踐中不斷地改革及完善。人們關(guān)注的往往是通過公開招標(biāo)為國家節(jié)約了大量資金,而忽視了招投標(biāo)的社會(huì)成本問題。重視招投標(biāo)的社會(huì)成本問題是進(jìn)一步落實(shí)與突出招標(biāo)投標(biāo)的擇優(yōu)效果,提高資源配置效率,建設(shè)節(jié)約型社會(huì)的必然要求。 本文通過閱讀國內(nèi)外關(guān)于社會(huì)成本的研究理論,通過新制度經(jīng)濟(jì)學(xué)關(guān)于人的行為的假設(shè)結(jié)合招投標(biāo)的特點(diǎn)對(duì)招投標(biāo)社會(huì)成本的形成要素進(jìn)行分析,界定了招投標(biāo)社會(huì)成本的定義、構(gòu)成。界定了工程招投標(biāo)的有效社會(huì)成本和無效社會(huì)成本,分析無效社會(huì)成本對(duì)招投標(biāo)體制及社會(huì)造成的影響。 從制度成本和交易成本這兩方面入手對(duì)招投標(biāo)社會(huì)成本進(jìn)行剖析,分析招投標(biāo)社會(huì)成本的表現(xiàn)形式、成本特點(diǎn)和支付方式,并對(duì)降低招投標(biāo)的社會(huì)成本提出改進(jìn)建議。希望能進(jìn)一步完善招投標(biāo)制度、規(guī)范招投標(biāo)市場行為。 通過對(duì)參與浙江省水利建設(shè)工程各類別的投標(biāo)人進(jìn)行了問卷調(diào)查,掌握我省水利建設(shè)工程交易市場的競爭狀況。引入灰色關(guān)聯(lián)分析的方法,計(jì)算出影響中標(biāo)率的要素關(guān)聯(lián)度,分析投標(biāo)人要獲得較高的中標(biāo)率的投標(biāo)策略,以及政府行政監(jiān)督部門為降低招投標(biāo)社會(huì)成本采用改進(jìn)建議后取得的成效。
[Abstract]:After nearly 30 years, China's legal system of bidding bidding form, expanding market, bidding management system is also constantly in practice. To reform and improve the people's attention is often through public bidding to save lots of money for the country, while ignoring the bidding agency cost problem. Pay attention to the problem of social cost the bidding is to further implement the preferential effect of bidding and bidding outstanding, improve the efficiency of resource allocation, the inevitable requirement of building a conservation oriented society.
In this paper, the research on social cost theory by reading at home and abroad, the new institutional economics on human behavior hypothesis combined with the analysis of the characteristics of bidding bidding bidding form elements of social cost, the definition of social cost of bidding, which defines the effective social cost of project bidding and invalid social cost. Analysis of influence of invalid social cost of bidding system and the society.
From the two aspects of the system cost and transaction cost of bidding social cost analysis, analysis of bidding form of social cost, cost and payment methods, and put forward the improvement proposal to reduce the social cost of bidding. Hope to further improve the bidding system, standardize the bidding behavior of the market.
Through the participation of various categories of Zhejiang province water conservancy construction project bidder has carried on the questionnaire survey, master of engineering construction in our province water conservancy market competition conditions. By the method of grey relational analysis, calculate the factors affecting the successful rate of correlation analysis to obtain the bidding strategy of bidders bid rate is high, and the government administrative supervision departments in order to reduce the social cost of bidding by improved advice of the results.
