【摘要】：戰(zhàn)略性新興產業(yè)對一個國家的整體經濟發(fā)展具有重大而長遠的影響。自主技術創(chuàng)新能力作為自主創(chuàng)新能力的核心組成部分，很大程度上影響著戰(zhàn)略性新興產業(yè)發(fā)展進程。本文通過文獻研究，運用系統(tǒng)動力學、可拓學等相關理論，采用理論與實證、定性與定量相結合的研究方法，分析了戰(zhàn)略性新興產業(yè)自主技術創(chuàng)新能力的構成要素、動力體系與評價模型，，結合實際，進行了實證分析，為提升戰(zhàn)略性新興產業(yè)自主技術創(chuàng)新能力提供了對策建議。 本文以系統(tǒng)論為指導，將戰(zhàn)略性新興產業(yè)自主技術創(chuàng)新看作一個以戰(zhàn)略性新興產業(yè)、產業(yè)內的所有企業(yè)、產業(yè)內部創(chuàng)新環(huán)境和條件等為主，以產業(yè)外部支撐性資源和環(huán)境為輔，共同組成的系統(tǒng)。在此基礎上，將戰(zhàn)略性新興產業(yè)自主技術創(chuàng)新能力形成的主要動力來源界定為利益誘導、產業(yè)升級、科技創(chuàng)新、創(chuàng)新環(huán)境四大方面。結合系統(tǒng)動力學原理，建立戰(zhàn)略性新興產業(yè)自主技術創(chuàng)新能力形成過程的動力學模型，通過仿真模擬，檢驗各要素間的相互關系，為構建評價指標體系提供理論支持。 本文將戰(zhàn)略性新興產業(yè)自主技術創(chuàng)新能力劃分為四個子能力模塊：自主技術創(chuàng)新資源投入能力、自主技術創(chuàng)新執(zhí)行能力、自主技術創(chuàng)新產出能力和自主技術創(chuàng)新環(huán)境支撐能力，以這四大模塊作為一級指標，構建了戰(zhàn)略性新興產業(yè)自主技術創(chuàng)新能力的評價指標體系，采用多級優(yōu)度評價方法進行綜合評價，并以湖南省航空航天制造業(yè)為對象進行實證分析，實證結論對提升該產業(yè)自主技術創(chuàng)新能力具有重要的現(xiàn)實價值。
[Abstract]:Strategic emerging industries have a significant and long-term impact on the overall economic development of a country. Independent technological innovation capability as the core component of independent innovation ability. To a great extent, it affects the development process of strategic emerging industries. Through literature research, the use of system dynamics, extension theory and other related theories, the use of theoretical and empirical, qualitative and quantitative research methods. This paper analyzes the components of the independent technological innovation ability of strategic emerging industries, the dynamic system and the evaluation model, and makes an empirical analysis combined with the actual situation. In order to improve the strategic emerging industries independent technological innovation ability to provide countermeasures. Under the guidance of system theory, this paper regards the independent technological innovation of strategic emerging industry as a strategic emerging industry, all the enterprises in the industry, and the innovation environment and conditions within the industry. On this basis, the main power source of the formation of independent technological innovation ability of strategic emerging industries is defined as interest induction and industrial upgrading. Combined with the principle of system dynamics, the dynamic model of the forming process of independent technological innovation ability of strategic emerging industry is established, and the simulation is carried out. To test the interrelation among the elements, to provide theoretical support for the construction of evaluation index system. In this paper, the independent technological innovation capability of strategic emerging industries is divided into four sub-capacity modules: independent technological innovation resource input capacity, independent technological innovation implementation ability. The output ability of independent technological innovation and the supporting ability of independent technological innovation environment are taken as the first class index, and the evaluation index system of independent technological innovation ability of strategic emerging industry is constructed. The comprehensive evaluation method is adopted and the empirical analysis of Hunan aviation and aerospace manufacturing industry is carried out. The empirical conclusion has important practical value to enhance the independent technological innovation ability of this industry.
