【摘要】：作為自然資源的重要組成部分之一,礦產(chǎn)資源作為自然資源的重要組成部分,礦產(chǎn)資源是促進經(jīng)濟發(fā)展、社會進步,保證人類社會可持續(xù)發(fā)展的重要物質基礎。傳統(tǒng)的資源開發(fā)利用模式呈現(xiàn)出粗放型經(jīng)濟增長特點,造成資源嚴重浪費、生態(tài)環(huán)境遭受嚴重破壞、礦產(chǎn)資源的開采安全面臨嚴重威脅。發(fā)展綠色礦業(yè)、建設綠色礦山是實現(xiàn)我國礦業(yè)可持續(xù)發(fā)展的根本手段。綠色礦山是在新形勢下對礦產(chǎn)資源科學合理開發(fā)管理和礦業(yè)發(fā)展道路的全新思維。綠色礦山是以保護生態(tài)環(huán)境、降低資源消耗、實施循環(huán)經(jīng)濟與可持續(xù)發(fā)展為目標,著力于按科學、低耗和高效合理開發(fā)利用礦產(chǎn)資源,并盡量節(jié)約和保護資源,減少資源和能源消耗,降低生產(chǎn)成本,實現(xiàn)資源效能最佳化、經(jīng)濟效益最大化和環(huán)境保護最優(yōu)化。為此,礦山企業(yè)必須堅持以人為本、可持續(xù)發(fā)展的科學發(fā)展觀,加強行業(yè)自律和科學管理,按照建設資源節(jié)約型、環(huán)境友好型社會,建設和諧社會的總體要求,努力全面地實施綠色礦山建設,促進我國綠色礦業(yè)的發(fā)展。撫順罕王傲牛礦業(yè)股份有限公司(以下簡稱傲牛礦業(yè))是年產(chǎn)60萬t/a鐵精粉規(guī)模的采、選配套大型現(xiàn)代化礦山企業(yè)。盡管近年來在礦山建設方面做了一些有益的嘗試,但仍然存在著許多不足,需要進一步完善,把傲牛礦業(yè)打造成符合現(xiàn)代標準的綠色礦山。傲牛礦業(yè)綠色礦山建設存在問題及對策研究的選題正是在這樣的背景下提出來的。本文在提出問題后,以綠色礦山考評體系的八個方面為指導,通過對傲牛礦業(yè)建設現(xiàn)狀的深入分析,指出了其中存在的主要問題及成因；在此基礎上,結合傲牛礦業(yè)建設目標及重點,提出了傲牛礦業(yè)建設對策,為解決礦產(chǎn)資源開發(fā)帶來的環(huán)境問題和“代際公平”問題提出思路,以響應我國行業(yè)管理部門綠色礦山建設的要求。
[Abstract]:As one of the important components of natural resources, mineral resources as an important part of natural resources, mineral resources is to promote economic development, social progress. The traditional pattern of exploitation and utilization of resources is characterized by extensive economic growth, resulting in serious waste of resources and serious damage to the ecological environment. The mining safety of mineral resources is facing a serious threat. Develop green mining. The construction of green mine is the fundamental means to realize the sustainable development of our country's mining industry. Green mine is a new thinking on the scientific and rational development management of mineral resources and the road of mining development under the new situation. The green mine is to protect the ecology. Environment. To reduce resource consumption, implement circular economy and sustainable development as the goal, focus on scientific, low consumption and efficient and rational development and utilization of mineral resources, and try to save and protect resources, reduce resources and energy consumption. In order to reduce production cost, optimize resource efficiency, maximize economic benefits and optimize environmental protection, mining enterprises must adhere to the scientific development view of people-oriented and sustainable development. Strengthen industry self-discipline and scientific management, in accordance with the overall requirements of building a resource-conserving, environment-friendly society and building a harmonious society, we should strive to implement the construction of green mines in an all-round way. To promote the development of China's green mining industry. Fushun Han AoNiu Mining Co., Ltd. (hereinafter referred to as AoNiu Mining) is an annual production of 600,000 t / a iron powder scale. Although some beneficial attempts have been made in mine construction in recent years, there are still many deficiencies which need to be further improved. Aoniu mining industry to meet the modern standards of green mines. Aoniu mining green mine construction problems and countermeasures is proposed under this background. Under the guidance of eight aspects of the green mine evaluation system, this paper points out the main problems and causes through the in-depth analysis of the present situation of the construction of Aoniu mining industry. On this basis, combined with Aoniu mining construction objectives and key points, put forward the Aoniu mining construction countermeasures, for the solution of mineral resources development brought environmental problems and "intergenerational equity" ideas.
