韶關(guān)電廠電力四大管道項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:某企業(yè)是國內(nèi)為大中型火力發(fā)電廠、核電站等重大電力基礎(chǔ)建設(shè)項(xiàng)目提供電力管道設(shè)備的專業(yè)公司。電力四大管道是電力管道高溫高壓部分,是電站穩(wěn)定運(yùn)行的最核心的輔助設(shè)備之一,是連接鍋爐和汽輪機(jī)之間介質(zhì)運(yùn)行的大動(dòng)脈,其品質(zhì)直接決定電站的運(yùn)行效率。韶關(guān)電廠成立于1958年,隸屬于粵電集團(tuán),韶關(guān)電廠改建工程規(guī)劃2×600MW火電燃煤機(jī)組。目前審批手續(xù)已上報(bào)國家發(fā)改委核準(zhǔn),正在施工建設(shè)中,該電廠電力四大管道項(xiàng)目由某企業(yè)負(fù)責(zé),電力四大管道項(xiàng)目交貨周期較長,為了確保該項(xiàng)目的順利實(shí)施及電廠施工建設(shè)進(jìn)度,某企業(yè)需在2013年底啟動(dòng)韶關(guān)電廠電力四大管道項(xiàng)目。韶關(guān)電廠電力四大管道項(xiàng)目有其自身的特點(diǎn),對于某企業(yè)來說如何有效的控制項(xiàng)目風(fēng)險(xiǎn),達(dá)到項(xiàng)目預(yù)期目標(biāo),對該項(xiàng)目進(jìn)行風(fēng)險(xiǎn)管理研究是做好項(xiàng)目管理工作的重要部分。本論文以韶關(guān)電廠電力四大管道項(xiàng)目為研究案例,運(yùn)用項(xiàng)目風(fēng)險(xiǎn)管理的理論方法對案例進(jìn)行深入的研究分析,通過對韶關(guān)電廠電力四大管道項(xiàng)目的風(fēng)險(xiǎn)進(jìn)行識別分析,對項(xiàng)目的各環(huán)節(jié)風(fēng)險(xiǎn)進(jìn)行深入的研究,為韶關(guān)電廠電力四大管道項(xiàng)目找到適合有效的風(fēng)險(xiǎn)控制體系,找到針對該項(xiàng)目實(shí)際應(yīng)用的風(fēng)險(xiǎn)控制方法,降低項(xiàng)目可能遇到的各種風(fēng)險(xiǎn),順利達(dá)到預(yù)期的建設(shè)目標(biāo)。本文結(jié)合韶關(guān)電廠電力四大管道項(xiàng)目自身的特性及面臨的項(xiàng)目背景、環(huán)境等因素,運(yùn)用WBS、專家訪問法等多種工具對該項(xiàng)目全過程的整體風(fēng)險(xiǎn)和特定領(lǐng)域風(fēng)險(xiǎn)進(jìn)行識別;應(yīng)用風(fēng)險(xiǎn)矩陣法對該項(xiàng)目各個(gè)階段的風(fēng)險(xiǎn)因素進(jìn)行了評估,并制定了可行的應(yīng)對策略,對具體風(fēng)險(xiǎn)因素制定了較詳細(xì)控制措施,達(dá)到控制風(fēng)險(xiǎn)的目的。本文對韶關(guān)電廠電力四大管道項(xiàng)目的風(fēng)險(xiǎn)識別、風(fēng)險(xiǎn)估計(jì)、風(fēng)險(xiǎn)控制以及風(fēng)險(xiǎn)應(yīng)對等所采用方法及手段不僅適用于該項(xiàng)目,也為其他類似項(xiàng)目的風(fēng)險(xiǎn)管理提供有借鑒意義的經(jīng)驗(yàn),同時(shí)也可為國內(nèi)同行提供參考和借鑒。
[Abstract]:An enterprise is the domestic large and medium-sized coal-fired power plants, major power infrastructure projects such as nuclear power plant to provide electricity pipeline professional equipment company. Electric power four power pipeline pipeline is high temperature and high pressure, is one of the core of the power plant auxiliary equipment and stable operation, is the main artery connection between boiler and turbine operation medium, the the quality directly determines the performance of the plant. Shaoguan power plant was established in 1958, belonging to Guangdong power group, Shaoguan power plant renovation project planning 2 * 600MW coal-fired units. At present the examination and approval procedures have been submitted to the national development and Reform Commission approved, is currently under construction, the four major power plant pipeline project by a company responsible for the power, four pipeline project delivery cycle long, in order to ensure the smooth implementation of the power plant construction and progress of the project, some enterprises need to start Shaoguan power plant four pipeline project in Shaoguan by the end of 2013. The four power plant pipeline project has its own characteristics, for some enterprises how to effectively control the project risk, the project is expected to achieve the goal of risk management of the project is an important part of project management. This paper takes Shaoguan power plant four pipeline project as a case study, using the theory and method of project risk management the in-depth research and analysis of the case, through the analysis of risk identification of Shaoguan power plant four pipeline project, an in-depth study on the risks of each stage of the project, to find an effective risk control system for Shaoguan power plant four pipeline project, find the risk control method for the practical application of the project, reduce the project risk may be encountered, successfully achieve the expected goal of construction. Combined with the characteristics of Shaoguan power plant and its four major pipeline project Facing the project background, environment and other factors, the use of WBS to identify a variety of tools, expert interview on the whole process of the project's overall risk and domain specific risk; application of risk matrix method, the risk factors for each phase of the project was evaluated, and make feasible strategies for specific risk factors is established detailed control measures, to achieve the purpose of risk control. The risk identification of Shaoguan power plant power four pipeline project risk assessment, risk control and risk response etc. the methods and means is not only suitable for the project, but also for the risk management of other similar projects provided valuable experience, but also can provide a reference and reference for domestic counterparts.
