【摘要】：隨著全球工業(yè)的迅猛發(fā)展，石油天然氣作為當(dāng)前經(jīng)濟社會的血液，在經(jīng)濟建設(shè)中發(fā)揮著非常重要的作用，在沒有新的能源能替代石油天然氣時，人類對其的需求量越來越大。伴隨著全球石油天然氣的大量開發(fā)，，在此過程中存在的各種安全隱患導(dǎo)致事故的發(fā)生，對人類社會造成了慘重的經(jīng)濟損失和不可估量的間接損失。主要表現(xiàn)為環(huán)境污染，諸如：泄漏的石油會使直接受污染的生物衰退甚至死亡，石油在生產(chǎn)中燃燒所產(chǎn)生的廢氣排放污染大氣會導(dǎo)致產(chǎn)生溫室效應(yīng)，在海洋中石油平臺棄置后對大面積海洋環(huán)境造成長期影響。 四川省作為中國石油天然氣資源比較豐富的省份，自2002年便針對石油企業(yè)進行事故應(yīng)急管理體系的建設(shè)工作，但近年來仍然不時發(fā)生石油企業(yè)在生產(chǎn)、施工、運輸?shù)冗^程中的環(huán)境污染事故，對四川省社會及四川省生態(tài)環(huán)境造成了影響。四川省石油企業(yè)突發(fā)性環(huán)境污染事故除了企業(yè)員工自身素養(yǎng)及企業(yè)管理因素，還暴露出四川省在環(huán)境污染類應(yīng)急事件的應(yīng)急管理體系的諸多問題。導(dǎo)致應(yīng)急管理組織體系建設(shè)滯后于經(jīng)濟社會高速發(fā)展的應(yīng)急需求。因此，本文重點針對四川省石油企業(yè)突發(fā)性環(huán)境污染事故應(yīng)急管理體系的組織機構(gòu)、應(yīng)急機制、公眾參與、以及應(yīng)急預(yù)案的編制等方面開展研究工作。 本文首先對研究的背景、價值意義作了概述，并對論文相關(guān)的概念和理論進行了陳述。其次介紹了四川省石油行業(yè)的發(fā)展現(xiàn)狀，并以四川省石油企業(yè)環(huán)境污染的實際情況為例，對四川省石油企業(yè)生產(chǎn)中引發(fā)的環(huán)境污染問題及問題成因作了詳實的分析，并闡述了四川省石油企業(yè)和政府對環(huán)境責(zé)任方面需要吸取的教訓(xùn)。最后，本文比較分析部分發(fā)達國家和我國在突發(fā)性環(huán)境污染事件的應(yīng)急管理體系的區(qū)別，指出了我國可以借鑒的要點，提出了四川省政府針對石油企業(yè)突發(fā)性環(huán)境污染應(yīng)急管理的一系列改進措施，并就如何監(jiān)管好石油企業(yè)，使其更好地承擔(dān)其應(yīng)承擔(dān)的社會責(zé)任和環(huán)境責(zé)任，發(fā)揮政府效力并引導(dǎo)社會力量進行了闡述，最終構(gòu)建一套適合四川省情的更為完善的應(yīng)急管理體系。希望本文的研究成果能為我國內(nèi)陸其它省份政府督促其區(qū)域內(nèi)的石油企業(yè)能更好地履行環(huán)境責(zé)任及保護好人類賴以生存的環(huán)境提供參考與借鑒價值。
[Abstract]:With the rapid development of global industry, oil and gas, as the blood of current economic society, plays a very important role in economic construction, when there is no new energy to replace oil and gas. With the development of oil and gas in the world, there are a variety of hidden dangers in the process that lead to accidents. It has caused heavy economic losses and incalculable indirect losses to human society. It is mainly manifested in environmental pollution, such as: oil spills will cause direct pollution of biological decline or even death. The exhaust gas emissions from the combustion of oil in production will lead to the production of Greenhouse Effect, which will have a long-term impact on the marine environment of a large area after the oil platform is abandoned in the ocean. Sichuan Province is rich in natural gas resources in China. Since 2002, Sichuan Province has carried out the construction of accident emergency management system for oil enterprises, but in recent years, oil enterprises still occur from time to time in production. Environmental pollution accidents in the process of construction and transportation. It has an impact on Sichuan society and ecological environment. The sudden environmental pollution accidents in Sichuan oil enterprises are not only the quality of employees and the factors of enterprise management. It also exposed many problems in the emergency management system of environmental pollution type emergency events in Sichuan province. As a result, the emergency management organizational system construction lagged behind the rapid development of economic and social emergency needs. This paper focuses on the organization of emergency management system, emergency mechanism, public participation, and the preparation of emergency plan for Sichuan petroleum enterprises. In this paper, the background of the research, the significance of the value is summarized, and the related concepts and theories of the paper are described. Secondly, the development of the petroleum industry in Sichuan Province is introduced. Taking the actual situation of environmental pollution in Sichuan petroleum enterprises as an example, this paper makes a detailed analysis of the environmental pollution problems and the causes of the problems caused by the production of Sichuan oil enterprises. Finally, this paper compares and analyzes the differences between some developed countries and China in the emergency management system of sudden environmental pollution incidents. This paper points out the key points that can be used for reference in our country, and puts forward a series of measures to improve the emergency management of sudden environmental pollution in oil enterprises by Sichuan provincial government, and how to supervise petroleum enterprises well. Make it better assume its social responsibility and environmental responsibility, give play to the effectiveness of the government and guide the social forces to elaborate. Finally, a set of more perfect emergency management system suitable for Sichuan province is constructed. It is hoped that the research results of this paper can help the governments of other provinces in inland China to urge the petroleum enterprises in their regions to better fulfill their environmental responsibilities and protect themselves. Good human survival environment provides reference and reference value.
