【摘要】：中國是世界最大的產(chǎn)煤國,煤炭在中國的能源經(jīng)濟結(jié)構(gòu)中一直占有非常重要的地位。作為中國最豐富的煤炭資源大省之一,山西省建國以來就一直肩負(fù)著為整個中國經(jīng)濟發(fā)展提供煤炭能源支撐的社會歷史責(zé)任。然而,最近十年山西省的發(fā)展碰到了資源依賴型地區(qū)普遍遭遇的困境,煤炭工業(yè)的發(fā)展日益凸顯出各種矛盾和問題,如煤炭管理體制的不科學(xué)、安全事故頻發(fā)、環(huán)境污染嚴(yán)重、生產(chǎn)方式落后和煤炭資源開采過程中的過度浪費等等。為此,通過國家和山西省的多次現(xiàn)場調(diào)查、集中研究和專題論證,山西省人民政府提出要實現(xiàn)煤炭工業(yè)走可持續(xù)發(fā)展道路。2007年山西省煤炭工業(yè)可持續(xù)發(fā)展政策措施試點工作正式啟動,重點解決煤炭體制、資源、安全、環(huán)境、轉(zhuǎn)產(chǎn)發(fā)展等方面的問題,經(jīng)過三年多的改革,試點工作陸續(xù)進入驗收階段。本文就是基于這個背景下對煤炭工業(yè)可持續(xù)發(fā)展政策措施試點進行效應(yīng)評估。 本文的目的就是驗證試點工作開展后對山西省煤炭工業(yè)的影響,是否能促進其可持續(xù)發(fā)展,統(tǒng)籌評估體制、資源、安全、環(huán)境、轉(zhuǎn)產(chǎn)和轉(zhuǎn)型這五個方面的政策。首先通過比較分析的方法,將試點工作開始前后這五個方面的經(jīng)驗數(shù)據(jù)進行對比分析,可以看出試點工作開展以后的各項方面都取得明顯好轉(zhuǎn)。其次進行定量分析,建立復(fù)雜系統(tǒng)模型,構(gòu)建了4個二級指標(biāo)、19個三級指標(biāo)煤炭工業(yè)可持續(xù)發(fā)展政策試點評估的綜合指標(biāo)體系,利用投影尋蹤數(shù)據(jù)分析方法尋找出符合煤炭工業(yè)可持續(xù)發(fā)展水平的最優(yōu)特征值,通過比較試點開始前2005-2006年和試點開展以后2009-2010年可持續(xù)發(fā)展水平的最優(yōu)特征值來評估煤炭工業(yè)可持續(xù)發(fā)展政策措施試點工作的效應(yīng)。 本文認(rèn)為此項政策能夠有效的解決山西省煤炭工業(yè)發(fā)展中的瓶頸,提升山西省工業(yè)經(jīng)濟綜合實力,找到一條符合山西省情的可持續(xù)發(fā)展道路。
[Abstract]:China is the largest coal-producing country in the world, and coal has always occupied a very important position in China's energy economic structure. As one of the richest provinces of coal resources in China. Shanxi Province has been shouldering the social and historical responsibility of providing coal and energy support for the economic development of the whole China since the founding of the people's Republic of China. However, the development of Shanxi Province in the last ten years has encountered the difficulties generally encountered in resource-dependent areas. The development of coal industry increasingly highlights a variety of contradictions and problems, such as the unscientific coal management system, frequent safety accidents, serious environmental pollution. Backward mode of production and excessive waste in the process of mining coal resources and so on. Therefore, through a number of national and Shanxi Province field investigation, concentrated research and thematic demonstration. In 2007, the pilot work of Shanxi coal industry sustainable development policy and measures was officially launched, focusing on the coal system, resources and safety. After more than three years of reform, problems such as the environment and the transfer of production and development have taken place. The pilot work has entered the acceptance stage one after another. This paper evaluates the effect of the coal industry sustainable development policy and measures on the basis of this background. The purpose of this paper is to verify the impact of the pilot work on the coal industry in Shanxi Province, whether it can promote its sustainable development, overall evaluation system, resources, safety, environment. First of all, through the comparative analysis of the method, the pilot work before and after the start of the five aspects of empirical data for comparative analysis. It can be seen that all aspects of the pilot work have obviously improved. Secondly, quantitative analysis, the establishment of a complex system model, the construction of four secondary indicators. The comprehensive index system of 19 third-level indicators for the evaluation of sustainable development policy of coal industry is presented. The projection pursuit data analysis method is used to find the optimal characteristic value which accords with the level of sustainable development of coal industry. By comparing the optimal characteristic values of the level of sustainable development between 2005-2006 and 2009-2010 prior to the start of the pilot to evaluate the pilot work on policies and measures for sustainable development in the coal industry. Effect. This paper holds that this policy can effectively solve the bottleneck in the development of Shanxi's coal industry, promote the comprehensive strength of Shanxi's industrial economy, and find a sustainable development road in line with the situation of Shanxi Province.
