【摘要】：公共政策在促進創(chuàng)新中起著關(guān)鍵的作用,這種政策包含了范圍廣泛的戰(zhàn)略和多種執(zhí)行手段,可以糾正市場失靈,確定私營部門的發(fā)展方向,并促進各利益相關(guān)者之間的協(xié)調(diào)。這些措施的制定和實施,應(yīng)基于國家創(chuàng)新體系是否有效的評估結(jié)果,從而確保當前的形勢和正確的診斷,并提供建議以改善創(chuàng)新,與此同時還要考慮到國情和國際經(jīng)驗。 行業(yè)動態(tài)發(fā)展的實現(xiàn)離不開創(chuàng)新的技術(shù)引進以及具有競爭力項目的開發(fā)。工業(yè)對國民經(jīng)濟起到了決定性作用,據(jù)業(yè)內(nèi)人士分析顯示,目前工業(yè)發(fā)展存在的主要問題是其不可持續(xù)性,造成今后幾年間發(fā)展速度放緩,以及生產(chǎn)相關(guān)的關(guān)鍵績效指標數(shù)據(jù)的下降,工業(yè)生產(chǎn)和出口結(jié)構(gòu)的改善逐漸緩慢,固定資產(chǎn)中原本良好的硬件及軟件的不斷折舊,資源利用成本提高。但是,制約工業(yè)增長的主要制約因素是國內(nèi)產(chǎn)品的競爭力低下。這主要是因為工業(yè)活動中較低的投入以及較少的創(chuàng)新。解決這些問題需要產(chǎn)業(yè)政策改革,在向創(chuàng)新發(fā)展過度基礎(chǔ)上,通過加強投資和創(chuàng)新以及現(xiàn)代化設(shè)備,引進新的和不斷發(fā)展的技術(shù),提高哈薩克斯坦工業(yè)生產(chǎn)效率和競爭力。 本文基于經(jīng)濟理論及方法,首先對哈薩克斯坦和其他國家學者對產(chǎn)業(yè)升級及創(chuàng)新發(fā)展的研究結(jié)果進行綜述；然后介紹了哈薩克斯坦的工業(yè)發(fā)展的情況和未來50年的戰(zhàn)略方針,現(xiàn)有情況及數(shù)據(jù)表明,哈國目前的工業(yè)創(chuàng)新發(fā)展還需要的加大力度并且設(shè)定合適的計劃方案,才能達到更高的經(jīng)濟發(fā)展的水平；再次,本文介紹關(guān)于工業(yè)創(chuàng)新發(fā)展的理論和方法框架。該部分中,在對哈薩克斯坦的整體經(jīng)濟狀況描述的基礎(chǔ)上對哈國創(chuàng)新政策的性質(zhì)和原則進行了詳盡的介紹；最后,對現(xiàn)階段哈國工業(yè)創(chuàng)新所面臨的制約因素進行了識別與分析,并結(jié)合其他國家在處理這些問題的良好經(jīng)驗,提出了哈薩克斯坦工業(yè)創(chuàng)新的優(yōu)化建議。 本文研究的意義為固定資產(chǎn)建設(shè)現(xiàn)代化機制建設(shè)提供具體意見和策略,以建設(shè)具有競爭力產(chǎn)品生產(chǎn)力的國家工業(yè)。本次研究成果可運用到工業(yè)企業(yè)部門在提高現(xiàn)代化生產(chǎn)設(shè)備的投資決策中。實踐證明,這將大大提高企業(yè)的競爭力,并減少外部環(huán)境對企業(yè)內(nèi)部的不利影響。
[Abstract]:Public policies play a key role in promoting innovation, encompassing a wide range of strategies and multiple means of implementation that can correct market failures and set the direction of the private sector. The development and implementation of these measures should be based on the results of an effective assessment of the effectiveness of the national innovation system in order to ensure the current situation and correct diagnosis. Advice is also provided to improve innovation, taking into account national circumstances and international experience. The dynamic development of the industry can not be achieved without the introduction of innovative technology and the development of competitive projects. Industry plays a decisive role in the national economy, according to industry analysis shows. The main current problem with industrial development was its unsustainable nature, which had resulted in a slowdown in the pace of development in the coming years and a decline in data on key production-related performance indicators. The improvement of the industrial production and export structure is gradually slow, the hardware and software in the fixed assets are continuously depreciated, and the cost of resource utilization increases. The main constraint to industrial growth is the low competitiveness of domestic products, mainly due to lower inputs in industrial activities and less innovation. Addressing these problems requires industrial policy reform. On the basis of the transition to innovation, the efficiency and competitiveness of Kazakhstan's industrial production will be improved by strengthening investment and innovation and modernizing equipment and introducing new and continuously developing technologies. Based on economic theory and methods, this paper firstly summarizes the research results of industrial upgrading and innovation development in Kazakhstan and other countries. It then introduces the industrial development of Kazakhstan and the strategic approach for the next 50 years, the current situation and the data show. The current industrial innovation and development of Kazakhstan also needs to strengthen and set up appropriate plans to achieve a higher level of economic development; Thirdly, this paper introduces the theoretical and methodological framework of industrial innovation development. On the basis of the description of the overall economic situation of Kazakhstan, the nature and principles of the innovation policy of Kazakhstan are introduced in detail. Finally, the paper identifies and analyzes the restrictive factors of industrial innovation in Kazakhstan at the present stage, and puts forward some suggestions for optimization of industrial innovation in Kazakhstan in the light of the good experience of other countries in dealing with these problems. The significance of this study provides specific suggestions and strategies for the modernization of fixed assets construction mechanism. In order to build the national industry with competitive product productivity, the research results can be applied to the investment decision of the industrial enterprise department in improving the modern production equipment. The practice has proved that this will greatly improve the competitiveness of the enterprise. And reduce the adverse impact of the external environment on the internal enterprise.
