【摘要】：非金屬礦業(yè)是一個用途廣泛的朝陽產(chǎn)業(yè),其開發(fā)利用的深度和廣度正成為國家綜合實(shí)力競爭的重要手段和體現(xiàn),因此非金屬礦業(yè)可持續(xù)發(fā)展是礦產(chǎn)戰(zhàn)略研究的重要問題之一。本文分析了我國非金屬礦業(yè)資源稟賦和開發(fā)利用現(xiàn)狀:我國的非金屬礦產(chǎn)品種齊全,儲量豐富,但人均不足,品味貧富不均;多數(shù)非金屬礦產(chǎn)供需基本平衡,但少數(shù)礦種保障程度不足;我國非金屬礦山的數(shù)量多而規(guī)模小,初級產(chǎn)品比重大,深加工程度不高。在此基礎(chǔ)上,提出了我國非金屬礦業(yè)可持續(xù)發(fā)展的5條戰(zhàn)略措施:運(yùn)用互聯(lián)網(wǎng)等新媒體形式,大力進(jìn)行礦產(chǎn)資源國情和礦業(yè)法律法規(guī)的宣傳教育,提高全民對非金屬礦產(chǎn)資源的認(rèn)識和法律意識;調(diào)整礦業(yè)產(chǎn)業(yè)鏈的投資結(jié)構(gòu),加強(qiáng)國內(nèi)外非金屬礦產(chǎn)資源勘查,增加礦源儲備,建立儲量動態(tài)跟蹤數(shù)據(jù)庫;充分依托市場機(jī)制,積極開展非金屬礦產(chǎn)資源深加工和綜合利用的技術(shù)創(chuàng)新,滿足循環(huán)礦業(yè)和低碳社會的發(fā)展需要;加強(qiáng)宏觀調(diào)控和監(jiān)管,整合資源,提高非金屬礦產(chǎn)的產(chǎn)業(yè)集中度,實(shí)行戰(zhàn)略性非金屬礦產(chǎn)資源儲備制度;抓住國家發(fā)展新材料等7大戰(zhàn)略性新興產(chǎn)業(yè)的有利機(jī)遇期,加快中國非金屬礦業(yè)的發(fā)展,實(shí)現(xiàn)由非金屬礦業(yè)大國向強(qiáng)國的轉(zhuǎn)變。
[Abstract]:Non-metallic mining industry is a widely used sunrise industry. The depth and breadth of its development and utilization is becoming an important means and embodiment of national comprehensive strength competition. Therefore, the sustainable development of non-metallic mining industry is one of the important problems in mineral strategic research. This paper analyzes the endowment of non-metallic mining resources and the present situation of exploitation and utilization in China. But the per capita is insufficient, the taste is poor and rich; The supply and demand of most non-metallic minerals are basically balanced, but the degree of guarantee of a few minerals is insufficient. The number of non-metallic mines in China is large and the scale is small, the proportion of primary products is large, and the degree of deep processing is not high. This paper puts forward five strategic measures for the sustainable development of non-metallic mining industry in China: using the new media such as Internet to propagate and educate the national conditions of mineral resources and the laws and regulations of mining industry. To raise the people's awareness of non-metallic mineral resources and their legal awareness; Adjust the investment structure of mining industry chain, strengthen the exploration of non-metallic mineral resources at home and abroad, increase the reserves of mineral resources, and establish the database of dynamic tracking of reserves; Fully rely on the market mechanism, actively carry out the technological innovation of deep processing and comprehensive utilization of non-metallic mineral resources to meet the development needs of circular mining and low-carbon society; Strengthen macro-control and supervision, integrate resources, improve the industrial concentration of non-metallic minerals, and implement the strategic non-metallic mineral resources reserve system; In order to speed up the development of China's nonmetallic mining industry and realize the transition from a large non-metallic mining country to a powerful country, we should seize the favorable opportunity period for the development of seven strategic emerging industries such as new materials and other national industries.
