【摘要】：石油安全問題已成為我國經(jīng)濟(jì)發(fā)展的瓶頸,而海外石油投資項(xiàng)目是緩解石油供應(yīng)緊張的必要途徑之一。隨著石油企業(yè)“走出去”戰(zhàn)略的實(shí)施和深入,海外投資項(xiàng)目逐漸增多在此過程中取得了不少成績,但由于經(jīng)驗(yàn)不足、決策失誤等使得決策實(shí)施效果低于預(yù)期,投資回報(bào)率低下,給企業(yè)和國家造成了重大的經(jīng)濟(jì)損失,也嚴(yán)重阻礙了我國石油企業(yè)的國際化之路。因此,重視海外石油投資項(xiàng)目的決策研究,建立科學(xué)合理的決策指標(biāo)體系和決策模型,提高海外石油投資項(xiàng)目的決策水平,是提高海外石油投資項(xiàng)目總效益的有效手段。 基于此,論文以石油安全為出發(fā)點(diǎn),在分析海外石油投資項(xiàng)目當(dāng)前決策現(xiàn)狀與存在問題的基礎(chǔ)上,結(jié)合海外石油投資項(xiàng)目決策的特殊性和指標(biāo)建立的各項(xiàng)原則,以石油供給、風(fēng)險(xiǎn)控制和經(jīng)濟(jì)效益三大決策目標(biāo)為框架基礎(chǔ),對當(dāng)前現(xiàn)有的決策指標(biāo)體系進(jìn)行補(bǔ)充和完善,建立了新的海外石油投資項(xiàng)目決策指標(biāo)體系。 其次,論文選用層次分析法確定各層次指標(biāo)的權(quán)重,進(jìn)而引入灰色系統(tǒng)理論和層次分析法結(jié)合的灰色多層次方法構(gòu)建了海外石油投資項(xiàng)目決策模型。然后,為了驗(yàn)證決策模型的科學(xué)性和合理性,對A、B兩個(gè)項(xiàng)目進(jìn)行決策,并對結(jié)果進(jìn)行分析。最后對本次研究做出總結(jié)和展望。
[Abstract]:The problem of petroleum security has become the bottleneck of our country's economic development, and the overseas petroleum investment project is one of the necessary ways to alleviate the shortage of oil supply. With the implementation and deepening of the "going out" strategy of petroleum enterprises. Overseas investment projects gradually increased in this process has made a lot of achievements, but due to lack of experience, decision-making errors and so on, the effect of decision-making implementation is lower than expected, and the rate of return on investment is low. It has caused great economic losses to enterprises and countries, and has also seriously hindered the internationalization of Chinese oil enterprises. Therefore, we should pay attention to the decision making of overseas oil investment projects. It is an effective means to improve the total benefit of overseas oil investment projects by establishing scientific and reasonable decision-making index system and decision model and improving the decision-making level of overseas oil investment projects. Based on this, the paper takes the petroleum security as the starting point, on the basis of analyzing the current decision-making status and existing problems of overseas oil investment projects. Combined with the particularity of overseas oil investment project decision-making and the establishment of the principles of indicators, based on the oil supply, risk control and economic benefits of the three decision-making objectives as the framework. The existing decision index system is supplemented and perfected, and a new decision index system for overseas oil investment projects is established. Secondly, the paper uses AHP to determine the weight of each hierarchy index, and then uses the grey system theory and AHP to construct the decision model of overseas petroleum investment project. In order to verify the scientificity and rationality of the decision-making model, this paper makes a decision on two items of AHB, and analyzes the results. Finally, the paper makes a summary and prospect of this study.
