【摘要】：隨著我國(guó)經(jīng)濟(jì)的持續(xù)快速增長(zhǎng)，能源消費(fèi)量持續(xù)迅猛增加，能源和環(huán)境的約束瓶頸也越來(lái)越接近可承載的底線，“節(jié)能降耗、提高能源效率”是保障我國(guó)經(jīng)濟(jì)平穩(wěn)運(yùn)行和可持續(xù)發(fā)展所不容忽視的重要問(wèn)題。企業(yè)是能源資源的終端消費(fèi)者，其對(duì)能源資源的利用水平直接決定著整個(gè)國(guó)家的能效水平。因此，加快推進(jìn)企業(yè)積極承擔(dān)社會(huì)責(zé)任，并加強(qiáng)對(duì)企業(yè)的能源消費(fèi)管理是我國(guó)節(jié)能降耗工作的根本支撐，是提高我國(guó)整體能源利用水平的核心載體。論文從企業(yè)的角度出發(fā)，運(yùn)用科學(xué)的研究方法探究提升我國(guó)企業(yè)能源利用效率的途徑。 本文首先對(duì)有關(guān)能源效率和能源效率影響因素的現(xiàn)有研究文獻(xiàn)進(jìn)行回顧和梳理，其研究對(duì)象多從宏觀角度出發(fā)，鮮有學(xué)者對(duì)企業(yè)的能源利用效率進(jìn)行研究。基于此，本文結(jié)合企業(yè)的生產(chǎn)經(jīng)營(yíng)特點(diǎn)，定義企業(yè)全要素能源效率的內(nèi)涵，對(duì)已有適于區(qū)域?qū)用娴娜匮芯靠蚣苓M(jìn)行改進(jìn)，并基于DEA方法構(gòu)建適于企業(yè)的全要素能源效率評(píng)價(jià)模型。 其次，本文從投入和產(chǎn)出了兩個(gè)方面入手，，對(duì)影響企業(yè)能效水平的因素進(jìn)行逐層分析，構(gòu)建較為完整的企業(yè)能源效率評(píng)價(jià)指標(biāo)體系，并以此為基礎(chǔ)對(duì)企業(yè)能源利用水平進(jìn)行實(shí)證分析。基于構(gòu)建的企業(yè)全要素能源效率評(píng)價(jià)模型，對(duì)2012年天津市各行政區(qū)域內(nèi)企業(yè)的能源利用效率進(jìn)行評(píng)價(jià)，發(fā)現(xiàn)企業(yè)間能效差異，為企業(yè)展開能源資源利用管理方面的工作提供依據(jù)和改進(jìn)思路。 再次，本文選取能源消費(fèi)結(jié)構(gòu)、產(chǎn)權(quán)結(jié)構(gòu)、企業(yè)規(guī)模、設(shè)備投入水平和管理水平作為企業(yè)能源效率影響因素進(jìn)行理論分析。通過(guò)構(gòu)建計(jì)量模型對(duì)企業(yè)能源效率影響因素進(jìn)行Tobit回歸分析，探究各因素對(duì)企業(yè)能效的影響程度，并分析各因素對(duì)企業(yè)能效的作用機(jī)理，為企業(yè)提供科學(xué)的能源管理提供建議。 最后，結(jié)合上述研究結(jié)論，本文提出企業(yè)節(jié)約能源資源和提高能源利用水平的對(duì)策建議：調(diào)整企業(yè)現(xiàn)有的能源消費(fèi)結(jié)構(gòu)，開發(fā)利用清潔可再生能源；推動(dòng)企業(yè)產(chǎn)權(quán)結(jié)構(gòu)變革，適度擴(kuò)大企業(yè)規(guī)模；完善企業(yè)能源管理體系，提高能耗設(shè)備水平。
[Abstract]:With China's sustained and rapid economic growth, energy consumption continues to increase rapidly, thebottleneck of energy and the environment is more and more close to carrying the bottom line, "energy saving, improving energy efficiency is an important guarantee of economic stability and sustainable development of our country can not be ignored. The enterprise is the end consumer of energy resources the energy resource utilization level directly determines the efficiency level of the whole country. Therefore, accelerating the enterprises actively committed to social responsibility, and strengthen the management of energy consumption enterprises is a fundamental support for China's energy saving work, is to improve the core carrier level overall energy utilization in China. The thesis from the perspective of enterprise research to improve the efficiency of utilization of energy of our country enterprise using scientific research methods.
This paper firstly combs and reviews of existing research literature about factors of energy efficiency and energy efficiency, the object of study from a macro perspective, few scholars use efficiency of enterprise energy research. Based on this, this paper combined with the characteristics of production and operation of enterprises, the connotation of total factor energy efficiency definition of enterprises, the total factor research the existing framework for regional level is improved, which is based on the DEA method to construct the total factor energy efficiency evaluation model for enterprises.
Secondly, the output of the two aspects from the input and the influencing factors, enterprise efficiency level layeredanalysis, build a complete enterprise energy efficiency evaluation index system, and based on the enterprise energy utilization level of empirical analysis. The model of enterprise total factor energy efficiency evaluation based on the evaluation of energy utilization the efficiency of enterprises in Tianjin in 2012 in each administrative area, the difference of energy efficiency between enterprises, and provide the basis for enterprise management ideas to improve the utilization of energy resources in terms of work.
Again, this paper selects the energy consumption structure, ownership structure, enterprise scale and management level of equipment investment as the influencing factors of enterprise energy efficiency were analyzed. By constructing the influence factors of enterprise energy efficiency were analyzed by Tobit regression analysis of econometric model, to explore the various factors of enterprise efficiency, and analyze the mechanism of various factors on the enterprise energy efficiency, provide suggestions for the enterprise to provide the scientific management of energy.
Finally, based on the above research conclusion, this paper puts forward the enterprise to save energy resources and improve energy utilization level of countermeasures: adjustment of energy consumption structure of existing enterprises, the development and utilization of clean and renewable energy; to promote the reform of the enterprise property rights structure, moderately expand the scale of enterprises; improve the enterprise energy management system, improve the level of energy consumption equipment.
