【摘要】：海洋生物制藥技術(shù)產(chǎn)業(yè)化作為戰(zhàn)略性的新興產(chǎn)業(yè)引起了世界各國(guó)的高度重視，，并逐漸使其成為經(jīng)濟(jì)社會(huì)發(fā)展的主導(dǎo)力量，成為各國(guó)爭(zhēng)相搶占的科技至高點(diǎn)。海洋生物制藥技術(shù)產(chǎn)業(yè)化政策研究已經(jīng)開(kāi)始成為當(dāng)今學(xué)術(shù)界探討的焦點(diǎn)。本文借鑒前人研究成果的基礎(chǔ)之上，對(duì)我國(guó)海洋生物制藥技術(shù)產(chǎn)業(yè)化政策進(jìn)行了哲學(xué)思考。重點(diǎn)分析產(chǎn)業(yè)化政策對(duì)海洋生物制藥技術(shù)產(chǎn)業(yè)化的經(jīng)濟(jì)發(fā)展起到至關(guān)重要的作用。 本文首先對(duì)高新技術(shù)產(chǎn)業(yè)化的理論進(jìn)行了闡述，將高新技術(shù)產(chǎn)業(yè)化影響因素分為內(nèi)、外兩因素，并從政府直接財(cái)政投資政策、稅收政策、采購(gòu)政策、金融政策方面來(lái)對(duì)國(guó)外高新技術(shù)產(chǎn)業(yè)化發(fā)展的相關(guān)政策進(jìn)行比較。從中可以看出，高新技術(shù)對(duì)于產(chǎn)業(yè)化的發(fā)展有其重要的現(xiàn)實(shí)意義，對(duì)于整體經(jīng)濟(jì)和社會(huì)發(fā)展起到了重要的推動(dòng)作用。其次，闡述了海洋生物制藥技術(shù)的概念與類別，對(duì)我國(guó)海洋生物制藥技術(shù)產(chǎn)業(yè)化政策及其發(fā)展的現(xiàn)狀進(jìn)行概述，又分別從專業(yè)人才儲(chǔ)備、技術(shù)創(chuàng)新能力、知識(shí)產(chǎn)權(quán)保護(hù)意識(shí)、有效的融資機(jī)制這四個(gè)方面提出了我國(guó)海洋生物制藥技術(shù)產(chǎn)業(yè)化在發(fā)展的過(guò)程中存在的問(wèn)題。再次，重點(diǎn)對(duì)我國(guó)海洋生物制藥技術(shù)產(chǎn)業(yè)政策進(jìn)行探究。從產(chǎn)業(yè)化政策的特征和內(nèi)容，及我國(guó)海洋生物制藥技術(shù)產(chǎn)業(yè)指導(dǎo)思想和基本原則的基礎(chǔ)上，對(duì)前面出現(xiàn)的四個(gè)方面的問(wèn)題相應(yīng)的提出了增加相關(guān)人才儲(chǔ)備、加強(qiáng)創(chuàng)新組織建設(shè)、加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)意識(shí)、建立多渠道融資體系的發(fā)展對(duì)策。為后文的產(chǎn)業(yè)化政策哲學(xué)思考打下堅(jiān)實(shí)的基礎(chǔ)。最后，重點(diǎn)對(duì)我國(guó)海洋生物制藥技術(shù)產(chǎn)業(yè)化政策進(jìn)行哲學(xué)思考。分別從我國(guó)海洋生物制藥技術(shù)發(fā)展、創(chuàng)新精神、產(chǎn)業(yè)化、產(chǎn)業(yè)化政策方面進(jìn)行哲學(xué)思考。從哲學(xué)意義上講,我們可以從海洋生物制藥技術(shù)產(chǎn)業(yè)化政策研究角度來(lái)正確地認(rèn)識(shí)主客觀世界，適應(yīng)客觀環(huán)境，盡可能地發(fā)現(xiàn)問(wèn)題、解決問(wèn)題，促進(jìn)海洋生物制藥技術(shù)產(chǎn)業(yè)化的發(fā)展。我國(guó)海洋生物制藥技術(shù)產(chǎn)業(yè)化政策將有助于我國(guó)海洋生物制藥技術(shù)產(chǎn)業(yè)化在未來(lái)經(jīng)濟(jì)發(fā)展及國(guó)際市場(chǎng)競(jìng)爭(zhēng)中處于強(qiáng)有力的優(yōu)勢(shì)地位。
[Abstract]:As a strategic emerging industry, the industrialization of marine biological pharmaceutical technology has been attached great importance to by countries all over the world, and has gradually become the leading force of economic and social development. The research of marine biological pharmaceutical technology industrialization policy has begun to become the focus of academic research. This paper draws lessons from the previous research results on the basis. The policy of marine biological pharmaceutical technology industrialization in China is considered in philosophy, and the industrialization policy plays a vital role in the economic development of marine biological pharmaceutical technology industrialization. Firstly, this paper expounds the theory of high-tech industrialization, divides the factors of high-tech industrialization into internal and external factors, and from the government's direct financial investment policy, tax policy, procurement policy. In the aspect of financial policy, we compare the relative policies of the development of foreign high-tech industrialization. From this, we can see that high-tech has important practical significance for the development of industrialization. It plays an important role in promoting the overall economic and social development. Secondly, the concept and category of marine biological pharmaceutical technology are expounded. This paper summarizes the policy of marine biological pharmaceutical technology industrialization and its development in China. It also includes professional talent reserve, technological innovation ability and intellectual property protection consciousness. The four aspects of effective financing mechanism put forward the problems existing in the process of the development of marine biological pharmaceutical technology industrialization in China. Based on the characteristics and contents of the industrialization policy and the guiding ideology and basic principles of the marine biological pharmaceutical technology industry in China, this paper mainly probes into the industrial policy of marine biological pharmaceutical technology in China. Four aspects of the problems in front of the corresponding proposed to increase the relevant talent reserves, strengthen the building of innovative organizations, strengthen the awareness of intellectual property protection. To establish the development of multi-channel financing system, and to lay a solid foundation for the later thinking of industrialization policy philosophy. Finally. From the point of view of the development, innovation spirit and industrialization of marine biological pharmaceutical technology in China, this paper focuses on the policy of marine biological pharmaceutical technology industrialization in China. From a philosophical point of view, we can correctly understand the subjective and objective world and adapt to the objective environment from the perspective of marine biological pharmaceutical technology industrialization policy. Find problems as much as possible and solve them. To promote the development of marine biological pharmaceutical technology industrialization. China's marine biological pharmaceutical technology industrialization policy will be conducive to China's marine biological pharmaceutical technology industrialization in the future economic development and international market competition in a strong way.
