【摘要】：隨著湖南市場對成品油的需求日益增大,油品的運(yùn)輸環(huán)節(jié)制約銷售的問題將日趨嚴(yán)重。目前,湖南省成品油資源供應(yīng)需要從株洲通過鐵路或公路進(jìn)行二次運(yùn)輸,鐵路、公路運(yùn)輸存在運(yùn)輸成本高、損耗大、繁忙期間輸送不暢等問題。與之相比,管道運(yùn)輸方式則具有運(yùn)輸組織難度小、安全可靠性較高等優(yōu)勢。為了優(yōu)化湖南成品油物流供應(yīng)體系,保障市場供應(yīng)安全,中國石化湖南石油公司計(jì)劃進(jìn)一步擴(kuò)展成品油管道網(wǎng)絡(luò)。 本文以湖南石油公司擬建的長沙-郴州成品油管道項(xiàng)目為研究對象,對該項(xiàng)目的經(jīng)濟(jì)可行性進(jìn)行分析。首先,本文在對該管道項(xiàng)目進(jìn)行內(nèi)外部環(huán)境分析的基礎(chǔ)上,結(jié)合項(xiàng)目的建設(shè)規(guī)劃對項(xiàng)目的投資成本與運(yùn)行成本進(jìn)行了分析；其次,文章討論了項(xiàng)目投入使用后的油品資源配置情況,并以此為基礎(chǔ)對項(xiàng)目的未來收益做出測算,對項(xiàng)目經(jīng)濟(jì)效益進(jìn)行了分析。最后,針對項(xiàng)目實(shí)施過程中可能遇到的問題,從組織管理與技術(shù)保障兩個(gè)大的方面提出了使項(xiàng)目正常進(jìn)行的保障措施。 本文的研究將為長沙—郴州成品油管道項(xiàng)目的經(jīng)濟(jì)決策提供支持,為項(xiàng)目進(jìn)入運(yùn)營期提供經(jīng)營目標(biāo)指引,在保證項(xiàng)目順利進(jìn)展的同時(shí),本文的研究也能為其他的管道項(xiàng)目經(jīng)濟(jì)分析提供借鑒。
[Abstract]:With the increasing demand for refined oil products in Hunan market, the transportation of oil products will restrict the sale of oil more and more seriously. At present, the supply of refined oil resources in Hunan Province needs to be transported twice by rail or road from Zhuzhou to Zhuzhou. Railway and road transportation have many problems such as high transportation cost, large loss and poor transportation during peak period. Compared with these problems, pipeline transportation has less difficulty in transportation organization. In order to optimize the logistics supply system of Hunan oil products and ensure the security of market supply, Sinopec Hunan Petroleum Company plans to further expand the network of refined oil pipeline. In this paper, Changsha-Chenzhou oil pipeline project to be built by Hunan oil company as the research object, the economic feasibility of the project is analyzed. First of all. Based on the analysis of the internal and external environment of the pipeline project, this paper analyzes the investment cost and operation cost of the project in combination with the project construction plan. Secondly, the paper discusses the allocation of oil product resources after the project is put into use, and based on this, the future income of the project is calculated, and the economic benefits of the project are analyzed. In view of the problems that may be encountered in the process of project implementation, this paper puts forward the guarantee measures to make the project carry out normally from the aspects of organization management and technical support. The research in this paper will support the economic decision of Changsha-Chenzhou refined oil pipeline project, and provide the operation goal guidance for the project to enter the operation period, at the same time to ensure the smooth progress of the project. The research in this paper can also provide reference for other pipeline project economic analysis.
