【摘要】：垃圾焚燒發(fā)電項(xiàng)目是近年來(lái)國(guó)家大力扶持的節(jié)能環(huán)保產(chǎn)業(yè)項(xiàng)目,目前國(guó)內(nèi)很多大中城市都在投資建設(shè)。項(xiàng)目后評(píng)價(jià)作為工程項(xiàng)目周期中的一個(gè)不可缺少的重要環(huán)節(jié),對(duì)提高項(xiàng)目的決策水平和投資收益具有非常重要的影響,同時(shí)對(duì)改進(jìn)項(xiàng)目管理、提高項(xiàng)目業(yè)績(jī)具有重要的參考價(jià)值。目前我國(guó)垃圾焚燒發(fā)電項(xiàng)目的后評(píng)價(jià)還沒(méi)有一套系統(tǒng)、全面、成熟的評(píng)價(jià)體系,因此,對(duì)垃圾焚燒發(fā)電工程項(xiàng)目進(jìn)行后評(píng)價(jià)具有重要的學(xué)術(shù)價(jià)值和現(xiàn)實(shí)意義。 本文通過(guò)閱讀大量的國(guó)內(nèi)外有關(guān)項(xiàng)目后評(píng)價(jià)理論及發(fā)展的文獻(xiàn),對(duì)國(guó)內(nèi)外建設(shè)項(xiàng)目后評(píng)價(jià)的現(xiàn)狀和發(fā)展趨勢(shì)進(jìn)行了分析,闡述了項(xiàng)目后評(píng)價(jià)的相關(guān)概念和理論基礎(chǔ),介紹了幾種常用的評(píng)價(jià)方法,并指出項(xiàng)目后評(píng)價(jià)工作的一般程序。鑒于目前國(guó)內(nèi)較為全面的垃圾焚燒發(fā)電廠項(xiàng)目后評(píng)價(jià)實(shí)例接近空白的實(shí)際情況,本文做了有益的探索和嘗試,以天津?yàn)I海新區(qū)第一垃圾焚燒發(fā)電廠為主要研究對(duì)象,參考火力發(fā)電廠常用的評(píng)價(jià)方法,結(jié)合垃圾焚燒發(fā)電廠的實(shí)際特點(diǎn),從項(xiàng)目實(shí)施過(guò)程、項(xiàng)目效果和效益、項(xiàng)目影響以及項(xiàng)目的可持續(xù)性等方面進(jìn)行了評(píng)價(jià)分析,在評(píng)價(jià)過(guò)程中綜合運(yùn)用了有關(guān)定性和定量的研究方法,搭建了垃圾焚燒發(fā)電項(xiàng)目后評(píng)價(jià)指標(biāo)體系,并運(yùn)用多層次模糊綜合評(píng)價(jià)法進(jìn)行了計(jì)算,得出了可信的結(jié)論。 通過(guò)本文的研究,天津?yàn)I海新區(qū)第一垃圾焚燒發(fā)電廠項(xiàng)目是非常成功的垃圾焚燒發(fā)電項(xiàng)目的范例,本文所嘗試的垃圾焚燒發(fā)電項(xiàng)目后評(píng)價(jià)的思路、方式方法切實(shí)可行,為今后同類項(xiàng)目的后評(píng)價(jià)工作提供了參考和借鑒。
[Abstract]:Waste incineration power generation project is an energy - saving and environment - friendly industrial project which has been vigorously supported by the country in recent years . The post - project evaluation is an indispensable link in the project cycle . It has important reference value for improving the decision - making level and the investment income of the project . At the same time , it has important reference value for improving the project management and improving the project performance . At present , the post - evaluation of the waste incineration power generation project in China has no systematic , comprehensive and mature evaluation system . Therefore , it has important academic value and practical significance for post - evaluation of the waste incineration power generation project . This paper analyzes the present situation and developing trend of the post - project evaluation of the project , and analyzes the present situation and the development trend of the post - project evaluation , and points out the general procedure of the post - project evaluation . Through the research in this paper , the project of the First Waste Incineration Power Plant in Tianjin Binhai New Area is a very successful example of the garbage burning power generation project . The idea and way of the post - evaluation of the garbage burning power generation project in this paper is feasible , which provides reference and reference for the post - evaluation of similar projects in the future .
