【摘要】：自20世紀(jì)90年代以來,生態(tài)補(bǔ)償不僅限于理論層面,各地區(qū)相繼進(jìn)入了實(shí)踐階段,因此相關(guān)專家學(xué)者對(duì)生態(tài)補(bǔ)償現(xiàn)象作了大量的案例調(diào)查和研究。我國(guó)的生態(tài)補(bǔ)償實(shí)踐主要是在流域、森林、礦產(chǎn)資源方面展開,且大部分的研究都是站在宏觀層面,很少涉及微觀企業(yè)層面生態(tài)補(bǔ)償標(biāo)準(zhǔn)的探討。文章以火力發(fā)電企業(yè)為例,從微觀企業(yè)的角度出發(fā),運(yùn)用防護(hù)費(fèi)用法、影子工程法、機(jī)會(huì)成本法計(jì)量測(cè)算火電企業(yè)應(yīng)承擔(dān)的生態(tài)補(bǔ)償標(biāo)準(zhǔn)。
[Abstract]:Since 1990s, the ecological compensation is not limited to the theoretical level, the region has entered the practical stage, so the relevant experts and scholars on the ecological compensation phenomenon is studied and a large number of case investigation. Ecological compensation practice in China is mainly in the watershed, forest, mineral resources aspects, and most of them are standing in the macro to investigate the level, rarely involved in the micro enterprise level standard of ecological compensation. Based on the thermal power enterprises as an example, starting from the micro enterprise perspective, using the protection cost method, shadow engineering method, the standard of ecological compensation should bear the measuring meter of thermal power enterprises the opportunity cost method.
