【摘要】:投資效益評價是項目決策科學化的重要手段,是項目投資風險分析的基本依據(jù)。經(jīng)濟評價的核心是考察分析投資項目的經(jīng)濟效益和社會效益。做好水利工程項目的經(jīng)濟評價是保證工程項目良性運行、提高工程經(jīng)濟效益的重要措施。 本文從水利工程發(fā)展歷史、當前國內(nèi)外大型水利工程建設管理模式等方面出發(fā),分析大型水利工程在經(jīng)濟效益、社會效益、生態(tài)效益等方面的具體表現(xiàn),結合外部性與公共產(chǎn)品投資理論、水權理論等,提出水利工程投資效益的評價方法。作為公益性特征明顯的水利工程,其具有建設工期長、投資大、結構復雜、影響其建設及經(jīng)濟效益的不確定性因素多等特點,并且這些因素往往受政治、經(jīng)濟、社會、自然等諸多客觀條件的影響,因此,對于水利工程投資效益分析,需要多方面、多層次的分析,建立水利工程投資效益評價體系,其作用不僅有利于工程立項之初的科學決策,也有利于在工程管理營運之后,對其效益的全面發(fā)揮,提供科學指導。作者結合親自參加四川省武都引水工程建設管理的實踐,對該工程的投資、設施管理和功能發(fā)揮情況進行全面深入地調(diào)查分析,總結經(jīng)驗,發(fā)現(xiàn)問題,揭示影響該工程效益發(fā)揮的關鍵要素,有針對性地采取措施,加強投資管理、項目管理和設施管護,進一步提高工程投資效益,希望能以此給在建的和準備建設的水利工程投資效益分析工作以啟示和借鑒。 本文分為六部分:一是通過對水利工程的建設發(fā)展和效益發(fā)揮,指出水利工程所具備的多種功能和重要意義。二是明確本文中研究對象的概念、范疇,當前相關理論、水利工程效益評價方法,為論文確定理論基礎。三是指出選取武都引水工程為調(diào)查研究對象的原因和調(diào)查方法設計。四是對武都引水工程的投資概算、經(jīng)濟效益、生態(tài)效益、社會效益以及其他效益進行數(shù)據(jù)指標進行選擇和處理。五是是加強管理,提高投資效益的對策。六是結論以及研究展望。
[Abstract]:Investment benefit evaluation is an important means of scientific project decision-making. The core of the economic evaluation is to investigate and analyze the economic and social benefits of the investment project, and to do well the economic evaluation of the water conservancy project is to ensure the benign operation of the project. Important measures to improve the economic benefit of engineering. Based on the development history of water conservancy projects and the construction management mode of large water conservancy projects at home and abroad, this paper analyzes the concrete performance of large water conservancy projects in the aspects of economic, social and ecological benefits. Combining externality with the theory of public product investment and water right theory, this paper puts forward the evaluation method of investment benefit of water conservancy project. As a kind of water conservancy project with obvious characteristics of public welfare, it has long construction period, large investment and complex structure. There are many uncertain factors affecting its construction and economic benefits, and these factors are often affected by many objective conditions, such as politics, economy, society, nature and so on. It needs many aspects and multi-level analysis to establish the evaluation system of investment benefit of water conservancy project. Its function is not only conducive to the scientific decision at the beginning of the project establishment, but also conducive to the project management and operation. The author has participated in the construction and management of the water diversion project in Wudu, Sichuan Province, and invested in the project. Comprehensive and in-depth investigation and analysis of facilities management and function performance, summing up experience, finding out problems, revealing the key elements that affect the benefit of the project, taking targeted measures to strengthen investment management. Project management and facilities management can further improve the benefit of project investment. It is hoped that it can be used for inspiration and reference to the analysis of investment benefits of water conservancy projects under construction and preparation. This paper is divided into six parts: first, through the construction development and benefit of water conservancy projects, pointed out the various functions and important significance of water conservancy projects; second, clear the concept and category of the research object in this paper. Current relevant theory, water conservancy engineering benefit evaluation method. The third is to point out the reason and method design of Wudu water diversion project as the object of investigation and the fourth is to estimate the investment, economic benefit and ecological benefit of Wudu water diversion project. The fifth is to strengthen the management, to improve the investment benefit, and the sixth is the conclusion and the research prospect.
