【摘要】：加油站是成品油銷(xiāo)售企業(yè)的主要銷(xiāo)售渠道，也是成品油銷(xiāo)售企業(yè)能否盈利的關(guān)鍵。加油站投資項(xiàng)目的成敗直接關(guān)系到成品油銷(xiāo)售企業(yè)的生存與發(fā)展。加油站投資項(xiàng)目具有投資額大、投資期長(zhǎng)、涉及領(lǐng)域廣和不確定性因素多的特點(diǎn)，而且易受到國(guó)家經(jīng)濟(jì)調(diào)控、土地調(diào)控等政策方面的影響，因此，加油站投資項(xiàng)目面臨著巨大的風(fēng)險(xiǎn)。但是目前我國(guó)加油站風(fēng)險(xiǎn)管理的理論與實(shí)際操作都還處于初級(jí)階段，成品油銷(xiāo)售企業(yè)內(nèi)部的投資風(fēng)險(xiǎn)意識(shí)薄弱，風(fēng)險(xiǎn)管理能力欠缺，增加了企業(yè)的不確定性和經(jīng)營(yíng)風(fēng)險(xiǎn)。因此，，對(duì)加油站投資項(xiàng)目風(fēng)險(xiǎn)管理進(jìn)行深入研究，提出全面系統(tǒng)且具有操作性的方法顯得極為迫切。 本文首先概述了風(fēng)險(xiǎn)管理相關(guān)理論，注重歸納了風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估與風(fēng)險(xiǎn)應(yīng)對(duì)的技術(shù)與方法。然后以中石油LY加油站投資項(xiàng)目為研究對(duì)象，從投資決策、政策、自然、市場(chǎng)、成本、安全、技術(shù)及配套設(shè)施等方面進(jìn)行風(fēng)險(xiǎn)識(shí)別，通過(guò)調(diào)查問(wèn)卷取得基礎(chǔ)數(shù)據(jù)，采用基于層次分析法的模糊綜合評(píng)價(jià)法進(jìn)行了風(fēng)險(xiǎn)評(píng)估與計(jì)算，得出各個(gè)風(fēng)險(xiǎn)因素對(duì)于LY加油站投資項(xiàng)目的權(quán)重系數(shù)和項(xiàng)目總體風(fēng)險(xiǎn)水平。最后結(jié)合LY加油站投資項(xiàng)目的實(shí)際情況，就每個(gè)風(fēng)險(xiǎn)因素進(jìn)行分析，有針對(duì)性的提出相應(yīng)的防范對(duì)策。本文為成品油銷(xiāo)售企業(yè)進(jìn)行加油站投資項(xiàng)目的風(fēng)險(xiǎn)管理提供了有效的方法和思路。
[Abstract]:Gas station is the main sales channel for oil products sales enterprises. The success or failure of the gas station investment project is directly related to the survival and development of the oil products sales enterprises. The gas station investment project has a large investment and a long investment period. It involves a wide range of areas and many uncertain factors, and is vulnerable to the national economic control, land control and other policies, so. However, the theory and practice of gas station risk management in China are still in the primary stage, and the awareness of investment risk in the oil products sales enterprises is weak. The lack of risk management ability increases the uncertainty and management risk of the enterprise. Therefore, it is very urgent to study the risk management of gas station investment project and put forward a comprehensive and systematic and operable method. This paper firstly summarizes the theory of risk management, and summarizes the technology and methods of risk identification, risk assessment and risk response. Then taking PetroChina LY gas station investment project as the research object, from the investment decision-making. Policy, nature, market, cost, security, technology and supporting facilities for risk identification, through the questionnaire to obtain basic data. The fuzzy comprehensive evaluation method based on AHP is used to evaluate and calculate the risk. The weight coefficient of each risk factor for LY gas station investment project and the overall risk level of the project are obtained. Finally, combined with the actual situation of LY gas station investment project, each risk factor is analyzed. This paper provides an effective method and train of thought for the risk management of gas station investment project in the product oil sales enterprises.
