【摘要】：在我國(guó),為了提高農(nóng)村人力資源的數(shù)量,國(guó)家對(duì)此進(jìn)行了較大程度的投資,然而事實(shí)和預(yù)期的正好相反,投資的產(chǎn)出卻流向了城市,使得農(nóng)村的人力資源更加短缺,從而進(jìn)入越投越困的惡性循環(huán)。究其原因,農(nóng)村就業(yè)的低預(yù)期收益率是形成該現(xiàn)象的主要因素。除此以外以下因素也對(duì)該現(xiàn)象的形成產(chǎn)生了一定的影響:即人才和工作平臺(tái)的對(duì)接出現(xiàn)脫節(jié)、城鄉(xiāng)生活條件差別太大以及社會(huì)保障力度不足等。為了改善這一狀況較為有效的方法是:制定現(xiàn)代化的農(nóng)村發(fā)展思路、對(duì)分配機(jī)制進(jìn)行優(yōu)化、提高農(nóng)村就業(yè)的收益,另外,還應(yīng)對(duì)農(nóng)村的軟件、硬件環(huán)境進(jìn)行改善。
[Abstract]:In our country, in order to increase the number of rural human resources, countries made a greater degree of investment, however, and the expected output is on the contrary, investment flows to the city, the rural human resources shortage, more investment to enter more vicious spiral sleepy. The reason for the low income rural employment the rate is the main factor of the formation of this phenomenon. In addition the following factors but also the formation of this phenomenon has produced certain influence: docking talent and work platform line, urban and rural living conditions and social security and the difference is too big a lack of methods. In order to improve this situation is effective way of establishing rural development: the modernization of distribution system optimization, improve rural employment income, in addition, also coping with the software, to improve the hardware environment.
