【摘要】：根據(jù)"十三五"規(guī)劃,黑龍江省把冰雪產(chǎn)業(yè)列入了戰(zhàn)略發(fā)展目標,省政府在2016年《政府工作報告》中,對未來五年的經(jīng)濟發(fā)展問題進行了戰(zhàn)略布局,明確指出要把出冰雪產(chǎn)業(yè)與全省的"八大經(jīng)濟區(qū)"和"十大工程"建設(shè)有機地結(jié)合起來,與經(jīng)濟發(fā)展和文化產(chǎn)業(yè)布局有機協(xié)調(diào),發(fā)揮冰雪產(chǎn)業(yè)特色優(yōu)勢,借助國家有利的宏觀政策,大力開發(fā)冰雪產(chǎn)業(yè),創(chuàng)造新的經(jīng)濟增長點。要對產(chǎn)業(yè)政策進行優(yōu)化調(diào)整,形成政策合力,推動黑龍江省冰雪產(chǎn)業(yè)的發(fā)展速度,進而促進省內(nèi)的產(chǎn)業(yè)調(diào)整進程,加快工業(yè)體系的升級轉(zhuǎn)型,為黑龍江省在十三五期間實現(xiàn)既快又好的發(fā)展奠定基礎(chǔ)。對產(chǎn)業(yè)發(fā)展進程中遇到的問題,要采取得力的措施加以解決,把黑龍江的冰雪項目建設(shè)質(zhì)量抓上來,提高本省在冰雪產(chǎn)業(yè)方面的優(yōu)勢,要突出以冰雪為主題的經(jīng)貿(mào)、比賽、節(jié)慶、餐飲、裝飾等冰雕雪塑類產(chǎn)業(yè)經(jīng)濟,發(fā)掘資源優(yōu)勢,形成產(chǎn)業(yè)特色,擴大社會影響,豐富產(chǎn)業(yè)內(nèi)涵,不斷地開發(fā)冰雪產(chǎn)業(yè)的經(jīng)濟發(fā)展引力,增強地區(qū)經(jīng)濟的競爭水平。要以開發(fā)冰雪產(chǎn)業(yè)為突破口,突出黑龍江在冰雪產(chǎn)業(yè)的競爭強勢,發(fā)揮產(chǎn)業(yè)的優(yōu)勢地位,拉動產(chǎn)業(yè)整合速度,推動全省的經(jīng)濟發(fā)展,打造富有特色的地域文化,營造品牌效應(yīng)。稟承可持續(xù)發(fā)展觀,運用政府干預理論進行分析,以新公共服務(wù)理論為指導,需求與供給理論作支撐,界定了冰雪產(chǎn)業(yè)的內(nèi)涵,找出了制約冰雪產(chǎn)業(yè)健康發(fā)展的不利因素。立足于本省的冰雪產(chǎn)業(yè)市場發(fā)展的影響因素現(xiàn)狀,對現(xiàn)行的人力資源、金融、稅收和產(chǎn)業(yè)等方面的政策需求現(xiàn)狀進行研究,并對發(fā)展冰雪產(chǎn)業(yè)的政策需求進行了戰(zhàn)略分析,指出了現(xiàn)行政策存在的需求不足,對冰雪產(chǎn)業(yè)發(fā)展的制約;運用現(xiàn)代理論和因果、對比、文獻法等多種分析方法,分析了黑龍江省冰雪產(chǎn)業(yè)的市場供需關(guān)系,并評價其存在的不足,汲取了發(fā)展冰雪產(chǎn)業(yè)的若干啟示。進一步借鑒了世界各國發(fā)展冰雪產(chǎn)業(yè)的先進經(jīng)驗,闡述了發(fā)展冰雪產(chǎn)業(yè)的現(xiàn)實性和必要性,最后結(jié)合黑龍江省省情,提出有可行性及針對性的政策,目的在于為政府部門制定切實合理的產(chǎn)業(yè)政策提供參考,主要內(nèi)容涵蓋:加大財政投入、成立專項產(chǎn)業(yè)發(fā)展基金、落實稅收政策優(yōu)惠;進行規(guī)�；l(fā)展,推行一體化經(jīng)營,形成產(chǎn)業(yè)鏈條,與國際知名企業(yè)加強合作,形成特色旅游產(chǎn)品;進行產(chǎn)業(yè)基地建設(shè),吸納創(chuàng)新型人才,在高校設(shè)立與冰雪產(chǎn)業(yè)相關(guān)的專業(yè),培養(yǎng)專門人才;與金融部門加強合作,拓展融資渠道,通過多樣化的金融服務(wù)為產(chǎn)業(yè)發(fā)展提供金融支持;經(jīng)過精心策劃,有計劃地開展大型冰雪營銷項目,擴大市場影響力,把黑龍江的冰雪產(chǎn)業(yè)品牌樹立起來,擴展市場效應(yīng),使之成為引領(lǐng)黑龍江產(chǎn)業(yè)發(fā)展的排頭兵。
[Abstract]:According to the 13th Five-Year Plan, Heilongjiang Province has included ice and snow industry in its strategic development target. In the 2016 "Government work report," the provincial government carried out a strategic layout of economic development in the next five years. It is clearly pointed out that the ice and snow industry should be organically integrated with the "eight economic zones" and "ten major projects" of the province, and should be organically coordinated with the economic development and the distribution of cultural industries, so as to give play to the unique advantages of the ice and snow industry. With the help of the favorable macro policies of the state, we should vigorously develop the ice and snow industry and create new economic growth points. We should optimize and adjust the industrial policies, form a resultant force of policies, and promote the development speed of the ice and snow industry in Heilongjiang Province. Thus promoting the process of industrial adjustment in the province, speeding up the upgrading and transformation of the industrial system, laying the foundation for Heilongjiang Province to achieve both rapid and good development during the 13th Five-Year Plan period. The problems encountered in the process of industrial development, It is necessary to take effective measures to solve the problem, grasp the quality of the ice and snow projects in Heilongjiang, improve the province's advantages in the ice and snow industry, and highlight the economic and trade, competitions, festivals, restaurants and restaurants with ice and snow as the theme. Ice sculpture and snow sculpture industry economy, such as decoration, excavates the advantages of resources, forms industrial characteristics, expands social influence, enriches the industrial connotation, and continuously develops the economic development attraction of ice and snow industry. To enhance the competitive level of the regional economy, it is necessary to take the development of ice and snow industries as a breakthrough, highlight the strong competition of Heilongjiang in the ice and snow industries, give play to the dominant position of the industries, stimulate the speed of industrial integration, and promote the economic development of the whole province. Based on the concept of sustainable development and the theory of government intervention, this paper defines the connotation of ice and snow industry under the guidance of the new public service theory and the theory of demand and supply. Find out the unfavorable factors restricting the healthy development of the ice and snow industry. Based on the current situation of the influencing factors of the ice and snow industry market development in this province, we have studied the current situation of policy demand in the fields of human resources, finance, taxation and industry, etc. It also makes a strategic analysis of the policy demand for the development of ice and snow industry, points out that there is insufficient demand in the current policy, restricts the development of ice and snow industry, and applies modern theory and causality, comparison, literature method and other analytical methods. This paper analyzes the relationship between supply and demand of ice and snow industry in Heilongjiang Province, evaluates its shortcomings, draws some inspiration from developing ice and snow industry, and draws lessons from the advanced experience of developing ice and snow industry in various countries in the world. This paper expounds the reality and necessity of developing ice and snow industry, and finally, combining with the situation of Heilongjiang Province, puts forward feasible and targeted policies in order to provide references for government departments to formulate practical and reasonable industrial policies. The main contents include: increasing financial input, setting up special industrial development funds, implementing preferential tax policies; carrying out large-scale development, promoting integrated operations, forming industrial chains, and strengthening cooperation with internationally renowned enterprises, To form tourism products with special characteristics, to build industrial bases, to absorb innovative talents, to set up specialties related to the ice and snow industry in colleges and universities, to train specialized personnel, to strengthen cooperation with the financial sector, and to expand financing channels, Through diversified financial services to provide financial support for industrial development; through careful planning, planned large-scale ice and snow marketing projects, expand market influence, build up the ice and snow industry brand in Heilongjiang, expand the market effect, Make it become the vanguard that leads Heilongjiang industry development.
