【摘要】：基于云南省2010年第六次人口普查數(shù)據(jù)進行人口預測,通過對比2011-2015年期間的實際人口數(shù)據(jù)和預測數(shù)據(jù)得出一個修正系數(shù),并以此為參照將2016年的人口預測結(jié)果進行適當?shù)匦拚鳛槿丝陬A測基礎數(shù)據(jù)。結(jié)果表明:云南自全面二孩生育政策實施,將在5年后的時間達到人口出生高峰,此后人口增長趨于減緩,并在2045年左右進入人口負增長階段。勞動力人口規(guī)模在2026年以前持續(xù)增長,此后開始下降,勞動力人口撫養(yǎng)負擔增加。"全面二孩"生育政策雖然在一定程度上緩解了人口老齡化速度,但并不能從根本上扭轉(zhuǎn)人口老齡化的發(fā)展趨勢,還需從社會制度層面解決人口老齡化問題。全面二孩政策放開帶來的短期出生人口高峰,刺激了新的消費需求、擴大了城市就業(yè)空間,但也不可避免地對個體職業(yè)生涯規(guī)劃產(chǎn)生影響,尤其是女性職工在事業(yè)發(fā)展方面可能會受到明顯的阻礙作用,育齡女性勞動者完成生育后再次集中進入勞動力市場重新?lián)駱I(yè),女性就業(yè)崗位開發(fā)、就業(yè)培訓和就業(yè)服務等給人力資源和社會保障部門提出了嚴峻挑戰(zhàn)。
[Abstract]:Based on the 6th census data of Yunnan province in 2010, a revised coefficient is obtained by comparing the actual population data and the forecast data for the period 2011-2015. Taking this as a reference, the population forecast results of 2016 are appropriately revised as the basic data of population forecast. The results show that the implementation of Yunnan's comprehensive policy on two-child birth will reach the peak of population in five years' time. Since then, population growth has slowed, and has reached a negative growth stage around 2045. The size of the labour force continued to grow until 2026, and has since begun to decline. Although the "comprehensive two-child" fertility policy to some extent alleviates the aging rate of the population, it cannot fundamentally reverse the development trend of the aging population. It is also necessary to solve the problem of aging population from the social system level. The new consumption demand has been stimulated and the urban employment space has been expanded because of the short term birth population peak brought about by the opening up of the policy of comprehensive two-child policy. However, it will inevitably have an impact on the individual career planning, especially when female workers and staff members may be obviously hindered in their career development. After finishing childbearing, female workers of childbearing age will again concentrate on re-entering the labour market and choosing new jobs. Female employment development, employment training and employment services pose severe challenges to human resources and social security departments.
