【摘要】：隨著世界經(jīng)濟(jì)的不斷發(fā)展,許多發(fā)達(dá)的資本主義國家越來越意識到加快構(gòu)建城市科技創(chuàng)新服務(wù)平臺的重要性,把大力培育城市的科學(xué)技術(shù)創(chuàng)新能力,作為支撐城市科技發(fā)展、社會經(jīng)濟(jì)進(jìn)步的主要推動力。自2006年全國科技大會召開以來,我國許多城市都把建設(shè)創(chuàng)新型城市擺在首要位置,提出了構(gòu)建創(chuàng)新型城市的總體目標(biāo),通過加大在科技創(chuàng)新中的投入力度、努力營造適合科技創(chuàng)新的文化氛圍、建設(shè)科技創(chuàng)新公共服務(wù)平臺、構(gòu)建城鎮(zhèn)創(chuàng)新服務(wù)系統(tǒng)等措施提升各省市的自主創(chuàng)新能力。創(chuàng)新系統(tǒng)理論強(qiáng)調(diào)：創(chuàng)新機(jī)構(gòu)與組織是政府部門、企業(yè)單位、高校院所和中介服務(wù)組織相互協(xié)調(diào)和作用的戰(zhàn)略聯(lián)盟,其中建設(shè)高效的科技創(chuàng)新服務(wù)平臺是主要的內(nèi)容之一。如何充分地發(fā)揮科技創(chuàng)新服務(wù)平臺在科技強(qiáng)國中的作用,建立科學(xué)的平臺運(yùn)行機(jī)制是目前急需解決的問題。因此,在城市創(chuàng)新系統(tǒng)視角下準(zhǔn)確地審視科技創(chuàng)新服務(wù)平臺的建設(shè)情況,具有重要的現(xiàn)實(shí)意義。 本文的主要研究內(nèi)容是,在安徽省科技創(chuàng)新的基礎(chǔ)上,通過分析科技創(chuàng)新服務(wù)平臺建設(shè)的現(xiàn)狀、困難、地位等,得出建設(shè)科技創(chuàng)新服務(wù)平臺對我省、市技術(shù)創(chuàng)新、經(jīng)濟(jì)發(fā)展起到重要的推動作用。論文的內(nèi)容框架具體涉及以下幾個方面。 首先是分析了安徽省科技創(chuàng)新的現(xiàn)狀、優(yōu)勢以及發(fā)展中遇到的困難,包括建設(shè)合蕪蚌自主創(chuàng)新綜合配套改革試驗(yàn)區(qū),探索安徽科學(xué)發(fā)展新途徑,加快創(chuàng)新型企業(yè)建設(shè),增強(qiáng)企業(yè)自主創(chuàng)新能力等。第二是分析了科技創(chuàng)新服務(wù)平臺建設(shè)在科技創(chuàng)新中的地位和作用,包括科技創(chuàng)新服務(wù)平臺建設(shè)與科技創(chuàng)新的關(guān)系和相互影響,及目前我省技術(shù)(研發(fā))中心和科技企業(yè)孵化器的情況等。第三是主要介紹了合肥科技創(chuàng)新服務(wù)平臺的構(gòu)架及具體的功能作用情況,通過網(wǎng)絡(luò)資源共享,實(shí)現(xiàn)成果轉(zhuǎn)化,通過公共服務(wù)的信息共享,實(shí)現(xiàn)各載體的政策共享、孵化空間信息共享、孵化空間的服務(wù)共享等,為創(chuàng)業(yè)者提供一個便捷、高效的信息空間。第四是分析了合肥科技創(chuàng)新服務(wù)平臺建設(shè)的現(xiàn)狀及目前急需解決的問題。此外,還探討了如何完善合肥科技創(chuàng)新服務(wù)平臺建設(shè),提升合肥科技創(chuàng)新服務(wù)平臺的影響力,以推進(jìn)安徽科技創(chuàng)新的進(jìn)一步發(fā)展。
[Abstract]:With the continuous development of the world economy, many developed capitalist countries are becoming more and more aware of the importance of speeding up the construction of a service platform for urban scientific and technological innovation, and regard vigorously cultivating the scientific and technological innovation capacity of the city as a support for the development of urban science and technology. The main driving force of social and economic progress. Since the National Conference on Science and Technology was held in 2006, many cities in China have put the construction of innovative cities at the top of the agenda, and put forward the overall goal of building innovative cities, by increasing the investment in scientific and technological innovation. Efforts should be made to create a cultural atmosphere suitable for scientific and technological innovation, to build a public service platform for scientific and technological innovation, and to build a service system for urban innovation so as to enhance the independent innovation ability of provinces and cities. Innovation system theory emphasizes that innovation institutions and organizations are strategic alliances that coordinate and function among government departments, enterprise units, colleges and universities and intermediary service organizations, among which the construction of an efficient service platform for science and technology innovation is one of the main contents. How to give full play to the role of sci-tech innovation service platform in the powerful country of science and technology, and how to establish a scientific platform operation mechanism is an urgent problem to be solved at present. Therefore, it is of great practical significance to examine accurately the construction of sci-tech innovation service platform from the perspective of urban innovation system. The main research contents of this paper are: on the basis of scientific and technological innovation in Anhui Province, by analyzing the present situation, difficulties and status of the construction of scientific and technological innovation service platform, the author draws the conclusion that the construction of scientific and technological innovation service platform is of great importance to the technological innovation of our province and city. Economic development plays an important role in promoting economic development. The content framework of the paper specifically involves the following aspects. First of all, it analyzes the present situation, advantages and difficulties encountered in the development of scientific and technological innovation in Anhui Province, including the construction of a comprehensive reform experimental area for independent innovation, exploring new ways of scientific development in Anhui Province, and speeding up the construction of innovative enterprises. Enhance the ability of independent innovation of enterprises and so on. The second is to analyze the status and role of the service platform construction of science and technology innovation in science and technology innovation, including the relationship and mutual influence between the construction of science and technology innovation service platform and science and technology innovation. And our province technology (R & D) center and technology business incubator and so on. The third part mainly introduces the framework of Hefei science and technology innovation service platform and its specific function. It realizes the transformation of achievements through the sharing of network resources, the sharing of public service information, and the policy sharing of various carriers. The information sharing of incubating space and the service sharing of incubating space provide a convenient and efficient information space for entrepreneurs. The fourth is to analyze the current situation of Hefei science and technology innovation service platform construction and the problems urgently needed to be solved. In addition, it also discusses how to improve the construction of Hefei science and technology innovation service platform and enhance the influence of Hefei science and technology innovation service platform in order to promote the further development of Anhui science and technology innovation.
