【摘要】：本文介紹了我國實(shí)施的課題制管理模式，在查閱大量文獻(xiàn)資料和與科研管理的相關(guān)人員進(jìn)行討論的基礎(chǔ)上，結(jié)合自身工作經(jīng)歷設(shè)計出調(diào)查問卷，并對科研管理現(xiàn)實(shí)狀況進(jìn)行了較為系統(tǒng)、全面的調(diào)查研究，調(diào)查內(nèi)容主要包括四個方面：科研管理制度建設(shè)的現(xiàn)狀；科研項(xiàng)目全過程管理的現(xiàn)狀；課題制背景下，對人、財、物等資源的配置狀況；科研管理隊(duì)伍的建設(shè)現(xiàn)狀。在問卷調(diào)查的基礎(chǔ)上，，構(gòu)建了科研管理水平潛力指標(biāo)評價體系，結(jié)合調(diào)研數(shù)據(jù)，評價、比較了高等院校和科研院所的科研管理水平的未來潛力，結(jié)果顯示科研院所科研管理水平的未來潛力要高于高等院校。 文章梳理了我國在課題制背景下的科研管理現(xiàn)實(shí)，分析了當(dāng)前我國科研管理暴露的問題，主要涉及依托單位及上級主管部門和政策執(zhí)行層面兩個方面的問題；探究其原因，通過系統(tǒng)分析和歸納總結(jié)，結(jié)合我國實(shí)際情況，提出提升我國科研管理潛力的思路和措施:提倡全員參與科研管理制度的構(gòu)建和完善；重視依托單位的作用，發(fā)揮依托單位組織、協(xié)調(diào)資源的優(yōu)勢，創(chuàng)造良好的科研環(huán)境；堅(jiān)持從實(shí)際出發(fā)，深化認(rèn)識，不斷完善課題制。
[Abstract]:This paper introduces the management mode of subject system implemented in our country. On the basis of consulting a lot of documents and discussing with the related personnel of scientific research management, the questionnaire is designed according to one's own work experience. And carried on the system to the scientific research management reality condition, the comprehensive investigation research, the investigation content mainly includes four aspects: the scientific research management system construction present situation, the scientific research project entire process management present situation, under the subject system background, to the person, the wealth, The allocation of resources, such as the status quo of the construction of scientific research management team. On the basis of questionnaire survey, this paper constructs the evaluation system of scientific research management level potential, and compares the future potential of scientific research management level between institutions of higher learning and scientific research institutes by combining research data and evaluation. The results show that the future potential of scientific research management level of research institutes is higher than that of colleges and universities. This paper combs the reality of scientific research management in the background of subject system, analyzes the problems of current exposure of scientific research management in our country, mainly involves two aspects: relying units and superior departments in charge and policy execution level, and probes into the reasons for the problems. Through systematic analysis and summing up, combined with the actual situation of our country, this paper puts forward some ideas and measures to enhance the potential of scientific research management in our country: advocating the whole staff to participate in the construction and perfection of the scientific research management system, attaching importance to the role of relying units, Give full play to the organization of units, coordinate the advantages of resources, create a good scientific research environment, adhere to the reality, deepen understanding, and constantly improve the subject system.
