【摘要】：隨著中國(guó)經(jīng)濟(jì)實(shí)力上升,科技投入逐年增大,中國(guó)的科技論文和專(zhuān)利等產(chǎn)出排名也屢創(chuàng)新高。中國(guó)的科技創(chuàng)新實(shí)力引起了世界的關(guān)注,不少?lài)?guó)外研究人員對(duì)此發(fā)表評(píng)論觀點(diǎn)。搜集2006年《國(guó)家中長(zhǎng)期科技發(fā)展規(guī)劃綱要》發(fā)布以來(lái)國(guó)外研究人員發(fā)表的針對(duì)中國(guó)科技創(chuàng)新實(shí)力的代表性評(píng)論文章,對(duì)其中的觀點(diǎn)進(jìn)行歸納和分析并提出幾點(diǎn)思考。希望幫助中國(guó)科技界多視角了解中國(guó)科技發(fā)展的狀態(tài)和潛在的問(wèn)題,對(duì)中國(guó)科技體制改革有所啟發(fā)。
[Abstract]:With China's economic strength rising and its investment in science and technology increasing year by year, China's ranking of scientific and technological papers and patents has repeatedly reached new heights. China's scientific and technological innovation strength has attracted the attention of the world. Quite a number of foreign researchers have commented on this issue. After the publication of the National Medium- and Long-Term Science and Technology Development Program in 2006, foreign researchers have published representative commentaries on the strength of China's scientific and technological innovation. This paper sums up and analyzes the viewpoints and puts forward some thoughts, hoping to help the Chinese science and technology circles to understand the status and potential problems of China's scientific and technological development from various perspectives, and to enlighten the reform of China's science and technology system.
