【摘要】：科研經(jīng)費(fèi)違規(guī)使用嚴(yán)重影響社會(huì)良性運(yùn)行,而且成為危害科技創(chuàng)新的"毒瘤"。為消解科技創(chuàng)新隱患、優(yōu)化學(xué)術(shù)生態(tài)環(huán)境,需從制度建設(shè)入手,構(gòu)建保障科技人員安心研究的經(jīng)濟(jì)基礎(chǔ),營(yíng)造優(yōu)良的文化氛圍和社會(huì)環(huán)境,推動(dòng)政府職能從科研管理向創(chuàng)新服務(wù)與治理轉(zhuǎn)變,不斷深化科研項(xiàng)目經(jīng)費(fèi)管理制度改革。
[Abstract]:In order to solve the hidden danger of scientific and technological innovation and to optimize the academic ecological environment , it is necessary to start from the system construction , build an economic foundation to guarantee the safety research of the scientific and technological personnel , build an excellent cultural atmosphere and social environment , and promote the transformation of government functions from the scientific research management to the innovation service and governance , and to deepen the reform of the fund management system of the scientific research project .
