【摘要】：近年來,隨著科技體制變革不斷深化,我國涌現(xiàn)了一大批不同于傳統(tǒng)研發(fā)組織的新型研發(fā)機(jī)構(gòu)。研發(fā)機(jī)構(gòu)作為開展技術(shù)創(chuàng)新、提升區(qū)域創(chuàng)新能力的重要載體,在創(chuàng)新驅(qū)動發(fā)展過程中發(fā)揮著巨大作用。新型研發(fā)機(jī)構(gòu)是科技創(chuàng)新活動發(fā)展到一定階段的產(chǎn)物,是研發(fā)組織的一種創(chuàng)新形式。與傳統(tǒng)的科研機(jī)構(gòu)相比,新型研發(fā)機(jī)構(gòu)突破了傳統(tǒng)科研機(jī)構(gòu)的地域、組織與技術(shù)的限制,新型研發(fā)機(jī)構(gòu)在投資建設(shè)主體、管理運(yùn)行機(jī)制和產(chǎn)權(quán)共享主體等方面都具有更高的創(chuàng)新性、靈活性與先進(jìn)性。本研究以廣東省科技廳認(rèn)定的新型研發(fā)機(jī)構(gòu)為研究對象,研究對研發(fā)機(jī)構(gòu)上交給廣東省科技廳的評定材料進(jìn)行了整理分析,得出了廣東省新型研發(fā)機(jī)構(gòu)的發(fā)展現(xiàn)狀、主要建設(shè)模式與其特點(diǎn)。同時,本研究運(yùn)用文獻(xiàn)研究法和案例研究法選取了廣東省四個有代表性的新型研發(fā)機(jī)構(gòu),深入地分析探討了這四個新型研發(fā)機(jī)構(gòu)的目標(biāo)定位、組織管理、運(yùn)行機(jī)制、主要貢獻(xiàn)、國際化進(jìn)程和與高校的合作這六個方面的內(nèi)容。隨后,本研究對這四個案例進(jìn)行比較分析,總結(jié)了相關(guān)的成功經(jīng)驗(yàn),以期為今后廣東省甚至全國的新型研發(fā)機(jī)構(gòu)的建設(shè)及發(fā)展提供參考。最后,本研究通過高校職能的視角來分析探討了新型研發(fā)機(jī)構(gòu)的建設(shè)為高校帶來的機(jī)遇與挑戰(zhàn)。通過研究,本文主要得出了以下幾點(diǎn)結(jié)論:第一,廣東省新型研發(fā)機(jī)構(gòu)在廣東省政府的大力支持下快速發(fā)展,已經(jīng)成為廣東省創(chuàng)新驅(qū)動發(fā)展的重要力量;第二,廣東省新型研發(fā)機(jī)構(gòu)具有面向市場、圍繞產(chǎn)業(yè)發(fā)展、創(chuàng)新鏈與產(chǎn)業(yè)鏈結(jié)合、政產(chǎn)學(xué)研高度結(jié)合和走向國際化的特點(diǎn);第三,廣東省新型研發(fā)機(jī)構(gòu)在其管理體制和運(yùn)行機(jī)制上都具有較高的創(chuàng)新性;第四,通過案例研究表明,廣東省新型研發(fā)機(jī)構(gòu)的成功經(jīng)驗(yàn)在于其清晰的定位、高效的管理運(yùn)行模式、行之有效的考核機(jī)制和激勵機(jī)制、國際化的合作道路和與高校開展的深入合作;第五,為了推動廣東省新型研發(fā)機(jī)構(gòu)的發(fā)展,本文提出政府應(yīng)該注重人才團(tuán)隊(duì)的引進(jìn)、加大科研經(jīng)費(fèi)的投入和對欠發(fā)達(dá)地區(qū)研發(fā)機(jī)構(gòu)的扶持,新型研發(fā)機(jī)構(gòu)應(yīng)該發(fā)揮自身的創(chuàng)新能動作用,努力創(chuàng)新組織管理體制,制定有效機(jī)制,探尋推動新型研發(fā)機(jī)構(gòu)良性發(fā)展的新路徑;第六,新型研發(fā)機(jī)構(gòu)為高校開展人才培養(yǎng)、科學(xué)研究和社會服務(wù)帶來了機(jī)遇和挑戰(zhàn),并為高校開展創(chuàng)新活動提供新參考。
[Abstract]:In recent years, with the deepening of the reform of science and technology system, a large number of new R & D institutions, which are different from the traditional R & D organizations, have emerged in China. New R & D institutions are the product of the development of scientific and technological innovation activities to a certain stage and an innovative form of R & D organizations. Compared with traditional scientific research institutions, new R & D institutions are playing a great role in the process of innovation-driven development. New R & D institutions have broken through the limitations of traditional research institutions, such as geographical, organizational and technological constraints. New R & D institutions are more innovative in terms of investment and construction, management operating mechanism and property rights sharing, and so on. Flexibility and progressiveness. This study takes the new R & D institutions recognized by the Guangdong Science and Technology Department as the research object, and studies and analyzes the evaluation materials handed over by the R & D institutions to the Guangdong Science and Technology Department. At the same time, this study selects four representative new R & D institutions in Guangdong Province by using the literature research method and the case study method. The contents of the four new R & D institutions in terms of target orientation, organization and management, operation mechanism, main contribution, internationalization process and cooperation with colleges and universities are analyzed and discussed in depth. This study makes a comparative analysis of the four cases and summarizes the relevant successful experiences in order to provide a reference for the construction and development of new R & D institutions in Guangdong Province and even the whole country in the future. This study analyzes and discusses the opportunities and challenges brought by the construction of new R & D institutions to colleges and universities from the perspective of university functions. Through the research, this paper mainly draws the following conclusions: first, The rapid development of new research and development institutions in Guangdong Province, with the strong support of the Guangdong Provincial Government, has become an important force for innovation-driven development in Guangdong Province. Second, the new-type R & D institutions in Guangdong Province are market-oriented and revolve around industrial development. The combination of innovation chain and industry chain, the combination of politics, industry, education and research, and the internationalization of research and development; third, the new R & D institutions in Guangdong Province are highly innovative in their management system and operational mechanism; 4th, through the case study, it shows that, The successful experience of new R & D institutions in Guangdong lies in their clear positioning, efficient management operation mode, effective assessment mechanism and incentive mechanism, internationalized cooperative road and in-depth cooperation with colleges and universities. 5th, In order to promote the development of new R & D institutions in Guangdong Province, this paper proposes that the government should pay attention to the introduction of talent teams, increase the investment of scientific research funds and support R & D institutions in less developed areas. New R & D institutions should exert their innovative and dynamic role, strive to innovate the organizational management system, formulate effective mechanisms, and explore new ways to promote the healthy development of new R & D institutions. 6th, New-type R & D institutions should carry out personnel training for colleges and universities. Scientific research and social service bring opportunities and challenges, and provide a new reference for colleges and universities to carry out innovative activities.
